The article is aimed at presenting the essence and determinants of knowledge and innovation management in agribusiness. The results of analysis indicate a need for a systemic approach to research into and actors involved in knowledge and innovation management and transfer as well as for cooperation of these actors. A specific role is played here by agricultural and science policies implemented by the state and various institutions operating in the agribusiness environment. The involvement of the state results from the unquestionable role of knowledge and innovation for the development of the economy and society but also from the specifics of agribusiness. In Poland, research on agribusiness is conducted by institutes and universities, most of which are public, hence their activities are financed from the state budget. Therefore, it is necessary to make the best use of research potential to achieve the set objectives of socio-economic and science policies and to finance new research and innovation consistent with these policies. Possible tools for knowledge and innovation creation in agribusiness include central, regional and local government programmes and projects focused on the implementation of specific goals and tasks (e.g. an agricultural innovation network), financial instruments as incentives to explore a particular research topic or undertake a particular innovation, and institutional instruments. For the efficient functioning of the entire system of generation, implementation and dissemination of research results, it is important, on the one hand, that information is acquired about the current needs of practice and, on the other hand, that the results of hitherto research are transmitted.

The provision of water services has traditionally been considered a responsibility of the state. During the late 1980s, the private sector emerged as a key actor in the provision of public services. Mexico City was no exception to this trend and public authorities awarded service contracts to four private consortia in 1993. Through consideration of this case study, two main questions arise: First, why do public authorities establish partnerships with the private sector? Second, what are the implications of these partnerships for water governance? This article focuses, on the one hand, on the conceptual debate of water as a public and/or private good, while identifying new trends and strategies carried out by private operators. On the other hand, it analyzes the role of the state and its relationships with other actors through a governance model characterized by partnerships and multilevel networks.Spanish La provisión del servicio del agua ha sido tradicionalmente considerada como una responsabilidad del Estado. A finales de la década de 1980, el sector privado emerge como un actor clave en el suministro de servicios públicos. La ciudad de México no escapa a esta tendencia y en 1993 las autoridades públicas firman contratos de servicios con cuatro consorcios privados. A través de este estudio de caso, dos preguntas son planteadas: ¿Por qué las autoridades públicas establecen partenariados con el sector privado? ¿Cuáles son las implicaciones de dichos partenariados en la gobernanza del agua? À travers cette étude de cas, nous nous interrogerons sur deux aspects : pourquoi les autorités publiques établissentelles des partenariats avec le secteur privé ? Quelles sont les implications de ces partenariats sur la gouvernance de l'eau ? Cet article s'intéresse, d'une part, au débat conceptuel sur l'eau en tant que bien public et/ou privé, en identifiant les tendances nouvelles et les stratégies menées par les opérateurs privés. D'autre part y sont analysés le rôle de l'État et ses relations avec d'autres acteurs à travers un modèle de gouvernance, défini en termes de partenariats, et des réseaux multi-niveaux.

The article deals with the peculiarities of the formation and implementation of tax policy in the country. The analysis of change of tax receipts to the state and local budgets is carried out. The role of tax payments in the economic development of the country is determined. The efficiency of the state tax policy in Ukraine is analyzed, its advantages and disadvantages are determined. The important role of tax payments in stimulating economic and social development is substantiated. The analysis of the elasticity of change of indicators of economic development of the country from the change of volume of tax receipts to the budget is carried out. The necessity of improving the existing policy of establishing, accrual, payment, and distribution of tax revenues as one of the most promising areas to stimulate economic growth is concluded. The police are often key actors in conflict processes, yet there is little research on their role in the production of political violence. Previous research provides us with a limited understanding of the part the police play in preventing or mitigating the onset or escalation of conflict, in patterns of repression and resistance during conflict, and in the durability of peace after conflicts are resolved. By unpacking the role of state security actors and asking how the state assigns tasks among them—as well as the consequences of these decisions—we generate new research paths for scholars of conflict and policing. We review existing research in the field, highlighting recent findings, including those from the articles in this special issue. We conclude by arguing that the fields of policing and conflict research have much to gain from each other and by discussing future directions for policing research in conflict studies.

