The article aims to describe the characteristics of trustworthy recommendations as well as standards for trustworthy guidelines published by the Institute of Medicine and tools that can be used for quality assessment. The next section summarizes published assessments of guidelines quality using AGREE (Appraisal of Guidelines, Research and Evaluation Collaboration) Instrument and the problems raised by the National Academy of Sciences regarding nutritional guidelines development process. In this ones, similar problems are also reflected in the assessment of quality of nutritional guidelines, also using AGREE Instrument, since less than 50?% of the documents rated as high quality. The article is concluded with the description of NutriRECS protocol, as an example of strict, transparent and comprehensive approach to develop nutritional guidelines.

AbstractPurposeWe assessed the quality of European treatment guidelines in the field of mental health that have been produced by national psychiatric associations. The main focus was the question of whether the development process of the guidelines followed basic principles of evidence-based medicine.MethodsSixty-one European clinical practice guidelines from 14 countries, published between 1998 and 2003, were assessed using the ‘Appraisal of Guidelines for Research and Evaluation (AGREE) Instrument’. The domain score was calculated for each of the six domains of the AGREE instrument. The seven items of the domain “rigor of development” and one additional item concerning national particularities were assessed in detail.ResultsThe mean scores in the six domains were rather low, although the quality varied among the different guidelines. The highest mean score was obtained in the domain clarity and presentation (70.8% S.D. 23.5), the lowest on editorial independence (19.7% S.D. 29.3). The recommendations of about half of the assessed guidelines could be considered to be evidence-based.ConclusionThe assessed guidelines showed a broad range of quality: some producers attached importance to an evidence-based development process; but in spite of this, a large number of guidelines were only of middling quality. As national particularities are only rarely mentioned and the development process of guidelines is complex, an international collaboration that aims toward the production of shareable guidelines might be promising.

The authors present the results of the sea buckthorn breeding at the Institute of Horticulture (NAAS). The stages of the work have been analyzed – from studying and selecting the initial material in the conditions of the Polissya, Polissya-Lisosteppe and Lisosteppe ecotopes (2012-2016) to the successful targeted introduction to the Northern part of the Lisosteppe (2017-2019) and new forms have been characterized according to the traits valuable for economy and molec-ular genetic markers. The new forms of the researched crop taking into consideration the high indices of their productiv-ity,adaptivity to the unfavourable abiotic and biotic environmental factors and consumption quality of fruits for pro-cessing and making functionary products were entered officially into Genetic Fund of the Plants of Ukraine as con-firmed by the certificates of copyright and developed genetic passports. The list of these genotypes includes 1-15-1 (Nos-ivchanka, UA3700073), 1-15-8S (Mitsna, UA3700079), make form 1-15-6Ch (Aboryhen 6/11, UA3700080), 1-15-9 Ka-rotynna, UA3700082), 1-15-3 (Pamiatka, UA3700076), 1-15-8V (Soniachne siayvo, UA3700075), 1-15-11 (Lymonna, UA3700072), 2-15-73 (Morkviana, UA3700077), 1-15-5 (Adaptyvna, UA3700078), 1-15-8B (Osoblyva, UA3700083), 1-15-6 (Apelsynova, UA3700084) and forms 6A/11 (UA3700081), 1-15-5a (Sribnolysta 5a, UA3700074). The possibility of using 5 DNA markers to characterize genotypes of sea buckthorn bymeans of the molecular genetic markers was tested and evaluated in the framework of the scientific cooperation with the Institute of Cell Biology and Genetic Engineering of the National Academy of Sciences of Ukraine. It should be noted that the most polymorphic markers were HrMS025 and HrMS026. However, the marker HrMS014 was monomorphic, but appeared in all the samples, so it can be used as a reference. The best forms of sea buckthorn Adaptyvna (certificate №190899) and Osoblyva (certificate №190900) were included into the State Register of Plant Varieties Suitable for dissemination in Ukraine, and the cultivars of the univer-sal use Nadiina (applications №18299010), Oliana (applications №18299009) and Morkviana (applications № 20299001) and cv pollinator Obrii (applications №18299008) undergo the State strain test. The attention is concentrat-ed on the promising directions of the new sea buckthorn genotypes for the prior breeding and genetic investigations at the Institute of Horticulture (NAAS) and its network.

