SAFETY IN TRANSPORT OF PERSONS AND GOODS IN POLAND

The problem of road safety is an important problem that accompanies mankind from the very beginning of the development of communication. Based on the statistics, the article presents the analysis of road traffic safety in our country over the past few years and shows how it shapes compared to other European Union countries. The main reasons, which lie behind the situation, are also identified as well as the ways and directions of actions that are taken to minimize the effects of road accidents. The pace of reduction of the number of fatalities and injured on Polish roads is still unsatisfactory and therefore far-reaching measures to counteract such a situation have to be taken. These steps are based on normative provisions and long-term actions supported by the media and various types of advertising campaigns. The article also presents the issues related to the road transport of dangerous goods, which, due to the specific nature of the cargo carried, is subjected to special treatment and governed by international regulations and arrangements under the ADR Agreement.

Abstract Analysis of road traffic accidents revealed that most accidents are as a result of drivers’ errors. Over the years, active safety systems (ASS) were devised in vehicle to reduce the high level of road accidents, caused by human errors, leading to death and injuries. This study however evaluated the impacts of ASS inclusions into vehicles in Nigeria road transportation network. The objectives was to measure how ASS contributed to making driving safer and enhanced transport safety. Road accident data were collected, for a period of eleven years, from Lagos State Ministry of Economic Planning and Budget, Central Office of Statistics. Quantitative analysis of the retrospective accident was conducted by computing the proportion of yearly number of vehicles involved in road accident to the total number of vehicles for each year. Results of the analysis showed that the proportion of vehicles involved in road accidents decreased from 16 in 1996 to 0.89 in 2006, the injured persons reduced from 15.58 in 1998 to 0.3 in 2006 and the death rate diminished from 4.45 in 1998 to 0.1 in 2006. These represented 94.4 %, 95 % and 95 % improvement respectively on road traffic safety. It can therefore be concluded that the inclusions of ASS into design of modern vehicles had improved road safety in Nigeria automotive industry.

In this paper, road pavement collapses resulting from sewer leakage are divided into six categories: negligible, marginal, considerable, serious, very serious and catastrophic, with the categorization being based on two criteria, both related to traffic safety, i.e., the number of fatalities caused by sinkholes, and the extent of the road pavement damage. The causes of road pavement collapses are also discussed. The study involved analyzing the deterioration of sewer pipes with long service lives, focusing on the most common materials, i.e., concrete and vitrified clay. The results of the sewer inspections performed by the Kielce University of Technology suggest that the spot and linear defects detected in sewers of this type can be divided into three groups. The findings were used to formulate some recommendations on how to improve road traffic safety by preventing road pavement collapses.

The objective of this paper is to analyse road traffic safety in the Republic of Croatia based on the selected indicators which were used by the legislator in bringing the Law on Road Traffic Safety which has been in force since 28 July 2004, and the achieved effects in reaching the desired safety level in the three-year period from 2005 to 2007. The aim of the research is to establish a prognostic trend of the values of the studied indicators in the time period following the enforcement of new legal regulations. Adequate safety indicator values for the respective period were analyzed using the methods of analysis and synthesis, mathematical statistics as well as trend assessment based on the found mathematical prognostic models. Based on the results of this research it was found that the basic hypothesis according to which the implementation of new legal guidelines had to result in positive change in the condition of road traffic safety, failed to be confirmed. A change in the road traffic safety improvement strategy has been proposed as well as a more significant participation and recognition of the profession and science in this field which is of great significance for the society. The article presents the concept of implementing a network of average speed measurements in the West Pomeranian. The author focused on solutions of Intelligent Transport Systems to improve the safety of road transport. The first part of the article discusses the state of road traffic safety in the West Pomeranian. In the next part, the solutions of Intelligent Transport Systems used to record the speed of road vehicles and the method of data recording and processing were discussed. In the third part, the accident maps and the locations of the stored sectional speed measurements were analysed, on the basis of which the proposition of places for the implementation of the network of average speed measurements was created due to the high accident rate.

The safety of road traffic in small towns in the Republic of Croatia is not at a satisfactory level. As proof, the safety of road traffic participants in the area of the town of Nova Gradiška and its wider environment has been studied and analyzed. The paper includes the available data in the period from 2000 to 2007. The analysis and the assessment of road traffic safety can be applied also to other towns and counties of the Republic of Croatia. Having in mind that there are 531 settlements in the Republic of Croatia (119 towns and 412 districts), out of which only 78 are larger than 10,000 inhabitants or 14.69% of the total number, which means that the analysis could be made for any settlement in the Republic of Croatia. The road traffic safety assessment was conceived according to the modified Smeed model which may be applied for any settlement or town. The road traffic safety analysis has led to the conclusion that safety of all the traffic participants is endangered. This paper provides solutions about what has to be done in order to reduce the danger to all the road traffic factors. KEY WORDS: drivers, traffic, traffic accidents, safety and small towns

In this study, an environmental risk analysis model is developed as a decision support system (the RAGISADR) in order to assess environmental risks for transportation of dangerous goods. Transport of dangerous goods needs to be regulated to prevent accidents. Moving dangerous goods by road is governed by international regulations. GIS are used to quantify the factors on each link in the network that contribute to each of the evaluation criteria for a possible route. The Analytic Hierarchy Process (AHP) is used to assign weights to factors. The priority weights of each environmental criteria is calculated by using Analytical Hierarchy Process (AHP) before risk models are implemented in the road network of Izmir-Manisa-Aydin-Mugla-Denizli (Aegean Region of Turkey). The most convenient route according to the criteria set is determined. The results give decision maker the possibility to choose the best alternative among possible routes according to certain criteria.

With the improvement of national economy and living standards of the people,the demand for transport of dangerous goods is greater and greater, the traffic volume of the road dangerous goods is rising constantly. The accidents of road transport of dangerous goods happen frequently, the extent of injury that the accident causes is more and more serious, the accidents destroy and pollute the environment seriously,threaten people’s lives and properties seriously, cause the serious economic losses. This papter is to set up the indicator system of safety evaluation of road transport of dangerous goods, and put forward the countermeasure of our country’s road transport of dangerous goods pointedly, offer real guidance for carrying on road transport of dangerous goods, reduce the emergence of traffic accident of road transport of dangerous goods.
