This article includes an investigation of ethnic-racial relations in the curriculum of all undergraduate courses of a higher education institution located in the state of Mato Grosso do Sul. The state is the second in number of Amerindian inhabitants and of various ethnic groups and is located on the border with other countries constituting a multicultural state. Having regard to undergraduate courses role in preparing the future teacher to address the issues of ethnicity and diversity in schools, we aimedto analyze Law No. 10639/03 by degrees courses of all campus of an higher education institution of ,with a view to a discussion about how ethnic-racial relations are treated in the curriculum of undergraduate degrees with respect to teaching practices for equality. To do this, we approached the topic based on a bibliographic review about the education and ethnic-racial relations according to the Brazilian legislation. Supported by the methodology of qualitative research of exploratory type, we performed a detailed curricular documentary analysis of undergraduate courses. The results showed that in some undergraduate courses the discussion of ethnic-racial diversity is silenced, because this doesn't make part of the curriculum, in other courses we find a wide variety of approaches, different workloads that together also evidence the commitment or not of the courses with the issue analyzed. The analyses reinforce the need of formative processes of being able to combat discourses and narratives loaded with alot of stereotypes and prejudices.

The report presents the implementation of blended learning at the State Higher Education Institution “University of Education Management” of the National Academy of Educational Sciences of Ukraine caused by the priority of forming an innovative environment for pre-service and in-service training. The focus is on introducing online technologies, fundamental changes in approaches to the organization of education at the University with appropriate methodological approaches and models. The following components of the organization of the educational process are presented: organizational (regulatory framework, technological support, material and technical base, creation of digital workplaces, mastering digital technologies by lecturers and students, mastering necessary competencies by academic staff, content creation for training programs); methodical (flipped classroom model, use of online courses, educational and methodical support, author’s courses, academic mobility); technological (learning platforms, digital tools). Pre-service and in-service training under the blended learning in the system of formal, non-formal, and informal education by creating a unified educational and digital ecosystem is analyzed. The organization of in-service training at the “Ukrainian Open University” based on the cloud technologies in the non-formal education system is described. The results of monitoring key indicators of the educational environment are presented.

Purpose. The logic chains of primary importance in planning of the relevant expenses, which had been called to influence positively to the social development of the college are processed. The directions of budget savings in the college are determined. Methodology of research. The article uses modern general scientific and special methods of economic research, in particular: a systematic approach – when studying the connections between phenomena and processes of analysis of the financial state of the inclusive institution; statistical analysis – in determining the dynamics, structure of financial resources of the inclusive institution of higher education in the context of general and special funds; dialectical and abstract-logical – when conducting theoretical generalizations and forming conclusions. Results. The author’s own methodological aspects are developed with the help of mathematical modeling in relation to optimization of the structure of the college general fund budget expenditures in conditions of their effective implementation, taking into account the features of socio-cultural, health and rehabilitation society. Therefore, for the effective redistribution of the funds of the general fund of the college, we use a mathematical model, which defines the main factors of the activity of the higher education institution in conditions of socio-cultural and recreational rehabilitation. As outcome indicators, the frequency of "desirable and undesirable" factors that characterize the state of functional classification of cost estimates, as well as their correlation to the amount involved in expenditure estimates, that is, intensity indicators are offered. Thus, the logic chains of the general fund structure are determined, which should positively influence on the state of social development of the inclusive higher education institution. Conclusions. Taking into account the above-mentioned methodology, about 7 thousand UAH of funds of the general fund of the college budget are saved. The same marginal cost savings can be achieved through the support of funding for educational, club activities work and physical education rehabilitation, which should actively generate a program of the development of social activities of college students.

The switch of the national policy to increasing efficiency and improving quality of public service delivery predetermined significant changes in the sector of higher education. The article describes the measures introduced by the state to reform the sector of education; a complex of indices that characterize the state of the market of higher education services over the last 5 years is analyzed. A conclusion about a positive growth trend of the volume of expenses of the federal budget on higher education per one student sponsored by the state is drawn. The financial mechanism of a higher education institution is emphasized. The authors focus on high significance of the principle of efficiency in the university activities. Direct correlation between the revenues of a higher education institution and its efficiency is revealed. A number of financial methods due to which, in the future, universities will be able to maintain independence and increase efficiency of their activities in the conditions of high competition in the higher education market is proposed.

