THE LEVEL OF OPERATING SURPLUS IN THE ASSESSMENT OF FINANCIAL CONDITION OF LOCAL GOVERNMENT UNITS IN THE LUBELSKIE PROVINCE

The main objective of the study was to assess the level of operating surplus (free funds in the balance sheet) of all LGUs in the Lubelskie province in the period 2014-2016. The study uses elements of financial analysis, including a descriptive method. Financial data came from the Bestia reporting system. It was found that the level of operating surplus increased in this period. In the audited period in Poland, the number of units that showed a surplus in the budget nearly doubled (in 2014 there were 1,358, while in 2016 – 2,245). The amount of surplus generated by local government units in the period 2014-2016 increased from over 3.6 billion PLN to nearly 8.7 billion PLN. In addition in the Lubelskie province decreased the number of local government units, which did not obtain an operating surplus, and its average level increased.

Performance a nalysis of an organization has a major role in setting t he strategy followed especially during the financial crisis. In what follows we performed a financial analysis, based on data from the balance sheet and profit and loss account of a company that produces and sells crystal sugar, using a system of indicators that are relevant. Using the results of this economic analysis we can draw certain conclusions according to which can forecast future developments. I tried to use a number of indicators of a system that defines, in the end, a model for analyzing the economic performance of a compa ny. The research focused on the application of the diagnostic performance of agreed financial data recorded by that company.

Introduction. A necessary condition for effective corporate finance management, rational use of enterprise resources is a reliable and comprehensive evaluation of the financial condition of the enterprise. In the modern practice of financial management, the problem of qualitative and quantitative justification of management financial decisions is solved through the widespread use of information about the financial condition of enterprises, which are the main subjects of economic relations. The purpose of the paper is to research of essence and features of use of a rating evaluation of a financial condition of the Ukrainian enterprises in modern economic conditions Results. There are many methods for evaluation the financial condition of an enterprise: balance methods, express analysis, efficiency analysis, bankruptcy evaluation, rating evaluation, integrated evaluation. The choice of method of conducting a comprehensive evaluation of the financial condition of the enterprise depends on a number of factors: type of economic system, the degree of development of market relations, the peculiarities of the balance sheet and other forms of reporting, industry characteristics, type of activity, form of ownership of the enterprise, etc. We recommend the rating evaluation of the financial condition of the enterprise. The methodology of rating evaluation of the financial condition of the enterprise is based on an integrated approach; indicators of profitability, liquidity, financial independence and financial stability of the enterprise, and also data on efficiency of use of financial resources and production potential of the enterprise are used at its construction. Calculations of indicators of the financial condition of the enterprise according to the rating assessment method were carried out on the basis of the data of the company's public financial statements for the period 2017–2019. According to the results of calculations, the enterprise received a score of 0.615 points, which corresponds to the AA rating. Conclusion. The use of rating assessment of the financial condition of the enterprise is an effective tool of financial analysis, which allows to obtain a final evaluation of the financial and economic activities of the investigated enterprise.

Purpose: Deferred income is one of the elements that may affect the accuracy of financial analysis. In many countries, it is recognized as a liability. The purpose of this article is to assess whether the economic nature of deferred income items is closer to equity or liabili-ties and to evaluate how their different treatment affects the accuracy of the assessment of the entity’s financial condition. The research hypothesis assumes that certain categories of deferred income are, by their economic nature, closer to equity than to liabilities, and their different treatment significantly affects the accuracy of the assessment of the entity’s fi-nancial condition. Methodology/approach: The research methodology includes a critical analysis of the literature data and legal acts, the induction method, the descriptive method, and statistical methods. Findings: The analysis showed that the economic character of deferred income varies; some items of deferred income can be classified as liabilities while the others are equity-type. The latter constitute a considerable share in the balance sheets of some entities. It has been found that treating them as equity while calculating financial ratios significantly affected their values. Research limitations/implications: There are no grounds to reject the hypothesis. The study indicates the necessity to analyze the financial condition using modified financial ratios. Originality/value: The study broadens the discussion of the economic nature of deferred income and improves the methodology and accuracy of the entity’s financial analysis.

The discrepancies between the Polish balance sheet law and the International Financial Reporting Standards (IFRS) with regard to the recognition and presentation of economic events may in some cases have a significant impact on the financial data of the entities applying selected standards. Having regard to the Polish legal system, which imposes the obligation to apply IFRS on listed entities, at the same time excluding this possibility for other entities, it is interesting to attempt to verify the potential comparability of specific companies with a similar profile, operating in the same industry. The aim of the paper is to identify and assess the impact of the accounting standards applied on the key financial ratios and data of an entity operating in the mining industry. The research method used in the paper is financial analysis. The data used for the analyses cover the years 2007–2015.