This chapter examines the role of Christianity in the work of José Lezama Lima as it relates to his engagement with Revolutionary politics. The chapter shows the multiple temporalities that the State wields, and contrasts this thinking on temporality with the Christian apocalyptic vision held by Lezama. The chapter is concerned with highlighting the manner in which Lezama unworks Christianity from within. Yet its aim is not to prove yet again that there is a Christian matrix at the heart of modern revolutionary politics. Rather, it shows the way in which the mixed temporalities of the Revolution, already a deconstruction of the idea of the One, still poses a challenge for contemporary radical thought: how to think through the idea that political change is possible precisely because no politics is absolutely grounded. That Lezama illuminates the difficult question of the lack of political foundations from within the Christian matrix indicates that the problem at hand cannot be reduced to an ever more elusive and radical purge of the theological from the political.

What these four quite different books broadly share is a focus on the role of the state in Myanmar society. Current scholarship describes the authoritarian state in Myanmar, which has been controlled by the army since 1962, as either dominantly present or neglectfully absent. Censorship and the repression of autonomous spaces in society, on the one hand, and the failure of the state to enforce efficient health and environmental policies, on the other, are keywords in these works that illustrate the double-faced appearance of the state's existence and role in society.

ABSTRACTThe Reformation then became a momentum for improving the issues of upholding human rights in Indonesia, where human rights matters formally entered into the division of power. On the one hand, for the first time, a ministry was formed specifically to deal with human rights matters. While outside the executive body, Law No. 39 of 1999 strengthens the position of the National Commission of Human Rights which has actually been established since 1993. This phenomenon then raises a problem statement, on how bureaucratization of human rights after Reformation is manifested through the establishment of the National Human Rights Commission and the Ministry of Human Rights. It was found that each institution gained legitimacy from political dynamics in a more democratic public space. Between the state ministries for human rights and the National Commission of Human Rights, the principle of check and balances was carried out in their role as an organ of the Indonesian bureaucracy. On the one hand, the state minister for human rights is an extension of the executive's hand in managing human rights matters. As a counterweight, the National Human Rights Commission carries out the role of the state auxiliary bodies to monitor the government’s human rights work.Keywords:    Politic of Law, Bureaucratization, Human Rigths, Ministry of Law and Human Rights Affairs, National Commission of Human Rights. ABSTRAKPeristiwa Reformasi menjadi momentum perbaikan urusan penegakan HAM di Indonesia, di mana urusan HAM secara formal masuk ke dalam pembagian kekuasaan negara. Di satu sisi, untuk pertama kalinya dibentuk satu kementerian yang secara khusus menangani urusan HAM. Sementara di luar lembaga eksekutif, Undang-Undang Nomor 39 Tahun 1999 menguatkan kedudukan Komisi Nasional Hak Asasi Manusia yang sejatinya telah terbentuk sejak tahun 1993. Fenomena ini kemudian menimbulkan satu rumusan permasalahan, yaitu bagaimana birokratisasi urusan HAM pasca reformasi termanifestasi melalui pembentukan Komnas HAM dan kementerian urusan HAM. Ditemukan bahwa masing-masing lembaga memperoleh legitimasi dari dinamika politik di ruang publik yang lebih demokratis. Antara kementerian negara urusan HAM dan Komnas HAM kemudian menjalankan prinsip check and balances dalam menjalankan perannya sebagai organ birokrasi Indonesia. Di satu sisi, kementerian negara urusan HAM merupakan perpanjangan tangan eksekutif untuk mengurus urusan HAM. Sebagai penyeimbang, Komnas HAM menjalankan peran sebagai state auxiliary bodies guna mengawasi kinerja HAM pemerintah.Kata Kunci: Politik Hukum, Birokratisasi, Hak Asasi Manusia, Kementerian Urusan HAM, Komnas HAM.

