In this article open access is defined, and the resources and issues of greatest relevance to the medical librarian are discussed. The economics of open access publishing is examined from the point of view of the university library. Open access resources, both journals and articles in repositories, are already significant and growing rapidly. There are close to 2300 fully open access, peer-reviewed journals listed in the Directory of Open Access Journals (DOAJ) (320 health sciences titles are included). DOAJ is adding new titles at the rate of 1.5 per day. An OAIster search of resources in repositories includes more than 7.6 million items (a rough estimate of the number of articles in repositories, although not all items are full text), and this number will exceed one billion items before the end of 2007. Medical research funders, including the US National Institutes of Health, the Wellcome Trust, the UK Medical Research Council, and the Canadian Institutes of Health Research, either have implemented or are considering open access policies. This will drive greater growth in open access resources, particularly in the area of medicine. There are implications and leadership opportunities for librarians in the open access environment.

Introduction. The paper presents survey results on the awareness towards and practice of Open Access scholarly publishing among Russian academics.Materials and Methods. We employed methods of statistical analysis of survey results. Materials comprise results of data processing of Russian survey conducted in 2018 and published results of the latest international surveys. The survey comprised 1383 respondents from 182 organizations. We performed comparative studies of the responses from academics and research institutions as well as different research areas. The study compares results obtained in Russia with the recently published results of surveys conducted in the United Kingdom and Europe.Results. Our findings show that 95% of Russian respondents support open access, 94% agree to post their publications in open repositories and 75% have experience in open access publishing. We did not find any difference in the awareness and attitude towards open access among seven reference groups. Our analysis revealed the difference in the structure of open access publications of the authors from universities and research institutes. Discussion andConclusions. Results reveal a high level of awareness and support to open access and succeful practice in the open access publications in the Russian scholarly community. The results for Russia demonstrate close similarity with the results of the UK academics. The governmental open access policies and programs would foster the practical realization of the open access in Russia.

Open access publications are those where following the publication itself, the publishers allow anyone to access the article or publication to read, or download without any restriction. It is believed that publishing in open access journals can increase the visibility of the publication, although uncertainties prevail. In a bid to improve the PBRF ratings, the College research committee in its monthly meeting agreed to organise an Open Access Seminar in the college. The seminar was organised on 4th of June, 2015, Thursday. Four speakers were identified. They were: Peter Lund and Anton Angelo from the University of Canterbury Central Library and Researcn Unit, Peter Binfield from PeerJ, and Viriginia Barbour from Australian Open Access Support Group. The topics of the seminar included a brief introduction to open access publishing and the state of the scenario in NZ and Australia and exploration of the issues around green and gold open access, and future directions as to what can be done to increase participation in open access. The seminar was also designed to be an open to all, and free flowing discussion. This seminar followed a format of webinar and on the spot presentations, questions and answers. A web based page was set up using the openly accessible Adobe Connect "room" where participants could connect even if they were not able to attend in person. Dr Binfield and Barbour were overseas speakers and they connected using the webinar (Adobe Connect). Mr Lund and Angelo were local speakers and they came to the meeting hall directly and spoke. A resource website was set up and the event was recorded for later viewing. The event was publicised across the university and through online channels. About 30 individuals attended the meeting in person, and ten participants joined online. Mr Lund introduced the concept of open access at the University of Canterbury, and introduced the concepts of gold and green open access; Mr Angelo introduced the concepts of creative commons, and Drs Binfield and Barbour discussed models of open access and the situation in Australia. The floor was open for questions, and clarifications and discussions from the audience participation. Key takeaway lessons from the seminar included: at the University of Canterbury, scholars are active in publishing in Open Access channels; green open access is popular in Australia and in New Zealand; newer channels and novel publishing models uitlising the Open Access formats are emerging and becoming popular; while some reservations about quality in open access exist, quality of peer review in OA journals were at par.

