EMPLOYMENT AND WELFARE STATE: MULTIPLE DEPENDENCIES

The subject of the article is the consideration about the dissociation of dependencies between labour taxation and the development of the welfare state. On the one hand, we are dealing with the emergence of various types of nonstandard work and forms of remuneration with reduced taxation. On the other hand – with an increase in entitlement to appropriate (in terms of type and amount) social benefits determined on the basis of general human and social rights and various rights not related to work and employment. There is no coordination between the two sides, as evidenced by successive reforms; both in the labour market and in social security systems. They were indicated in the text and their limited effectiveness was assessed in reconciling the new labor market with the desired scope of the welfare state, which covers its most expensive segments today: health care, education and old age security

While the 1834 New Poor Law and the controversies over its reform represent one of the central threads in every narrative of the history of modern Britain, the same can hardly be said of the German poor laws, whose history is far less known. This is due in large part to a historiographical tradition that sees the Bismarckian social insurance programs as the fons et origo of the German welfare state and thus marginalizes all forms of social assistance that can not be neatly fitted into the narrative pre-history or subsequent development of these programs. This contrasts with a British tradition where, as E. P. Hennock has recently argued, national insurance was primarily conceived as a means of poor law reform, and where the poor laws figure prominently in the historiography of the welfare state. On the other hand, this insurance-centered approach to the welfare state is not entirely to blame because, for their part, historians of poor relief have not been able to establish any positive connections between individualized, subsidiary, deterrent relief and social insurance or social security systems based on rights deriving from either contributions or citizenship.

Traditional welfare states with their origins in the Beveridge report of 1942 have struggled to respond adequately to new structural pressures and challenges that have arisen in the advanced economies over the last seventy years, especially in Britain. These include changes in demography and the structure of family life, alongside the emergence of a post-industrial economy marked by the loss of skilled manufacturing employment and regions of the UK adversely impacted by the process of deindustrialisation. As the pressures on the welfare state have increased, so existing social security systems have struggled to address a diversity of unmet human needs. The purpose of this chapter is to consider the implications of these changes for contemporary social policy in the developed capitalist countries, paying particular attention to the policy landscape in the UK in the aftermath of the 2008 financial crisis and austerity. The chapter addresses why the crisis and great recession have not led to a more radical recalibration of policy, and examines the emerging models of ‘relational welfare’ that seek to respond to a series of criticisms of the role of states and markets in welfare provision.

The understanding of welfare states hitherto suffers from characteristic biases – national, political and disciplinary. This paper proposes a generalized framework for international comparative research, which remains as neutral as possible to such biases. The guarantee of social rights for everybody and the issue of societal reproduction are taken as reference points to define the political criteria for social welfare. However, politics and social policies remain a partial aspect of the production of welfare in a given society. A theory of the welfare state has to take into account the interactions among household production, market production and associative forms of welfare production, on the one side, and of political interventions on the other.

