The article emphasizes the fact that traditional socio-economic indicators do not reflect the challenges of sustainable development adequately, and this is particularly true for the widely-used GDP indicator. In this connection the elaboration of sustainable development indicators is needed, taking into account economic, social and environmental factors. For Russia, adaptation and use of concepts and basic principles of calculation methods for adjusted net savings index (World Bank) and human development index (UNDP) as integral indicators can be promising. The authors have developed the sustainable development index for Russia, which aggregates and allows taking into account balanced economic, social and environmental indicators.

The World Bank has made an important contribution to shaping the global agenda for reducing poverty, increasing prosperity and promoting sustainable development. The review examines the main milestones in changes of the World Bank’s activities in the field of social development. The evolution of the organization’s approaches to solving the problem of poverty reduction as one of the key obstacles to socio-economic development is outlined.

While judicial bodies have proliferated in the last fifty years in a process that has been deemed “quasi-anarchic” (Guillaume, G., 2000) creating a risk of inconsistency in their decisions which would endanger the international law system, quasi-judicial bodies such as Multilateral Development Banks' accountability mechanisms are not spared by this legal phenomenon. They have diverse proceedings and jurisdictions, operate with different sets of environmental and social safeguards, but may confront similar factual scenarios, especially in the case of co-financing. The recent Kenya Electricity Expansion Project presented before the World Bank and the European Investment Bank’s accountability mechanisms illustrates that, through a managerial approach, potentially conflicting findings can be avoided. This paper aims to show that quasi-judicial bodies can constitute a source of inspiration for the integrated development of international law.

Menurut World Bank, pada tahun 2045 diproyeksikan 70 dari 100 orang akan tinggal di wilayah perkotaan di Indonesia. Bertambahnya jumlah penduduk di perkotaan akan menambah pula tuntutan kebutuhan dasar manusia, terutama perumahan. Permasalahan ini akan menimbulkan tumbuhnya rumah tangga kumuh di wilayah perkotaan karena adanya keterbatasan lahan. Pengetasan kawasan kumuh menjadi salah satu target dari Sustainable Development Goals 2015-2030 dan Rencana Pembangunan Jangka Panjang tahun 2005-2025. Penelitian ini bertujuan untuk mengetahui gambaran umum rumah tangga kumuh perkotaan di Indonesia, memodelkan tingkat rumah tangga kumuh perkotaan di Indonesia dengan model regresi untuk data count, mengidentifikasi faktor-faktor yang berpengaruh terhadap tingkat rumah tangga kumuh perkotaan. Pemodelan sederhana terhadap tingkat rumah tangga kumuh yang tinggal di perkotaan menggunakan Regresi Poisson. Namun, seringkali data observasi terjadi masalah overdispersi atau nilai varians melebihi nilai meannya. Salah satu cara alternatif untuk mengatasi masalah overdispersi dengan menggunakan Regresi Binomial Negatif. Hasil penelitian menunjukkan bahwa tingkat pengganguran terbuka, persentase rumah tangga miskin, persentase hunian bukan milik sendiri, dan tipologi wilayah merupakan variabel bebas yang berpengaruh positif dan signifikan terhadap tingkat rumah tangga kumuh perkotaan. Pengetahuan tentang variabel yang berpengaruh diharapkan dapat membantu pengetasan kawasan kumuh agar kesejahteraan masyarakat perkotaan dapat meningkat.

O desenvolvimento humano dos países se trata de um tema em destaque que exige ações governamentais para a melhoria da qualidade de vida de seus cidadãos. O problema de dimensionar este desenvolvimento frente às ações de governo determina o objetivo de analisar a existência de correlação entre os indicadores de governança dos países calculados pelo Banco Mundial (WGI) com o índice de desenvolvimento humano calculado pela Organização das nações Unidas (IDH). Para investigar essa hipótese foram efetuadas análises de correlação entre o IDH e as seis dimensões de governança do WGI. Os resultados da pesquisa confirmam a existência de significativa correlação positiva entre o IDH e o WGI, estabelecendo assim o entendimento da complementariedade destes indicadores, e a possibilidade de sua utilização no estabelecimento de ações governamentais.Palavras-chave: Governança dos países. Desenvolvimento sustentável.ABSTRACTThe human development level of the countries is a key issue that requires government actions to improve the quality of life of its citizens. The problem of dimensioning this development in relation to government actions determines the objective of analyzing the existence of a correlation between the indicators of governance of the countries calculated by the World Bank (WGI) and the human development index calculated by the United Nations (IDH). To investigate this hypothesis, correlation analyzes were performed between HDI and the six governance dimensions of WGI. The results of the research confirm the existence of a significant positive correlation between the HDI and the WGI, thus establishing the understanding of the complementarity of these indicators and the possibility of their use in the establishment of governmental actions.Keywords: Worldwide governance. This article summarizes the existing approaches to investigating instruments of responsible investments in the health care system in Europe and in United States. The main research’s purpose is to identify existing instruments of responsible investment under funding Sustainable Development Goal 3: ‘Good health and well-being’. Systematization of scientific sources and approaches on the investigated issue showed no unique approach to forming a list of responsible investment instruments to finance health and well-being in Europe and United States. Hence, existing approaches vary by risk, return, suitability for financing, and so on. Therefore, the analysis and generalization of existing approaches and investigating their implementation-related practical features are the relevant scientific problem. The research’s object is the health care financing approaches of the generally recognized organizations such as the Financial Initiative for Biodiversity under the United Nations Development Program, the United States Agency for International Development and the World Bank (Biodiversity Finance Initiative United Nation Development Program, USAID, World Bank). The authors noted that these organizations contributed greatly to provide funding for these projects at the global level. For gaining the research’s goal, this study was conducted in the following logical sequence. Firstly, the authors characterized the Biofin financial decisions in health care under the United Nations Development Program. Secondly, the study systematized the U.S. Agency for International Development financing approaches regarding the Sustainable Development Goal 3. Then, the authors generalized the practical directions towards realizing the mentioned above instruments while digging into the World Bank responsible investment activity regarding health care. The study suggested the typology method to identify the key criteria for classifying responsible investment instruments. In turn, the mapping method was used to generalize the scientific background concerning health care finance. Therefore, the findings could help scientists further develop and unify the classification of responsible investment instruments regarding sustainable development and health care financing based on EU and US experience. Moreover, the obtained results enrich the existing global approaches in funding the national health care system and reaching the established Sustainable Development Goals 3 ‘Good health and well-being’.

At present time, the issue of defining indicators of sustainable development corresponds to the processes of modern economy development such as digitalization, technological convergence. They are going to replace mining from GDP of industrial countries and decease environmental pressure by expanding economy of knowledge. For the first time, the knowledge index was calculated by the World Bank. It should be noted that the World Bank calculated the indices for each individual country. This would allow developing the necessary decisions and government policies to build a knowledge economy. This goal is pursued by the authors of the article, but in relation to the sustainable development of the mining regions of Russia. The article discusses various approaches to assessing the regional knowledge index, and proposes a new methodology for its assessment based on the main determinant of the matrix and its logarithm. Based on the proposed methodology, the knowledge index was evaluated, which shows the conditions for the knowledge economy development in the mining regions of Russia. The rating of the mining regions of Siberian Federal District was built. The main conditions affecting the formation of the knowledge economy in the mining regions of Siberia in the context of their sustainable development are identified.