See video of the presentation.In 2013 The University of Bergen established a publication fund to cover the costs for publishing Open Access. The fund covers Article Processing Charges (APC) in both Open Access journals and hybrid Open Access in subscription journals. The publication fund at The University of Bergen is one of few in Norway that includes support for hybrid Open Access. The hybrid model is controversial because the publisher receives income twice for the same article, first through APC and then through subscriptions.The arguments for including hybrid were: (1) there are more journals to choose from, hence giving more researchers the opportunity and initiative to publish Open Access. (2) the quality issue of Open Access journals. The University believed that by including hybrid more articles would be published Open Access in renowned journals. This because a larger percentage of hybrid journals are registered on level 2 in the Norwegian System for defining quality of publication channels.The fund has been a success in so far that it has led to an increase in Open Access articles in high quality journals, also within research fields that traditionally do not publish Open Access. The fund has granted applications for almost 9 million NOK. Of a total of 437 granted applications, 278 (64 %) are articles in hybrid journals. 103 articles (24 %) have been published on level 2; 11 in Open Access-journals and 92 hybrid.When it comes to research field, the results show that about 90 % of granted applications come from researchers within medicine, psychology and the natural sciences, including many fields that already have a tradition for publishing their research Open Access. The fund has only led to a slight increase in Open Access publishing with APC within the humanities, social sciences and law.Researchers are happy with hybrid publishing because they are able to continue publishing in the same journals as before. It is also the case that support of hybrid publishing results in more Open Access articles in high quality journals according to the Norwegian system. Yet, support for hybrid publishing has so far not altered which research fields that publish Open Access, although there has been an increase of Open Access publications within all faculties.Our presentation will form a basis for discussing a number of questions pertaining to the hybrid model: What have the academic and economic consequences of the hybrid model been? Do all researchers at the University have the same opportunity to publish their research Open Access? Has support of hybrid lead to more Open Access in renowned publication channels?The University has appointed a group to evaluate the publication fund and recommend if and how it shall continue. Will the fund continue to support hybrid after the trial period ends in 2015?

Abstract Objectives – This exploratory research seeks to broadly understand the publishing behaviours and attitudes of faculty, across all disciplines, at the University of Saskatchewan in response to the growing significance of open access publishing and archiving. The objective for seeking this understanding is to discover the current and emerging needs of researchers in order to determine if scholarly communications services are in demand here and, if so, to provide an evidence-based foundation for the potential future development of such a program of services at the University Library, University of Saskatchewan. Methods – All faculty members at the University of Saskatchewan were sent personalized email invitations to participate in a short online survey during the month of November 2012. The survey was composed of four parts: Current Research and Publishing Activities/Behaviours; Open Access Behaviours, Awareness, and Attitudes; Needs Assessment; and Demographics. Descriptive and inferential statistics were calculated. Results – The survey elicited 291 complete responses – a 21.9% response rate. Results suggest that faculty already have a high level of support for the open access movement, and considerable awareness of it. However, there remains a lack of knowledge regarding their rights as authors, a low familiarity with tools available to support them in their scholarly communications activities, and substantial resistance to paying the article processing charges of some open access journals. Survey respondents also provided a considerable number of comments – perhaps an indication of their engagement with these issues and desire for a forum in which to discuss them. It is reasonable to speculate that those who chose not to respond to this survey likely have less interest in, and support of, open access. Hence, the scholarly communications needs of this larger group of non-respondents are conceivably even greater. Conclusion – Faculty at the University of Saskatchewan are in considerable need of scholarly communications services. Areas of most need include: advice and guidance on authors’ rights issues such as retention of copyright; more education and support with resources such as subject repositories; and additional assistance with article processing charges. The University Library could play a valuable role in increasing the research productivity and impact of faculty by aiding them in these areas.