This article highlights the problems of formation of the state of the audio speech, phonemic skills in preschool children, which include voice hearing, phonemic hearing and phonemic perception; it provides guidance for the development of professional readiness of the pedagogue for professional work. Professional readiness of the pedagogue is seen as an active state of the person providing the preventive setting to work on the formation of phonemic abilities of children of preschool age. The structure and content of the readiness of the pedagogue is a system of four components – motivational, cognitive, personality and activity-centration. Motivation component provides future pedagogues with value orientations, interests, needs, desire to acquire knowledge and skills necessary for the development of phonemic skills in preschoolers.

The day-to-day activities of a higher education institution usually involve the implementation of its institutional mandate. The achievement of the organizational objective in the direction of its Roadmap is also a common priority. It is misleading that the administration lies only on the shoulder of the President of the State College as the chief manager and head of the institution. The administration also takes place in the institution, however, as soon as the staff enters the institution. Institutional administration by the President of the State College is also based on guiding principles and philosophical administrative thought. This philosophy will be explored in this paper and will be interpreted through a well-managed higher education institution. This paper will provide an explanation of the philosophical administrative thought of the President of Bulacan Agricultural State College in the field of institutional administration. This paper will also generate a philosophic/theoretical model that will describe the current philosophy as the president, being in the top management of the organization, practicing leadership and management at the state college.

The article is devoted to the need to form a professional-pedagogical culture of future specialists of physical culture and sports specialties in the process of professional training in a higher education institution. The purpose of the article is to study the problem of the formation of a professional-pedagogical culture of future specialists of physical culture and sports specialties. The article substantiates the importance of professional-pedagogical culture in the formation of future specialists of physical culture and sports specialties as a basis for improving the level of general culture (physical, spiritual-moral, intellectual, legal, economic, and others) and as a carrier of professional competence, that is, the basis for the formation of a high professional-pedagogical level. The results of the research showed the need to organize in the institution of higher education conditions and a set of measures aimed at the formation of a professional-pedagogical culture of future specialists, which makes it possible to strengthen educational work with them based on the translation of the values of the cultural and sports heritage of the subject of the state, the effective formation of their professionalism and pedagogical culture.

This scientific paper evaluates and classifies the current degree of self-governance of Vietnam higher education institutions as well as the State’s role (through policy system) in the implementation of the self-governance’s strategy of Vietnam (shown in 5 different levels: Very high, high, medium, low, very low). In this paper, we used some methods, such as specific research method of survey, international experience’ reference and refer to and survey the trends, the nature of the higher education self-governance in a number of universities around the world. The results of the paper show that the levels of the higher education’s self-governance are inversely proportional to the State intervention. That is, higher education institution is more in self-governance, then the State mainly performs the supervisory function; the higher education institution is less in self-governance, then the State mainly performs a control function. Besides, Vietnam higher education institutions are considered by the most of the respondents to be average, low and low and very low levels in their self-governance; especially in the financial realm in which including the right to pay for the lecturers by agreement, tuition, material infrastructure and financial expenditure. That is, most of Vietnam higher education institutions do not have much self-governance, it is synonymous with that the State’s control role is still very large, while its supervision’s role is limited. The opinions of the respondents also showed that the function of State management was not changed or changed slowly compared with the development trend of the higher education system. Based on the above-mentioned assessment of the State’s role, the authors recommend: For the State: To build a number of world-class universities in the Vietnamese conditions; To convert a management model from control’s model to monitoring one; To enhance the State management’s effectiveness and efficiency; To reduce the State’s intervention toward the universities. For the higher education institutions: Be active, be creative and to take the initiative; To determine and identify an opportunities and challenges in higher education’s self-governance; To train and foster the staff of lecturers; To reform goals & targets, objectives, contents, methods and training’s programs; To increase a transparency and social accountability.