A austeridade permanente e a disputa de quem ganha o quê, quando e como, lógica intrínseca às políticas públicas, colocam as políticas sociais brasileiras em constantes testes. O universalismo tentativo iniciado com a Constituição de 1988 pareceu caminhar para uma ampliação da cidadania social no país, mas tem sofrido constantes ataques por falta de um compromisso de classes em torno de um projeto de país mais ou menos homogêneo. Diante dessa falta de precisão no estabelecimento Estado de Bem-estar brasileiro, em especial, pelo encolhimento no investimento público previsto para os próximos anos e com os governos mais alinhados a maior mercadorização dos serviços sociais, torna-se importante revisitar a trajetória do Welfare State em suas origens e objetivos, a fim de compreender como chegamos até aqui, o que podemos esperar do futuro e quais a intervenções necessárias para que nos aproximemos de uma inclusão sensível do grande contingente de pessoas ainda sujeitas a uma cidadania de segunda classe no Brasil. Para atender a esse objetivo, este trabalho realizou uma revisão bibliográfica convencional sobre o Estado de Bem-Estar Social, elencando a partir dela as razões históricas de seu surgimento, a tipologia de Esping-Andersen, a noção de funcionamentos e capacitações de Amartya Sen e os períodos constitutivos do bem-estar no Brasil.   PALAVRAS-CHAVE: Proteção social. Direitos sociais.     ABSTRACT The permanent austerity and the dispute over who wins what, when and how, logic intrinsic to public policies, puts Brazilian social policies in constant tests. The tentative universalism that began with the 1988 Constitution seemed to be heading for a broadening of social citizenship in the country, but it has been under constant attack for the lack of a class compromise around a homogeneous country project. Given this lack of precision in the establishment of the Brazilian Welfare State due to the shrinking public investment expected in the coming years and with the governments most aligned to the greater commodification of social services, it is important to revisit the trajectory of the Welfare State in its origins and objectives, in order to understand how far we have come, what we can expect from the future and what interventions are needed to bring us closer to a sensitive inclusion of the large contingent of people still subject to second class citizenship in Brazil. To meet this objective, this paper has carried out a conventional bibliographical review of the Welfare State, listing from it the historical reasons for its emergence, Esping-Andersen's typology, Amartya Sen's notion of functioning and capabilities and the constitutive periods of welfare in Brazil.   KEYWORDS: Social protection. Social rights.     RESUMEN La austeridad permanente y la disputa sobre quién gana qué, cuándo y cómo, la lógica intrínseca a las políticas públicas, pone a las políticas sociales brasileñas en pruebas constantes. El tentativo universalismo que comenzó con la Constitución de 1988 parecía dirigirse a una ampliación de la ciudadanía social en el país, pero ha estado bajo ataque constante por la falta de un compromiso de clase en torno a un proyecto de país más o menos homogéneo. Dada esta falta de precisión en el establecimiento del Estado de bienestar brasileño, en particular, debido a la reducción de la inversión pública esperada en los próximos años y con los gobiernos más alineados con la mayor mercantilización de los servicios sociales, es importante revisar la trayectoria del Estado de bienestar en sus orígenes y objetivos, para comprender cómo hemos llegado hasta ahora, qué podemos esperar del futuro y qué intervenciones son necesarias para acercarnos a una inclusión sensible del gran contingente de personas aún sujetas a una ciudadanía de segunda clase en Brasil. The article explores the central role of the entrepreneur in neoliberalism. It demonstrates how a displacement and a broadening of the concept of the entrepreneur occur in the neoliberal interpretation of the entrepreneur compared to Schumpeter’s economic innovation theory. From being a specific economic figure with a particular delimited function the entrepreneur is reinterpreted as, on the one hand, a particular type of subject, the entrepreneur of the self, and on the other, an ism, entrepreneurialism, which permeates individuals, society, and institutions. Entrepreneurialism is discussed as a movement of the economic into previously non-economic domains, such as the welfare state and society. Social entrepreneurship is an example of this in relation to solutions to social welfare problems. This can, on the one hand, be understood as an extension of the neoliberal understanding of the entrepreneur, but it also, in certain interpretations, resists the neoliberal understanding of economy and society.

Chapter 4 argues that in the three high-growth postwar decades, the welfare state facilitated corporatist cooperation between labor and capital, specifically in the form of wage coordination, thereby avoiding inflation in periods of (almost) full employment. The period of high growth and full employment allowed, in turn, welfare state expansion which was always supported by a grand coalition of Christian and Social Democrats. The chapter reconstructs in more detail how industrial conflict in the metalworking sector—both in the north of Germany, in the shipyards, and in the south of Germany, in the automobile industry—over social rights instead of wages laid the ground for wage coordination (and moderation) German style. It also explains how the welfare state helped unions and employers’ associations to “police the bargain,” to stabilize an inherently unstable arrangement between capital and labor.

Nearly 30 years of transformation of the sociopolitical and legal, socioeconomical and financial, sociocultural and welfare, and socioenvironmental dimensions in both Central and Eastern Europe, including Ukraine, has led to a change of the social quality of daily circumstances. On the one hand, the interconnection and reciprocity of these four relevant dimensions of societal life is the underlying cause of such changes, and on the other, the state as main actor of the sociopolitical and legal dimension is the initiator of those changes. Applying the social quality approach, I will reflect in this article on the consequences of these changes, especially in Ukraine. In comparison, the dominant Western interpretation of the “welfare state” will also be discussed.