Introduction. Given the limited own resources of local self-government, it is important to ensure the effective functioning of the mechanism for providing investment subventions from the state budget. Such investment subventions include subventions for the formation of infrastructure in the united territorial communities and subventions for the implementation of measures of socio-economic development of separate territories. The purpose of the paper is the analysis of the mechanism of providing and using investment subventions to local budgets in order to identify disadvantages and eliminate them. Results. Providing an “infrastructure” subvention to local budgets has strengthened the capacity of united territorial communities and to some extent improved the quality of services provided to the population. During 2016–2019, UAH 6.5 billion was allocated from the State Budget of Ukraine to local budgets for infrastructure development and 9475 projects were implemented. With the help of these subventions, schools, kindergartens, outpatient clinics, cultural and sports institutions, water mains and roads were built and repaired, and specialized transport was purchased. However, in recent years, the role of this subvention has decreased significantly due to the fact that the number of UTCs that received an infrastructure subvention during 2016–2021 has increased significantly, and its volume has hardly changed. The amount of subventions from the state budget to local budgets for the implementation of measures for socio-economic development of certain territories has also decreased, which negatively affects the capacity of local governments in the field of investment projects. Conclusion. The volume of investment subventions remains insufficient, and their distribution is partly in a “manual mode”, which creates a favorable environment for political corruption and lobbying.

Burnout: the state of the art Burnout: the state of the art This manuscript presents an overview of the state-of-the-art in burnout research. Burnout is a work-related syndrome of extreme fatigue (exhaustion), distancing from work (cynicism), and low levels of professional efficacy, that is rooted in either the characteristics of one’s job or on individual’s way of coping with these characteristics. Being a work-related phenomenon, burnout can be distinguished from other, more general mental illness such as depression. Further, burnout and engagement can be distinguished as well.Burnout can be assessed by asking workers about their personal and subjective experience of their health. Objective ways of measuring burnout (e.g., using psychophysiological measures) have as yet not been useful. The emphasis on burnout as a work-related phenomenon is also evident from current theoretical perspectives. On the one hand, these perspectives highlight the role of work-related factors, whereas on the other hand these perspectives focus on the role of personality characteristics such as neuroticism and (over-)commitment. Burnout affects the organization as well as individual workers; it is related to elevated levels of sickness absence, a higher risk of work disability, and a lower level of work performance. Both person-directed and organization-directed interventions may affect burnout positively.

Introduction. Hemostasis is an equilibrium system that performs 2 bidirectional tasks: on the one hand, it prevents bleeding development, whereas on the other hand, it counters thrombogenesis. Shifting the balance leads to development of various complications, and also serves as a key link in the pathogenesis of a number of diseases. Currently, the issue of changing the state of local endometrial hemostasis in various pathologies is of high priority. Unfortunately, publications available on this problem are limited.Aim: to conduct a literature search and systematize the data analysis to expand understanding regarding a role of local hemostasis disorders in formation of endometrial pathology.Materials and Methods. There has been performed a systematic analysis of full-text scientific reviews and original articles published in English and Russian in the modern literature. The review includes the 1995-2020 data published in the international abstract and bibliographic databases eLibrary, Google Scholar, Web of Science, Scopus and PubMed/MEDLINE.Results. Hemostatic changes in the endometrium that occur under the influence of estrogens and progesterone, and create a local hemostatic environment, which disturbance contributes to emergence of various endometrial pathologies, are described. It was found that for the physiological course of pregnancy, complex changes in the local hemostasis are necessary, which are aimed at facilitating the processes of chorionic invasion and maintaining metabolic processes in the mother-fetus interface, whereas alteration of the aforementioned processes contributes to development of abnormal chorionic invasion as the basis for development of insufficient placental function, preeclampsia (PE), and pregnancy termination. Moreover, there have been summarized the data on key changes in the state of local endometrial hemostasis that play a role in the pathogenesis of endometriosis, as well as underlying abnormal uterine bleeding (AUB).Conclusion. Current research publications provide sparse evidence that the state of the local hemostasis in the endometrium is an important aspect of the physiological course of the menstrual cycle, as well as formation of endometrial pathology. In this review, it is shown that local hemostasis is inextricably linked with the state of the systemic hemostasis, but at the same time, its functioning depends on the level of hormones estrogens and progesterone. Impaired function of local endometrial hemostasis is an important aspect of the pathogenesis of miscarriage, as well as conditions such as PE, endometriosis, AUB.