Publication fees as a revenue source for open access publishing hold a prominent place on the agendas of researchers, policy makers, and academic publishers. This study contributes to the evolving empirical basis for funding these charges and examines how much German universities and research organisations spent on open access publication fees. Using self-reported cost data from the Open APC initiative, the analysis focused on the amount that was being spent on publication fees, and compared these expenditure with data from related Austrian (FWF) and UK (Wellcome Trust, Jisc) initiatives, in terms of both size and the proportion of articles being published in fully and hybrid open access journals. We also investigated how thoroughly self-reported articles were indexed in Crossref, a DOI minting agency for scholarly literature, and analysed how the institutional spending was distributed across publishers and journal titles. According to self-reported data from 30 German universities and research organisations between 2005 and 2015, expenditures on open access publication fees increased over the years in Germany and amounted to € 9,627,537 for 7,417 open access journal articles. The average payment was € 1,298, and the median was € 1,231. A total of 94% of the total article volume included in the study was supported in accordance with the price cap of € 2,000, a limit imposed by the Deutsche Forschungsgemeinschaft (DFG) as part of its funding activities for open access funding at German universities. Expenditures varied considerably at the institutional level. There were also differences in how much the institutions spent per journal and publisher. These differences reflect, at least in part, the varying pricing schemes in place including discounted publication fees. With an indexing coverage of 99%, Crossref thoroughly indexed the open access journals articles included in the study. A comparison with the related openly available cost data from Austria and the UK revealed that German universities and research organisations primarily funded articles in fully open access journals. By contrast, articles in hybrid journal accounted for the largest share of spending according to the Austrian and UK data. Fees paid for hybrid journals were on average more expensive than those paid for fully open access journals.

As new models of scholarly communication emerge, librarians and libraries have responded by developing and supporting new methods of storing and providing access to information and by creating new publishing support services. This article will examine the roles of libraries and librarians in developing and supporting open access publishing initiatives and services in higher education. Canadian university libraries have been key players in the development of these services and have been bolstered by support from librarians working through and within their professional associations on advocacy and advancement initiatives, and by significant funding from the Canadian Foundation for Innovation for the Synergies initiative – a  project designed to allow Canadian social science and humanities journals to publish online. The article also reflects on the experiences of three librarians involved in the open access movement at their libraries, within Canadian library associations, and as creators, managers, and editors in two new open access journals in the field of library and information studies: Evidence-based Library and Information Practice published out of the University of Alberta; and Partnership: the Canadian Journal of Library and Information Practice and Research hosted by the University of Guelph. As active participants in the creation of open access content within their own field, the authors are able to lend their experience to faculty in other disciplines and provide meaningful and responsive library service development.

SummaryRadical changes are taking place in scientific publishing, driven by mandates from major research funders both in the UK and elsewhere. The publishing landscape is changing, and open access is increasingly being seen as a viable alternative to subscription-based business models. Although many issues are yet unresolved, even the large commercial publishers are developing stables of open access journals. To reach a wider audience, and to increase appeal to potential contributors deciding where to publish, the Bulletin has now become an open access journal with effect from this issue.

The study of law focuses, among other aspects, on important issues relating to equality, fairness and justice in as far as free access to information and knowledgeis concerned. The launching of the Open Access to Law Movement in 1992, the promulgation of the Durham Statement on Open Access to Legal Scholarshipin 2009, and the formation of national and regional Legal Information Institutes (LIIs) should serve as an indication of how well the legal world is committed to freely publishing and distributing legal information and knowledge through the Internet to legal practitioners, legal scholars and the public at large aroundthe world. In order to establish the amount of legal scholarly content which is accessible through open access publishing innovations and initiatives, this studyanalysed the contents of websites for selected open access resources on the Internet internationally and in South Africa. The results of the study showed that there has been a steady developing trend towards the adoption of open access for legal scholarly literature internationally, while in South Africa legal scholarly literature is under the control of commercial publishers. This should be an issue for the legal scholarship which, among its focus, is to impart knowledge about the right of access to information and knowledge.