Financial statements are actually still a problem in a company that really needs to be taken seriously because the good and bad financial statements describe the company's financial condition. The purpose of this research is to find out how the company's financial condition and comparison of predictions of financial statements at PT. Three Pillars of Prosperous Food Tbk. The research method used in this study is a descriptive method with a quantitative approach, in which the authors collect data in the form of balance sheet financial position reports. Data collection techniques used were documentation and literature study. The results of this study indicate that there is a fluctuating development in the balance sheet and income statement, even in the balance sheet from year to year it also fluctuates, the income statement has increased from 2014 to 2016 and always decreases in 2017 Conclusion, by using trend analysis it can be predicted that the value of the postal year will come to experience a fluctuating development which is also the same as in previous years. Local government assets are one of the elements of the regional government balance sheet. Asset informaton in the balance sheet, describes the conditons of economic wealth owned by the local government. However, in the Bandung City Revenue Management Agency SKPD report, there was a decrease in the absolute value of the asset component, namely in the account of fixed assets, current assets and total assets. The purpose of the study was to analyze assets in the BPPD Bandung financial statements after a change in nomenclature, and to find out how the financial condition of Bandung BPPD, the ability of Bandung BPPD fulfill its obligations, and any indcators underlying the declnei in assets using ratios, includng; (1) Liquidty Ratoi, (2) Solvability Ratoi; and (3) Debt Ratio. Using descriptive-qualitative methods. Data collection techniques used were observation, interviews, and documentation. The results of this study indcate that, after a change in nomenclature, changes in the basis of measurement underlying the preparation of financial statements, namely a combinaton of cash and accrual basis. The financial condition of the Bandung City BPPD 2016-2017, in fulfillng its oblgations in prime condition. Judging from financial ratios, in the form of liquidty ratios, solvency ratios, and debt ratios, Bandung BPPD has a very good value between the comparison of assets and liablities. The decrease in current assets was influenced by the increase in tax receivables. Thus, the increase in tax receivables affects the increase in allowance for tax receivables. This is caused by bad tax receivables. The decrease in fixed assets is affected by the transfer of fixed assets to other asset accounts. This is because the condition of fixed assets is damaged and is not feasible to be used as a fixed asset. Fixed assets that were severely damaged reached 11.3 M.

The result of this research is shadow embroidery artisans must maximize social media for promotion, improve good relationship with local government in the form of continuous cooperation in order to maximize the existing potential in the shadow embroidery, utilize existing skilled manpower to do the coaching on the craftsmen so that the amount increases to increase production capacity and there is cutting time in the work, cooperating with other industries that support shadow embroidery such as bags, shoes, etc. through local government, making a joint container or a kind of shadow embroidery union can be a cooperative institution, marketing institutions or other institutions, increasing skill of craftsmen in processing materials embroidery and skill from the owner in managing his group facing competition with other products, as well as increasing the use of technology in the design and development of motives.</em></p><p><em><br /></em></p><p>Penelitian ini dilakukan menggunakan metode deskriptif untuk menganalisis dan menginterprestasikan keadaan atau kondisi industri sulam bayangan barung barung balantai sehingga dapat diambil kebijakan. Hasil penelitian ini pengrajin sulam bayangan harus memaksimalkan media sosial untuk promosi, meningkatkan hubungan baik dengan pemerintah daerah berupa kerjasama yang kontinue guna memaksimalkan potensi yang ada pada sulam bayangan, memanfaatkan tenaga terampil yang ada untuk melakukan pembinaan pada pengrajin sehingga jumlahnya bertambah agar kapasitas produksi meningkat dan ada pemangkasan waktu dalam pengerjaan, menjalin kerjasama dengan industri lain yang mendukung sulam bayangan seperti tas, sepatu, dll melalui pemerintah daerah, membuat wadah bersama atau semacam persatuan sulam bayangan bisa berupa lembaga koperasi, lembaga pemasaran ataupun lembaga lainnya, meningkatkan skill pengrajin dalam mengolah bahan sulam dan skill dari pemilik dalam mengelola kelompoknya menghadapi persaingan dengan produk lain, serta meningkatkan penggunaan teknologi dalam desain dan pengembangan motif.</p><p><em><br /></em></p>

This article raises the problem of improving the analysis of the financial condition of an eco-nomic entity and its use in the compliance control system. The main tasks of using the analysis in the compliance control system in order to increase the efficiency of corporate management of the economic activity of an economic entity have been determined. It is emphasized that the analysis of the financial condition is one of the mandatory components of both internal control and compliance control, the differences in the use of the analysis results are analyzed. It is concluded that the role of financial analysis and its use in the compliance control system in order to improve the efficiency of corporate governance is constantly increasing in order to prevent compliance risks and regulatory risks due to external influence of supervisors.
