Role of industrial parks and technoparks in regional socio-economic development in Russia

The study examines the effects of industrial parks and technoparks at the regional level. Based on the financial and economic indicators of residents of industrial parks and technoparks, the geography of their activities at the level of the Russian Federation constituent entities is considered. To perform this study the author’s database on residents is used, created on the basis of information from the commercial database Orbis for the period 2010 – 2018, as well as the open data from the Federal Tax Service and statistics from the Rosstat. There is a strong concentration of the market for industrial parks and technology parks in several regions of Russia, including city of Moscow, Moscow and Kaluga regions and the Republic of Tatarstan. This fact can be explained with objective reasons, including the agglomeration effect, capacious sales and labor markets, as well as other indicators of investment attractiveness. Most industrial parks and technoparks currently do not have a significant influence on development of the regions in which they are created, which may be caused by such factors as the insufficiently competent investment-resident policy of management structures. According to the results of the study, a conclusion is made that the role of industrial parks and technoparks in social and economic development is significant only in a few regions with high competitive advantages, and in regions without such advantages parks do not impact on the development significantly.

Subject. This article discusses and analyzes regional projects to be implemented in the Chechen Republic for the period 2019–2024. Objectives. The article aims to develop a set of proposals aimed at improving the competitiveness of the Republic's economy. Methods. For the study, we used the methods of systems and statistical analyses. Results. The article describes the role of regional projects in the development of the socio-economic sphere of the Chechen Republic and proposes a set of measures the implementation of which will help shape a competitive economy in the Republic. Conclusions. Regional project objectives and indicators need to be better defined. Regional projects are elements of national projects designed to contribute to a breakthrough in the scientific, technological and socio-economic development of the Russian Federation.

The paper proposes an approach to the assessment of the financial potential of a region of the Russian Federation on the basis of an economic model including system-processing approach. The article examines the role of regional finance in modern conditions as an important tool to influence the process of maintaining economic growth. The financial capacity may be a fundamental tool in the management of social and economic development of regions, is an indicator of the actual state for the purpose of monitoring and make effective management decisions. The result of the study is to determine the most effective model of assessment of the financial potential of a region in order to ensure sustainable economic development. The article is devoted to the development of a model for assessing the financial potential of the region and the study of its elements. It is proposed to revise the elements that make up the financial potential. The author's interpretation of the conceptual bases of the study presupposes a significant expansion of the boundaries of the financial potential, which determines the systemic and complex research approaches. The authors identified the subjects of the economy that affect the formation and regulation of financial capacity.

The article deals with the place and role of the territorial self-government sector in the process of tourism development, the influence of tourism on the social and economic development of a region as well as the role of strategic regional planning in the sphere of tourism development. The article also analyzes the development of tourism on the level of gmina self-government which is the lowest and the most important level of self-government in Poland, the tasks of gminas in the tourism sphere as well as the role of local authorities in the process of tourism promotion. The work highlights an institutional system of tourism development support in Poland on regional level, the role of local self-government bodies in financing infrastructure that is need for tourism development, the role of regional tourist agencies in promoting and creating tourist attractions in a region, as well as the tourism promotion system at the gmina self-government territorial level. The current realities of economic development bring to the fore tools that can provide not so much quantitative growth as qualitative changes in economic systems at different levels. Competitive advantages can be achieved by innovative tools, the development of which can be hindered by a number of factors: lack of funding, qualified personnel, high taxes, unfair competition, etc. Against the background of these problems, the advantages of special economic zones, industrial parks, clusters, territories of advanced socio-economic development, disclosed in this article, are obvious. The purpose of the study is to substantiate the need for active implementation of innovative tools for territorial development in municipalities of the Republic of Tatarstan, as well as in other regions of the Russian Federation, in order to activate innovative and investment activities in them. In terms of objectives, tasks of the article are: to describe an innovative infrastructure that defines territorial development in the Republic of Tatarstan; to investigate the basic results of activity of innovative tools for territorial development in the Republic of Tatarstan; to develop recommendations for implementation of innovative development of territories in the municipalities of the Republic of Tatarstan. Achieving this goal is realized through the use of research methods such as description, comparison, analysis, etc. The empirical basis of the study was data published on the websites of the Ministry of Economy of the Republic of Tatarstan and the Ministry of Economic Development of the Russian Federation, the Higher School of Economics, The Association of Clusters and Technoparks of Russia, and other materials. As a result of the research, the main tasks of ensuring positive progressive dynamics of the Republic of Tatarstan with the use of innovative tools for territorial development are formulated: SEZs, industrial sites, industrial parks, territories of advanced socio-economic development and others. The article pays close attention to the justification of the need for municipalities of the Republic of Tatarstan to use these innovative tools, which have proven their effectiveness as growth drivers for the development of territories.

