This paper seeks to capture how unions are perceived by young workers in Portugal and to identify different types of perceptions. Our analysis considers both structural factors and subjective experiences and is based on semi-structured interviews with young people working in sectors with a high concentration of youth employment. The fact that young workers are increasingly exposed to the pressures of unemployment and precarious work might suggest that there is homogeneity in their perceptions about trade unions and collective action. However, our results show that young workers’ perceptions are not homogenous and that they interconnect with distinct segments, characterized by different socio-economic conditions, as defined by family status, education level and position in the labour market. Three types of perceptions were identified by content analysis of the interviews: positive, negative and critical perceptions. A final segment of younger and less-skilled workers, of families with low educational and economic resources and having left school prematurely, have neither information nor any understanding about unions. Our findings support the thesis that diversity of educational and early labour market experiences, which characterize transition processes to adulthood, shape the relation between young workers and unions, in particular the motivation to join unions. Capturing the diversity of young workers experiences and perceptions is a challenge to industrial relations research, as well as to trade unionism. It can provide unions with important insights into how to adapt their strategies to recruit new young members and to mobilize the latent interests of young workers in collective action.

This paper provides an historical perspective on topics related to recent developments in the Australian industrial relations system discussed in this issue of the Journal— the 'living wage' concept and the safety net, 'fairness' in relative wages, women's wages, the Accord, labour market decentralisation and the role of trade unions. It concludes that recent legislation was not necessary to facilitate increased productivity because the prevailing system had shown sufficient responsiveness to the needs of the economy, both macro and micro. By limiting the jurisdiction of the AIRC and reducing the power of the weaker unions, recent legislation bas created a dual system with a less equitable pay structure and an institutional arrangement less able to deal with wage inflation under more buoyant economic conditions.

PurposeThe paper examines the different trajectories of externalisation and the development of different kinds of welfare mix in three different sub-sectors of socio-educational services: long-term care for the elderly, early childhood services and kindergartens. By integrating the industrial relations and comparative public administration literatures, it analyses the different rationales underpinning contracting-out decisions of Italian local governments.Design/methodology/approachThe paper adopts a multi-method, multi-level approach: quantitative data on the provision of socio-educational services and the nature of the providers are combined with the analysis of 12 case studies of municipalities through 80 semi-structured interviews and documentary analysis.FindingsThe paper argues that differentials in labour regulation across the public/private divide and the consequent possibility to access labour markets characterised by cheaper labour and higher organisational flexibility are a key explanation in local governments' decisions to outsource. Despite labour market factors playing a prominent role, their relevance is significantly tempered by political and social factors and particularly by the strong opposition of citizens, personnel and trade unions to pure market solutions in the provision of such services. However, the centrality of these factors depends on the nature of the services: political sensibility against privatisation proved to be stronger in kindergartens, while services for the elderly were more frequently and less contentiously privatised.Originality/valueThe main contribution is the integration of the two research traditions to analyse patterns of outsourcing in the socio-educational services in Italy, showing that neither of them is able, alone, to explain the different private/public mix characterising different social and educational services.

Purpose – The purpose of this paper is to clarify the relationship of highly skilled work and (collective) power. It develops an institutional logics perspective and argues that highly skilled workers’ propensity to join trade unions varies by institutional order. Design/methodology/approach – Data from two occupational fields in Austria, university professors and management consultants, representing two different institutional orders were collected via questionnaires. Stepwise logistic regression analysis was employed to test the hypotheses. Findings – The results show that over and above organisational level variables, individual's background and employee power variables institutional logics significantly add to explaining trade union membership of highly skilled workers. Prevalence of a professional logic in a field makes collective action more likely than market logic. Originality/value – Highly skilled workers are overall described as identifying themselves more with the goals of their employer or client and with their professional peers than with other corporate employees or organised labour. They are thus expected to develop consent rather than conflict orientation vis-á-vis their employers and clients. This paper supports a differentiated view and shows that within highly skilled work there are groups engaging in collective action. By developing an institutional logics perspective it provides a useful approach to explain heterogeneity within the world of highly skilled work.

The trade union recognition process is a pre-requisite to the collective bargaining action of a trade union. The recognition is important to ascertain the competency of a trade union and the acceptance by the workers to represent them in the collective bargaining action with the employer. However, the ambiguities in the existing legislations on the trade union recognition process in Malaysia and the anti-union practices of the employer are currently depriving the workers of their rights to negotiate for better working conditions. The primary focus of the present work is to identify the weaknesses of the recognition legal framework and the anti-union practices of employers in the recognition process of trade unions. Secondly, is to critically analyse the good faith bargaining practice in other countries and its significance to the recognition process in Malaysia. To explore the anti-union tactics perpetrated by employers, semi-structured interviews have been conducted to analyse the trade unions’ experience in their recognition claims. This research employed a qualitative approach as the instrument to study the good faith bargaining practices in the Australian and New Zealand labour law framework. The findings reveal that the good faith bargaining practices in Australia and New Zealand have improved the odds for trade unions to represent the workers in negotiating collective agreements. The study finally concludes that in order to reform the recognition process of trade unions in Malaysia, the good faith bargaining practice should be implemented in the nation’s industrial relations law framework.

