It can be said that the town statute of Split and the stipulations concerning the everyday life in this medieval town are not characterized by the aim to create an ideal city and, in this, they are far from the long-range urban planning contained in the statute of Dubrovnik. The fact that less than five per cent of the stipulations in the statute of Split relate to urban planning ought to be understood as indicating that the town, set in Diocletian’s Palace and determined by its structures, had already been defined to a large extent and that it functioned well and fulfilled the needs of its inhabitants. Thirty chapters of the statute deal with different aspects of the development of medieval Split and its everyday maintenance. This article focuses on the relationship between the local government and private property, that is, with the cases of private spaces being transformed into public spaces and the ‘ritualistic erasures’, that is, the demolition of houses whose owners committed treason and broke the law. This phenomenon of demolition as setting example was not limited to medieval Split but was recorded in other Dalmatian communes (in Omiš and Dubrovnik as late as the eighteenth century) and this discussion of it is based on the examination of a wider set of primary sources.

This article examines the relationship between radical change in an institutional context and organisational innovation. It is based on an exploratory case study of three Icelandic local governments conducted in autumn 2010 and summer 2011. While many crises, when scrutinised closely, appear to be more like threats of crisis, Iceland’s economic crisis is a genuine crisis with real and immediate effects. The three local governments studied responded to the crisis with actions that promote cooperation, reorganisation, acquiescence and involvement. The study demonstrates that most of these actions were reactive and somewhat non-innovative, though some were innovative – at least in this particular context.

This study assessed the effects of multiple components of municipal administrations on the functions of urban planning agencies in Nigeria, using Osun State as the case study. It examined the profile of the professionals across the levels of planning agencies in the state, the key activity areas of the planning agencies, operational parameters of the planning agencies, and the relationship between the planning agencies. Data used for the study were sourced from questionnaire administered on the heads of all the 35 planning agencies in the state. The study revealed that the agencies experienced conflict of interest in their operations and the reason for that was mostly jurisdictional. Also, the agencies seldom related with one another. The study concluded that the structure of municipal administration in Nigerian is responsible for proliferation of planning agencies and, consequently, the duplication of planning functions in the state, nay, Nigeria. It recommended, among others, legislative reform for effective municipal administration in the state and Nigeria, as a whole.

Objective - The purpose of this paper is to evaluate the relationship between the assessment tax system and tax arrears in Melaka Historic City Council, Malacca, Malaysia. (Local Government) Methodology/Technique - Method used is quantitative method. With population sample of 484 885 residents (N=484,885) and a sample size of 384 residents (n=384), the instrument used to collect primary data is questionnaire. The data were analysed using Statistical Package for Social Sciences (SPSS) version 21. Findings - With accuracy r= .141, p< .001, showed that the relationship was moderate and highly significant. This tells us that the inadequacies in the tax system are one of the contributing factors towards high assessment tax arrears in Melaka Historic City Council. Novelty - Although the issue of tax arrears in Malaysia is not a new phenomenon. However this paper specifically focuses on the issues of assessment tax at the local level, which in this case refers to the Melaka Historic City Council. <p>This research focuses on the Kāpiti Coast District community social services sector, exploring their experience of the 2008 economic and central government social policy changes. The recession and changing social policies increased pressure on the sector, at the same time as they were responding to increased stress and uncertainty in their communities. The research became an opportunity to give voice to the Kāpiti Coast community social services sector. The research was undertaken from a constructionist perspective, using critical inquiry and case study approaches. The research is presented in an approachable way, as it is hoped that the learning will be used by both the community sector and local government to help improve the way they work together. After setting the scene, the methodology used to listen to the Kāpiti Coast community social services sector is explained. The focus then moves onto the sector. Next, the themes that emerged from the data collected during the research are explored. To increase understanding of these themes, a number of theoretical perspectives are used, which have been selected across a range of disciplines, drawing most strongly on the social work discipline. The voice of the participants has been given primacy at all times; which is in line with the intention of the research, which is to empower the Kāpiti Coast community social services sector. It was helpful to delve into the triangle of relationships: the community social services sector, central and local government, and understand these relationships better. The way that the Kāpiti Coast community social services sector perceives itself, and how it works together and with others, proved a very interesting area of research. The research concludes that listening to the sector on their own terms is a way of addressing the power imbalance and an important step in improving the relationship between the sector and local government. Creating a bridge between the sectors can enable good place-based work to occur to improve social wellbeing in the Kāpiti Coast communities.</p>

The purpose of the study is to identify the relationship between public perceptions about audit opinion, audit findings and the level of corruption in Papua Province (Case Study of the Government of Keerom Regency, Jayapura Regency and Sarmi Regency). A sample of 120 respondents consisted of 40 respondents from each district. Data collection techniques through questionnaires and data analysis using the Partial Least Square (PLS) approach. The results showed the greater the perception of audit opinions the greater the trust in corruption handled by the auditor. Meanwhile, the results of the study showed that the magnitude of audit findings carried out by BPK influenced the level of corruption that occurred. Audit findings can detect corruption in the government and local government efforts to make improvements according to the auditor's recommendations can significantly reduce the level of corruption.

<p><em>Local government is one of the most significant parts of the central government. In the past, the control of central government over local government was minimal. Afterward, several presidential orders were notified to raise the power of local government. However, power and authority of local government were increased with pen and paper but not in practice. In this study, the scenario of the Union Parishad was analyzed as a part of local government, since it has to perform many activities with the scarcity of resources. The objective of this analysis is to investigate the nature of the relationship between the effects of limited resources to the activities of Union Parishad. In this research, data was collected from some local government representatives and some personnel of Ishwardi Upazila, Bangladesh through questionnaire and interview. First, the study reveals that local government always faces several particular problems due to lack of resources in case of distribution of relief cards to the poor villagers, a donation in disaster and exceptional circumstances, a contribution in educational and religious institutions, etc. The graphical analysis demonstrated the scenario between the requisitions of the Union Parishad to the central government and the percentage of those requisitions actually fulfilled. The outputs of this study summarized that the actual supply from central government was minuscule than the demand of Union Parishad. Hence, it could not deliver services accurately. Some recommendations have been provided to overcome the problems of a Union Parishad, which include that the government should enhance Annual Development Programme (ADP) allocation to ensure people’s participation in formulating and implementing development projects, and the control of the Union Parishad over the local resources has to be increased.</em></p>