Discute-se o conjunto dos recentes relatórios do Institute of Medicine e Food and Nutrition Board da US National Academy of Sciences, publicados entre 1998 e 2000, dando-se particular ênfase ao livro das propostas de Ingestão Alimentar de Referência para os denominados antioxidantes alimentares. O conceito das DRI engloba os já conhecidos valores de Recomendações de Cotas ou Doses Alimentares (RDA), os novos valores de Ingestão Adequada, Ingestão Máxima Tolerável e as Estimativas Médias dos Requerimentos. O termo RDA continua em uso, e é reservado para a recomendação mais apurada de um determinado nutriente, da qual se tenha informação. Na tabela da Ingestão Alimentar de Referência, encontram-se as Recomendações de Doses Alimentares atualizadas e complementadas com valores de Ingestão Recomendada de Nutrientes canadenses, ou completadas com valores de Ingestão Adequada. Valores de Ingestão Máxima Tolerável para os antioxidantes, exceto os carotenóides, são fornecidos em separado.

In paper the results of the carried out analysis of literary data on preparation of motor fuels of high quality by extraction method of purification of the corresponding oil distillates with use of compounds of various class as a selective solvent have been presented. In particular, the results of comparative analysis of existing methods of the extraction purification of distillates of motor fuels from unnecessary components – aromatic hydrocarbons, sulphur-containing compounds and resinous substances with use of organic solvents and ion-liquid compositions as a selective solvent have been presented. The advantage of the extraction method of purification of motor fuels determined by possibility of the process at low temperature and pressure, by absence of necessity of application of the expensive catalysts, by possibility of regeneration and reuse of solvent, etc. in comparison with widely used hydrogenation method has been shown. The lacks of the organic solvents used as an extractant have been also listed and due to the ecological problems the use of non-volatile, thermally stable ion-liquid compositions as a selective solvent in the processes of purification of the distillates, intended for preparation a high quality target products, such as diesel fuel, gasoline, base oils for various purposes has been substantiated. In paper the results of systematic investigations carried out at the Institute of Petrochemical Processes of Azerbaijan National Academy of Sciences with the participation of the authors themselves, concerning the selective purification of the oil fractions of various composition and viscosity with use of ionic liquids synthesized on the basis of formic and acetic acids composition have been also presented. By carried out analysis it has been shown the perspectivity of application of the ion-liquid compositions as an extractant in the processes of the selective purification of the oil distillates.

‘Evidence-based approaches to psychiatry’ describes the application of evidence-based medicine (EBM) to psychiatric practice. The chapter covers the key processes in EBM, including the formulation of a clinically relevant question, the systematic search for high-quality evidence and the meta-analytic synthesis of data. It demonstrates how evidence-based approaches to psychiatry have led to important developments showing quantitative effects of different treatments through advanced meta-analysis of data from randomized trials. This has underpinned the development of clinical guidelines that have the aim of improving the reliability and quality of treatments that patients receive. The chapter also describes how meta-analyses should be critically reviewed, as well as their problems and limitations. Not all relevant questions in psychiatric research are susceptible to the quantitative approach offered by EBM, and the chapter also outlines how qualitative methodologies can play a key role in answering important questions related, for example, to the patient experience.

In April 2002, the prestigious Institute of Medicine of the National Academy of Sciences issued a final report on the safety and effectiveness of the anthrax vaccine currently in use by the United States military. It concluded that the present vaccine was completely safe and effective, but ignored evidence of several recent research studies from three different nations that have implicated vaccines, often including anthrax vaccine, in the epidemiology of Gulf War illnesses. Omissions and limitations of that report are discussed.