Purpose The purpose of this paper is to explain why, in spite having a relatively powerful labour movement at the start of the economic transformation, Romania ended up with a highly deregulated system of industrial relations in the aftermath of the global economic crisis of 2009 and with trade unions which seem incapable to defend their interests. Design/methodology/approach The authors trace the changing role that Romanian trade unions had in national policy making and show that the beginning of 2000s represents a critical point for the power loss sustained by organised labour. Findings The authors argue that a key element for explaining labour’s decline is the growing pressure exercised by various international organisations for the adoption of deregulatory labour market reforms. While during the 1990s this pressure was circumvented by successive governments which peddled back and forth between union wage pressure and fiscal austerity measures, beginning with 2000s, EU accession conditionalities coupled with IMF and World Bank policy recommendations enabled the international deregulation agenda to be implemented without much opposition. Originality/value The paper brings new evidence on the impact of international actors on the Romanian collective bargaining and labour market institutions.

How far, in what ways and on what issues do trade unions in Europe cooperate cross-nationally? Three important structural factors may explain differences in cooperation: national industrial relations contexts, sectoral contexts and unions’ organizational resources. We examine transnational union cooperation at sectoral level, and test the explanatory value of these three factors. We address cooperation in five broad sectors, using a Europe-wide questionnaire-based survey of trade union activities. We find that sectoral differences explain more of the variation in levels of transnational cooperation than do industrial relations regimes when controlling for resources, whereas both sectors and regimes influence which issues are seen as important for current and future cooperation. In addition, small trade unions engage in much less transnational cooperation than large ones.

Purpose – The purpose of this paper is to analyse the relationship between trade unions and young workers in the UK using the Young Members’ Network of the Public and Commercial Services (PCS) union as a case study. Design/methodology/approach – Findings are based on semi-structured interviews with 20 full-time officials and 39 lay officials of all ages, the collection and analysis of primary documents and observations at a range of union meetings. Findings – It is argued that PCS has developed a strong network of young activists and is leading the way in terms of engaging with and representing young workers. However, its success in the future may be limited due to changes to the external environment in which the union is trying to organise. Research limitations/implications – The research highlights the role of an under researched area of trade union membership. To provide additional insights, further research is needed into the practice of other unions. Originality/value – This paper provides significant qualitative analysis into this issue which complements the existing quantitative research in this area.

Increasingly, economic debate in Australia and other Western, developed economies is directed to the interdependence and potential conflict between the out come of labour market negotiations and government economic policy. Industrial relations becomes identified as a cause of economic problems and governments have been attracted to policies that seek to alter the outcome of labour market negotia tions, using what are often termed "incomes policies". However, because of the nature of industrial relations, incomes policies which might be established to express government demands also have an influence over the balance of powers and relations within the economy. This dynamic process presents problems for practitioners and academics assessing the full effect of incomes policies. The corporatist model developed by Leo Pantich is one useful model of the changes that can occur in trade union, employer and government relations under incomes policy conditions. Draw ing on the flexibility of such a process model, this article details the development of incomes policies in Britain and Sweden, examining the changing relationships and powers that have occurred when the parties (and especially the trade unions) have responded to the demands such policies make on industrial relations. The differences in trade union reactions to industrial relations adjustment provide lessons and experiences for any economy where the government seeks to direct labour market negotiations. In terms of the impact on trade unions particularly and industrial relations in general, the British and Swedish lessons offer valuable insights for Australia. Examining the dynamic incomes policy effects in Australia, we conclude that only if industrial relations practitioners and trade unionists are aware of the dynamic pressures of intervention and respond in a structured manner can they avoid the traps identified by British experience and benefit from the opportunities offered by Swedish initiatives.

AbstractNorway reformed its pension system in 2011, introducing a Swedish-style, NDC system. Contrary to expectations, the reform was largely supported by the dominant confederation of trade unions, the LO. In this article, we look at LO involvement in the process at different stages. Through qualitative interviews with key reform architects, we have traced the process between 2005 and 2008, emphasising actors, meeting places and interests. Starting from the insight that unions can influence through lobbying, bargaining and (the threat of) mobilising, we suggest that lobbying can be a mutual process, where parties and unions move each other’s positions. In addition, bargaining can take the form of behind-the-scenes cooperation, as well as of negotiations in the classic, Nordic-style industrial relations sense. Expanding on this framework, we suggest that the literature on pension reforms should pay more attention to negotiated and voluntary labour market occupational schemes, and to the importance of expertise and networks.

Generational differences on workforce in Malaysia have stirred the value of trade unionism. The transition from generation-X to generation-Y has created diverse perceptions on the relevance of being a member of a trade union. In the near future, generation-Y will be the bastion of the Malaysian workforce. They will be a fundamental actor in reshaping the industrial relations ecosystem in Malaysia. In this respect, this study focused on unionized and non-unionized generation-X and Y employee’s perception on the importance of trade unionism in the Malaysian context. Using a qualitative study, face-to-face semi-structured interviews with targeted respondents were conducted. The findings showed that the trade union do bring contributions to employees and protect employees from unfair actions but the density of trade unions declined due to unclear information known about trade unionism among generation Y. Based on the research findings, practical implications are discussed.
