This article aims to analyse the process of formation of sports public policy in Lithuania within the theoretical context of hierarchy governance. This study consisted of collection and analysis of official documents regarding sports public policy formation from 2011 until 2018. The data collection was aimed at uncovering of key components of the process of public policy formation – environmental analysis, strategic planning, competence and decision making power, and stakeholders. The main findings of the research concluded that Lithuanian sports governance, along with the majority of other European countries, is defined as bureaucratic configuration. The main responsibility within the process of sports public policy formation falls on the Ministry of Education, Science and Sports and active national non-government sports organisations, while principal objectives of the Lithuanian sports public policy formation are laid out in strategic documents. However, the implementation needs to be centred on institutional and personal responsibility, proper environmental regard and tolerance, and the ability to listen and to reach an agreement.

Abstract This paper develops a model of self-interested norm-driven behavior and uses it to analyze public policy formation within a democracy. Many of the positive predictions of the moral voter hypothesis differ from those of narrow self-interested models of policy formation. For example, the model predicts that laws regulating conventional externalities will be more stringent (or less stringent) than can be justified by ordinary economic considerations whenever such laws affect behavior that is relevant for widely held normative theories. If voters are concerned with broad normative issues, politicians will take policy positions in part to advance voter interests in ‘virtue’ or ‘the public interest’ as voters assess it. Consequently, many of the laws adopted within a democracy will advance private normative agendas as understood by pivotal members of the electorate. In this sense, a ‘public interest’ interpretation of at least some government policies is entirely consistent with a rationalchoice- based analysis of decision making within a democracy. Criminal sentences for some crimes in the United States are consistent with the model's implications.

The role of information technology is very important for the progress of a company, by using information technology, strategic planning for the company's development will be better, some companies will definitely take advantage of information technology for the progress of their companies, this is also used for Toko baju Surabaya cabang Surakarta. This shop is a company engaged in the sale of clothing, this company uses the SmartConsole application to support sales. However, there are still sectors in this company that have not implemented an information system, one of which is in the section on stock data collection and payroll. Therefore, an appropriate IS / IT strategic planning is needed. This research was conducted using the Ward and Peppard method with SWOT analysis, Five Forces Porter, and McFarlan Strategic Grid. The output produced from this study is in the form of strategic recommendations from the results of the internal and external environmental analysis of the company's information system, as well as a proposal for an Information System to be mapped using the McFarlan Strategic Grid to be applied to companies in the next two years.

Partnerships have been a central feature of the tourism public policy landscape in advanced capitalist countries for some time. The intuitively appealing argument is that, by sharing expertise and decision making, commitment to the local tourism project is ensured. By participating in partnership working, small firms – which are almost universally characteristic of the sector – are said to contribute to the form and competitiveness of the tourism offer. Drawing on a variety of sources, this paper argues that in most cases such assertions are misplaced because ‘partnerships’ organized by the public sector are often predicated on an inadequate conceptualization of small firms in tourism, fail to appreciate the importance and complexity of informal economic relations, and usually ignore the particular power relations at play in local tourism policy formation and change.

Abstract.This paper begins the analysis of complex multi-actor, multi-round decision-making processes in Canadian public policy formation. After setting out the notion of a decision-making style and its constitutive elements, the paper identifies research into complex multi-actor, multi-round decisions as a serious lacuna in the literature on public policy decision-making, despite the fact that this type of decision-making is very common in public policy-making circumstances. The paper advances research in this area through the analysis of several hypotheses raised in recent European studies concerning the conditions under which such processes are likely to successfully conclude in a decision, rather than an impasse. These hypotheses are tested against evidence taken from five cases of multi-round decision-making in Canada over the period 1995–2005: amendments to the Indian Act, the creation of Species-at-risk legislation, alterations to the Bank Act, the extension of Privacy legislation to the private sector and efforts to develop a Free Trade of the Americas Agreement (FTAA). Data on actor interactions in these five areas gleaned from on-line newspaper and media index services reveals that Canadian results do not match those arrived at in European studies, showing both different patterns of government and non-governmental activity and less volatility in actor behaviour as rounds evolve over time.Résumé.Cet article amorce l'analyse des processus complexes des prises de décisions comportant des acteurs et des séries multiples dans l'élaboration des politiques publiques canadiennes. Après avoir établi la notion d'un style de processus décisionnel et ses éléments constitutifs, l'article avance que le manque de recherche sur les décisions complexes à acteurs et séries multiples est une sérieuse lacune dans la littérature sur le processus décisionnel des politiques publiques, alors que ce type de processus décisionnel est pratique courante dans les situations de prises de décisions en politiques publiques. L'article contribue à la recherche dans ce domaine par l'analyse de plusieurs hypothèses proposées dans de récentes études européennes concernant les conditions dans lesquelles de tels processus ont des chances d'aboutir à une décision, plutôt qu'à une impasse. Ces hypothèses ont été testées dans cinq études de cas de processus décisionnels à séries multiples au Canada entre 1995 et 2005 : les amendements de la Loi sur les Indiens, la création de la législation sur les espèces en péril, les modifications de la Loi sur les banques, l'extension au secteur privé de la législation relative à la protection de la vie privée et la conception de l'accord sur la Zone de libre-échange des Amériques (ZLEA). Les données sur les interactions des acteurs dans ces cinq domaines - données obtenues de services de journaux en ligne et de sommaires médiatiques - révèlent que les résultats canadiens ne correspondent pas à ceux des études européennes : elles montrent à la fois des différences dans les formats d'action gouvernementale et non-gouvernementale et moins d'instabilité dans les comportements des acteurs à mesure que les séries évoluent avec le temps.

Purpose – Strategic planning is a management tool that allows you to establish the strategies that an organization will adopt to achieve its vision of the future and fulfill its proposed mission. In this way, it defines the objectives, means and resources needed to achieve them. Thus, this study aimed to analyze the elements of strategic planning in a group of micro and small service companies located in the central region of Rio Grande do Sul.Design/methodology/approach – To perform the research was carried out a field research, which had data collection. This was done by applying a questionnaire to a group of 25 companies in the service segment, assisted by an extension project.Findings – Results showed that the vast majority of these companies use some elements of strategic planning in their management practice, such as: insurance contracting, the use of outsourced labor, the existence of established operating procedures, the presence and exposure of general organization chart, employees' knowledge of the general organization chart, the presence of documented standards, the existence of a flowchart and its disclosure to employees, even if in an unstructured manner. This finding demonstrates the need for greater specialization of micro and small entrepreneurs to manage their organizations.Originality/value – This study opens the way to highlight the importance of studying the highlighted theme, favoring decision making, in addition to contributing to the literature, deepening the debate on strategic planning in micro and small companies.