Subject. This article analyzes the imbalances in the social and economic development of the subjects of the Russian Federation, and examines the issues of forming a policy of equalization and development of competitive advantages. Objectives. Analyzing the intraregional imbalances in the development of the subjects of the Russian Federation, the article aims to identify the internal causes of development imbalances and the dysfunctional subsystems. Methods. For the study, I used the methods of logical and statistical analyses. Results. The article reveals certain disparities in the social and economic development of a number of Russian entities, where one of the areas of development dominates. The article proposes certain theoretical provisions of the system for studying the intraregional imbalances in regional development. Conclusions. Since the level of socio-economic development of Russia's regions is characterized by significant differentiation, in order to improve the effectiveness of regional development policies, an analysis of internal imbalances in the development of the country's subjects is needed.

The classification of the Russian resource regions is carried out in the study. It is shown that it is necessary to take into account the dynamic aspects of development of raw materials territories in the analysis of the social-and-economic development of resource regions. The recommendations to increase the role of the subjects of the Russian Federation in regulating the mineral and raw materials complex are proposed.

Free economic zones have become an essential part of the world economy in recent history. The voluntary entry of the Peninsula of Crimea into the Russian Federation as one of its constituent regions, lead to the adoption of the social and economic development commitments of this region by our state. For this reason, one of the most important goals for authorities of the Russian Federation is to develop the social, economic, and other spheres of the society. The establishment of the free economic zone in the Republic of Crimea and the Federal City of Sevastopol became one of solutions to this problem. This article analyzes the issues of legislation on the free economic zone in the territories of the Republic of Crimea and the Federal City of Sevastopol and aims to find solutions of these issues. This research is based on the application of comparative, retrospective and formal juridical analysis of the legislation and research papers dedicated to questions of the free economic zones and other territories with a special legal regime for conducting entrepreneurial activity (territories of advanced social and economic development, the Free Port of Vladivostok, special economic zones in the Russian Federation). In particular, the norms of current legislation on goals and terms of creation of the free economic zone in the territories of the Republic of Crimea and the Federal City of Sevastopol, the management of the free economic zone and the implementation of entrepreneurial activities within its borders were analyzed. We conclude that it is necessary to improve the current legislation on the free economic zone in the territory of the Republic of Crimea and makes several suggestions for optimization its provisions. The results achieved can be used both in the lawmaking process and as a foundation for further researches.

The subject of this research is the intellectual assets viewed in the context of the problems of economic development of the region and ensuring national security of the Russian Federation. The object of this research is estimate of the efficiency of measures taken by the government to support young researchers and their contribution to the development of high-tech economic sectors. The goal of this article lies in examination of the processes of formation and implementation of measures aimed at supporting young scientists within the framework of regional, intramural, and corporate programs oriented towards the new level of economic development. The article employs systemic approach, content analysis, and hypothetical-deductive method for assessing the state and dynamics of research activity in the Republic of Tatarstan as a whole, and individual scientific institutions. Analysis is conducted on the normative legal framework that lays the groundwork for scientific and technological development of the Russian Federation and regional policy documents. An overview is given on the successful foreign practices for the support of young researchers. This study complements the author's previous works on evaluation of intellectual assets of the territories in the regional aspect, and involves into the theoretical elaboration the directly related legislative initiatives on ensuring national security, which were adopted in July 2021. The author substantiates the strategically important role of human potential of the Russian Federation as the key driver of further economic growth; examines the state support measures on ensuring its effective capitalization within the country; underlines the leading role of the state research and development policy oriented towards increasing the competitiveness of the Russian economy and its resilience to external and internal threats. Special attention is given to the current level of scientific, technological and innovative development of the Republic of Tatarstan. The acquired results are valuable from the perspective of actualization of the problems of achieving leadership in research and development sector, which pose a threat to the strategically important priorities of national security.

This study aims to identify the role of event tourism in the socio-economic development of the territory. The article presents approaches to event tourism, studies the characteristics of event tourism, describes the stages of formation of event tourism in the Russian Federation, describes a successful experience in the development of event tourism in the Rostov region, and also identifies factors that restrain the development of event tourism.
