Within the tourism policy in the Canary Islands, the Plans for Modernization, Improvement and Increase of the Competitiveness were positioned as a fundamental instrument for the renovation of tourist areas. Posed as a hybrid between a strategic plan and an urban planning instrument, its regulation urges the concretion of a tourism model for the field of action on which it intervenes. However, at least the first generation, would focus the renovation on physical intervention, leaving the rest of operations in the background. The present work has three objectives: expose the general characteristics of the plans; make a classification of the plans according to the time of elaboration and approval, considering the regulatory framework in force at each moment; and carry out a detailed study of the first generation plans, as a longer case study, in order to demonstrate the weight that the urban planning operation has had on them to the detriment of others operation.

Abstract. The aim of this article is to show the different contradictions, tensions, and latent conflicts related to ethnic sports, public policies, and promotion of sports tourism in the Canary Islands. This article, based on ethnography and qualitative information, shows the development of certain ethnic sports in a tourist context. A case study was carried out in the island of Fuerteventura, where tensions and latent conflicts exist despite public policies actually supporting these sports practices –underlining their identity and cultural basis-. Such support is very frequently diffuse in terms of tourism policy, where attention to sport is mainly driven by active tourism. Likewise, those having a role in the tourism field assume different positions regarding the potential presence of these ethnic sports in it, a fact that makes the resulting tensions more evdient.

The Metropolitan Area of Quito has experienced exponential growth in recent decades, especially in peri-urban sectors. The literature has described this process as “urban sprawl”, a phenomenon that is changing the landscape by increasing land consumption and forming conurbations with the nearest populated centers. This article proposes a new, broader and more complex metropolitan structure for the metropolis of Quito, the linking of neighboring and conurbed areas to the form a new metropolitan area based on the case study of the Metropolitan District of Quito (DMQ). This new metropolitan area identification considers the interpretation of satellite images and the classification of land uses, highlighting the main urban growth areas located outside, but contiguous to the administrative limit of the DMQ, over a period of 19 years (1998 to 2017), the demographics analysis, particularly the densification of new urban peripheral areas close to the DMQ border and the mobility links of population, goods and services between human settlements that allows the configuration of urban corridors and the integration of the territory. The main findings evaluated are the need to evaluate urban planning strategies aimed at sustainable development.

The reclassification of accommodation for tourism, understood as the change of tourist category or classification in terms of accommodation activity, is put forward as one of the ways to increase competitiveness in any establishment. So, recent regulation on planning, renovation and modernization of Tourism in Canary Islands established the need to increase the classification of the accommodation offering by restoring degraded tourist areas and renovating different public and private infrastructures. Using a case study methodology in this paper, the characteristics of the rehabilitation process undertaken in different touristic establishments of the coast of Gran Canaria, are analyzed, more specifically in Maspalomas-Costa Canaria destination. Comparative analysis of these cases presenting it as a rehabilitation model that allowed it to re-join the market, benefiting from the urban incentives policies through the upgrading strategy, increasing the quality and quantity of the services offered.

The article analyzes the current state of the regulatory framework governing the valuation of cultural monuments, in particular, the Monetary Valuation of Monuments approved by the Cabinet of Ministers of Ukraine dated September 26, 2002 No. 1447. The classification of conservation categories by a monument (national and local significance) and types of monuments (archeology, history, monumental art, architecture and urban planning, landscape gardening art, historical landscape, science and technology) is given. The main problem in determining the value of monuments is to take into account not only the material factors of the monuments and its degree of wear, but also the consideration of its intangible factors, such as its historical, social, artistic value, the presence of objects of decorative art. That is, the cost of buildings-monuments of cultural heritage is formed: – due to the cost of the material “carrier” (land with improvements in the form of buildings, structures, small forms, etc.); – due to the value of the contribution of the intangible asset to the carrier. The article also describes the main problems that arise when assessing such objects (the presence of a monument’s status, the lack of an information base on market transactions, high operating costs, the need for restoration work, and high investment risks). The factors raising and lowering the value of a cultural heritage monument are characterized. Based on the analysis of the current regulatory framework, it was decided to develop practical recommendations for determining the value of real estate – monuments of architecture and urban planning, in particular built-in premises.

Abstract Despite benefits for human civilization, urbanization has brought an enormous consequence to non-human species. Multispecies planning is a potential solution in response to increasingly insensitive urban planning to non-human species. This paper aims to understand the link between a national regulatory framework and its outcome in terms of urban spatial plan from multispecies planning point of view using indicators such as from protected forest to natural reserve and from ecological corridors to private yards. It examines whether the existing regulatory framework is an obstacle to the practice and implementation of multispecies planning ideas in a city. We employ a content analysis to assess 18 laws and policies at the national level. We also utilize a case study to test the spatial plan outcome in two areas in Indonesia, namely the city of Semarang (Central Java) and Barito Utara Regency (Central Borneo), in which also involve additional content analysis of 4 local regulations accordingly. The study successfully maps out the extent of relative emphasis of each multispecies urban planning indicators according to Indonesian national regulatory frameworks. The study also reveals that regulatory frameworks at the national level do not really determine multispecies urban planning practices at the local level, nor does the status of biodiversity assets owned by a city or region. Improving the literacy of planners, planning committee, and other key decision makers in multispecies planning is pivotal and warrants a further investigation.

Abstract The present paper focuses on spatial management regulations in order to carry out investment in the field of airport facilities. The construction, upgrades, and maintenance of airports falls within the area of responsibility of local authorities. This task poses a great challenge in terms of organisation and finances. On the one hand, an active airport is a municipal landmark and drives local economic, social and cultural development, and on the other, the scale of investment often exceeds the capabilities of local authorities. The immediate environment of the airport determines its final use and prosperity. The objective of the paper is to review legislation that affects airports and the surrounding communities. The process of urban planning in Lodz and surrounding areas will be presented as a background to the problem of land use management in the vicinity of the airport. This paper seeks to address the following questions: if and how airports have affected urban planning in Lodz, does the land use around the airport prevent the development of Lodz Airport, and how has the situation changed over the time? It can be assumed that as a result of lack of experience, land resources and size of investments on one hand and legislative dissonance and peculiar practices on the other, aviation infrastructure in Lodz is designed to meet temporary needs and is characterised by achieving short-term goals. Cyclical problems are solved in an intermittent manner and involve all the municipal resources, so there’s little left to secure long-term investments.

ABSTRACT Objective: To assess the health/functioning of the older adult who consumes psychoactive substances through the International Classification of Functioning, Disability and Health, considering the theory of complexity. Method: Qualitative case study, with 11 older adults, held between December 2015 and February 2016 in the state of Rio Grande do Sul, using interviews, documents and non-systematic observation. It was approved by the ethics committee. The analysis followed the propositions of the case study, using the complexity of Morin as theoretical basis. Results: We identified older adults who consider themselves healthy and show alterations - the alterations can be exacerbated by the use of psychoactive substances - of health/functioning expected according to the natural course of aging such as: systemic arterial hypertension; depressive symptoms; dizziness; tinnitus; harmed sleep/rest; and inadequate food and water consumption. Final consideration: The assessment of health/functioning of older adults who use psychoactive substances, guided by complex thinking, exceeds the accuracy limits to risk the understanding of the phenomena in its complexity.
