‘Neighbour languages’: Europeanisation and language borders

Maria Stoicheva’s chapter on language policy and Europeanisation examines an area which is overlooked in the studies of Europeanisation. She considers the ways in which the status of languages such as Russian changed in the Eastern neighbourhood after the collapse of the Soviet Union. The ‘Return to Europe’ and Europeanisation have implications for language policy. Europeanisation may mean promoting English instead of Russian or moving from use of Cyrillic to the Latin script. The fact that Russian language speakers in Ukraine, for example, do not necessarily identify themselves as ethnic Russian and may have a Ukrainian and/or European identity raises the possibility that language use is being replaced by territorial divisions as the indicator of identity. Thus, her chapter shows that the relationship between geopolitics, policymaking and identity is played out at a much more profound level – that of language.

The article examines the processes of internationalization, provides information on the number of foreign students in various countries and in Russia, discusses the arguments for choosing the country for study by international students, including socio-cultural and linguistic preferences. The authors address the issues relating to the status of the Russian language in countries of the Central Asia region – the former republics of the Soviet Union. The article provides an information on the expansion of Western and Eastern countries into the educational system of these countries. The conclusion is made about the need for Russian universities to more actively enter the international market of educational services, especially in those areas where the Russian Federation has undeniable achievements (natural science fields of training, etc.).

After the collapse of the Soviet Union, the status of the Russian language in the new-born Republics became a central issue. In the Southern Caucasus, all the Constitutions promulgated by the three Republics opted for ethnocentric language policies that accepted the titular language as the only State Language. However, the role of the Russian language as a lingua franca remained crucial for international communication and everyday interaction. It followed that it continued to play an important role also in education. The present study focuses on Georgia, where a strong derussification policy has taken place in the last decades and aims at understanding to what extent the use of Russian among the young generations has contracted. In particular, we present an analysis conducted on data collected via (i) a survey for young people consisting of questions on their sociolinguistic background and a proficiency test in Russian, and (ii) semi-structured interviews for teachers of Russian and English as Foreign Languages on the research topics.

This article investigates how states can begin to cooperate and form bilateral relationships given severe barriers to cooperation. Certain issues can prevent cooperation from occurring despite strategic interests in doing so by both states. However, if states agree to use the institutional design feature of territorial or issue neutralization, then conflict can be averted even if some of the major hindrances to cooperation remains unresolved. I examine in greater detail how both territorial and issue neutralization are used as institutional designs feature in building a cooperative bilateral relationship. Through two major case studies, the self-imposed territorial neutralization of Finland in its relations with the Soviet Union as well as issue neutralization in the relationship between Russia and Ukraine following the collapse of the Soviet Union, I am able to show that territorial and issue neutralization may be effective tools for resolving conflict in the post-Soviet space and could create cooperative relationships instead of conflictual ones.

Purpose – This paper aims to explore the relationship between childhood, consumption and the Cold War in 1950s America and the Soviet Union. The author argues that Soviet and American leaders, businessmen, and politicians worked hard to convince parents that buying things for their children offered the easiest way to raise good American and Soviet kids and to do their part in waging the economic battles of the Cold War. The author explores how consumption became a Cold War battleground in the late 1950s and suggests that the history of childhood and Cold War consumption alters the way we understand the conflict itself. Design/Methodology/Approach – Archival research in the USA and the Russian Federation along with close readings of Soviet and American advertisements offer sources for understanding the global discourse of consumption in the 1950s and 1960s. Findings – Leaders, advertisers, and propagandists in the Soviet Union and the USA used the same images in the same ways to sell the ethos of consumption to their populations. They did this to sell the Cold War, to bolster the status quo, and to make profits. Originality/Value – This paper offers a previously unexplored, transnational perspective on the role that consumption and the image of the child played in shaping the Cold War both domestically and abroad.

Abstract This study investigates the relationship between Russian language use and language planning in the context of newly independent, post-soviet Uzbekistan (1991–1992). It is guided by the question: In what ways does the use of Russian loanwords in Uzbek language newspapers accomplish language planning in newly independent Uzbekistan? The main finding from this analysis is that post-independence use of Russian loanwords from particular semantic classes in particular contexts reinforce overtly stated ideologies about Russian and construct difference between soviet Uzbekistan and independent Uzbekistan. These findings demonstrate the need to reexamine the role of Russian language in post-soviet contexts, and they contribute a unique approach to analyzing links between lexical items and ideology in language planning.

After the 1927/28 upheaval in the communist movement, a complex relationship evolved between Chen Duxiu (1879–1942) and Leon Trotsky (1879–1940). To date little has been written about this relationship in the west. The relationship between Chen and Trotsky, however, deserves treatment in its own right for various reasons. First, an elucidation of the contacts between them should close a significant gap in the respective biographies of the two Opposition leaders. The intention is not only to define Trotsky's role as seen from Chen's perspective, but also to emphasize the Far Eastern component hitherto underestimated in biographies of Trotsky. Secondly, the reconstruction of the relationship between Chen and Trotsky constitutes an important, correcting supplement to our knowledge of the developments ( = Wirkungsgeschichte) of “Trotskyism” in China, as it has been described as a concrete phenomenon as well as an ideological-political undercurrent. Thirdly, a study of the relationship between Chen and Trotsky should provide a better understanding of relations between the Communists of China and of the Soviet Union.

Sir Rodric Braithwaite was educated at Christ’s College, University of Cambridge, from where he went to serve in HM Diplomatic Service, having worked in Jakarta, Moscow, Washington, Warsaw, Rome, and Brussels, where he was a member of the British delegation to the European Community. From 1988 to 1992, Sir Rodric served as HM Ambassador in the Soviet Union during the decisive years of the Perestroika and the first British ambassador in Russia. Subsequently, he was appointed foreign policy adviser to the Prime Minister in the second John Major ministry and chaired the UK Joint Intelligence Committee between 1992 and 1993. He was appointed Knight Grand Cross of the Order of St Michael and St George (GCMG) in 1994. As a career diplomat, Sir Rodric gained decades of insight into the troubled relations between Russia and West, having taken part in numerous negotiations on arms control. His affinity with the decision-making circles in both Russia and Britain alongside with the mastery of the Russian language allow him to skillfully dissect the underlying causes of ups-and-downs in Moscow’s relationship with the West, employing the works of both English- and Russian-speaking analysts. Among his recent books are Across the Moscow River (2002), Moscow 1941: A City and Its People at War (2006), Afgantsy: The Russians in Afghanistan, 1979–1989 (2012), Armageddon and Paranoia: The Nuclear Confrontation (2017). In this essay, Sir Rodric reminisces of the years spent as a diplomat and provides his view on the usefulness and applicability of historical lessons while devising a foreign policy course.
