The conducted research is aimed to identify those patterns in which administrative culture is distinguished while addressing the immigrants’ experiences related to administrative behaviour of state institutions and public servants in the host country. The conducted research particularly focuses on international students’ experiences in Lithuania. Therefore the analysis draws insights using a qualitative survey data where the international students’ of Kaunas municipality in Lithuania reveal their experiences, related to the behaviour of public service officials. For so, the conducted research explores students’ socio-demographic characteristics in their relation to experiences while carrying administrative activities. Consequently, the data is being used to support and illustrate the given arguments in how administrative culture distinguishes itself in the migration-related performance field. The main findings from the analysed data support arguments that in those cases when migrant's situation is being addressed, the administrative culture of the host country is admitted to have its own distinctive features. The case study of Kaunas municipality of Lithuania reveals that the immigrant-related administrative culture distinguishes oneself while facilitating such features as (I) restrictiveness in language usage policy which in turn creates obstacles for immigrants to obtain optimal access to information and (II) features of not sufficiently responsive administrative behaviour. Overall, the originality and the value the research gives additional input by revealing in what way administrative culture distinguishes oneself while addressing the immigrants case and at the same time, indicates the scope for public leadership in migrant related public administration activity.

The article describes the main components of the institutional framework of an archetypical approach to public administration. It is determined that the system of preparation of public servants is based on a chain of universal foundations of archetype, in particular, it is influenced by the principle of formation of personnel in the public service, formed on the basis of public opinion. Based on two basic principles relating to admission to public service, three basic models of training civil servants in the European country are defined: German. French and Anglo-Saxon. We analyze each of the models and define the archetypes that influenced their formation and development. The advantages of each model are determined, in particular, the benefits are: the German model of training managers is the balancing between the theoretical knowledge and practical skills that a public servant receives during training, but as a disadvantage one can distinguish the orientation of preparation for legal orientation, which limits the ability to hold managerial positions for many employees The French model of professional training of public servants should include a well-balanced understanding of tasks, namely: decentralization and territorial organization of public services, communication, support of territorial communities, in-depth knowledge and understanding of the need for cooperation with institutions of the European Commonwealth, high-quality human resource management and orientation towards environmentally friendly innovations, such a model of training of public servants is holistic, costly and effective; The Anglo-Saxon model of training of public servants is its orientation towards the implementation of the concept of public administration and the individual approach to employee training, taking into account all the specifics of its activities, providing for the formation of personnel capable of solving specific problems. It is concluded that today in most European countries dominated by mixed models that include elements of different models.

Recently, the role of non-governmental organisations (NGOs) in Poland and the Czech Republic has increased, which has translated into a growing tendency to change the procedures for social assistance provision. However, the relationships between public administration and non-governmental organisations differ in both countries. The Najam Four-C’s Model is used in this paper to describe how NGOs and public administration approach the problem of homelessness in the Czech Republic and Poland. To explore this issue, the authors conducted interviews with public servants and NGOs’ mangers in both countries. The findings show that, as far as homelessness is concerned, NGOs and state authorities function on the basis of complementarity in Poland as well as in the Czech Republic.

Contemporary administrative systems are shaped in part by their past and by the conceptions of good administration that are embedded in administrative culture. Administrative traditions shape contemporary administration in Europe and have been heavily influenced by European models. Administrative tradition means an historically based set of values, structures, and relationships with other institutions that define the nature of appropriate public administration. Seven dimensions can be used to both define these traditions and categorize public administration into four groups of nations. This explanation is similar to cultural explanations, but it includes the influence of structures as well as ideas. While the model of traditions developed is based largely on European and North American experiences, it can also be applied to a much broader range of administrative systems.

Going to the advanced countries for higher education has been in vogue for long. There is a considerable rise in the number of international students in USA universities. This paper explores how Shamsie portrays interaction among international students. It is delimited to the analysis of Shamsies two novels: Salt and Saffron, and Kartoghraphy applying textual analysis as a research method. The insight gained through this research about friendship among international students is in keeping with the findings of the psychological research about three predictable patterns of friendship: friendship with the students of ones own country, friendship with other foreign students and friendship with students of the host country. In Kartoghraphy all three patterns of friendship are found while in Salt and Saffron only a strong bond of friendship between a Pakistani international student and her American counterpart is portrayed. Shamsie presents easy assimilation of Pakistani diaspora students.

This article focuses on the problem of public administration in the countries of the former Soviet Union. It reveals the economic development issues of the states of the post-Soviet space, considers the main common and distinctive features for the newly independent states. The central problem raised in the article is the determination of the current state of the modernization process in post-Soviet societies. The author assumes the presence of demodernization and presents an argument in confirming his opinion. In addition, the article reveals the issues of the modern political state of such countries of the former USSR as Russia, Ukraine and Uzbekistan. The author traces the process of demodernization and dependence of political and social development on the governing elitist groups, leading to authoritarianism as opposed to the supposed democracy and modernization.

E-governance projects improve the efficiency of administrative systems, lower the number of civil servants, and improve the quality of administration. The Lithuanian Concept on the Development of the Information Society seeks to modernise governance through the use of computerised information resources. This is important so as to develop electronic context, to encourage the provision of e-services, and to allow local residents and businesses to use those services. Lithuania has a public e-services portal, the purpose of which is a broad online access to information and public e-services provided by state institutions. The requirements for common European e- services enforcement in cyberspace influence the improvement of e-services in public administration in Lithuania. Lithuania has a legal system necessary for public e-services, but the actual implementation of services directives requires more specific statutes on services as well as corresponding secondary legislation. Basing on different studies, the authors examine the development and conditions of public e-services in Lithuania.
