The subject of this research is a set of legal norms regulating social relations that arise in the context of use and protection of the Arctic zone of the Russian Federation. The goal lies in formulation of the conclusions and recommendations for the improvement of legal regulation in this sphere. The relevance of the selected topic is substantiated by interest of the state in the development of Arctic Zone as a strategic resource base for accelerating the economic growth of the Russian Federation. Among the priority national interests are also the environmental protection of region, conservation of the native habitat and traditional way of living of the indigenous small-numbered peoples. This emphasizes the importance of intensification of use and preservation of the vulnerable areas of the region. The author dwells on the current issues of the formation of territories of traditional management of natural resources and legal status of their lands; rights of the indigenous peoples to land in their native habitat and traditional economy; provision of land plots to entrepreneurs who are the residents of the Arctic Zone; protection of the Arctic lands, etc. The conclusion is made on the existence of gaps and contradictions in legislation of the indicated sphere, which requires revision and improvement. This pertains to the questions of formation of the territories of traditional management of natural resources, maintenance and modification of their boundaries, establishment of the special protection regime in the federal law, etc. The scientific novelty lies in the fact that the adopted simplified procedure for providing entrepreneurs who are residents of the Arctic Zone with land plots aimed at expansion of the development of natural resources of the Arctic, may negatively affect the status of lands and overall fragile environment of the Arctic Zone, and thus, lead to infringement upon the interests of the local population, including the indigenous peoples. The author formulates a number of recommendations for the improvement of legislation, among which is the amendments to the Paragraph 2 of the Article 39.34 of the Land Code of the Russian Federation on the establishment of highly restricted cases of termination of permits using the land plots by the indigenous small-numbered peoples.

In this case, legal regulation creates favourable conditions and protects the rights of small indigenous northern peoples, that is, the local population, who live permanently in the Arctic zone. Separately, on the basis of this concept, the development of the economy and social sphere of the Arctic bloc as a whole is considered. The main strategic directions for the development of the Arctic and the current regulatory framework of the Russian Federation are being investigated. The author proposes to solve issues related to the socioeconomic problems of the Arctic through the adoption of comprehensive concepts and regulatory legal acts. The main conclusion of the work is to improve the regulatory framework through the adoption of a separate codified act.

The development of the Russian Northern territories is not only a domestic problem of this country, but also a global one. The Polar region, which is also called the Arctic area, attracts many and requires concentration of all forces on the solution of the problem of its development in the economic, social, military and strategic dimensions. In proportion to these circumstances, the role of legal aspects in the developing and emerging social relations also increases. Legal regulation for these parts of the Russian Northern territories and adjacent waters of the Arctic Ocean, constituting the Arctic zone of the Russian Federation, requires certain uniformity. This can be achieved by improving public administration over the Arctic zone of the Russian Federation, legislative recognition of its special status and the establishment of special regimes for natural resources, environmental protection, regulation of navigation along the seaways of the Northern sea route. It involves the formation of a special management procedure, i.e. the formation of a special administrative-legal regime. This is a complex task that requires scientific understanding of the problems that have a significant impact on the formation of the administrative legal regime in the Arctic zone of the Russian Federation.

Pursuant to the UN Millennium Goals, approved in 2000, hunger should be eradicated in the 21st century, while addressing environmental problems that have accumulated over the past hundred years. One of the global environmental problems is climate change. Areas with the most vulnerable ecological system, in particular, the Arctic, are under a special blow. The Arctic zone of the Russian Federation (hereinafter - the RF AZ) is the territory of the national interests of our country. These are geopolitical, military, environmental, demographic and other interests. One of the current economic problems of the RF AZ is low food self-sufficiency. Therefore, one of the tasks is the growth of agricultural production. The situation is complicated by the fact that climatic changes negatively affect the food base of reindeer, there is a decrease in the volume of aquatic biological resources, and land resources are being depleted. The experience of foreign subarctic states shows that it is possible to use genetic technologies in agricultural activities. But at the same time, agricultural technologies should be safe for the environment. Therefore, the current task is the legislative definition of legal requirements, including environmental ones, for agricultural activities in the RF AZ. The purpose of the article is to define a conceptual model of legal regulation of agricultural activities in the RF AZ. By means of the methods of comparative analysis, legal hermeneutics and legal modeling, the content and form of the conceptual model of legal regulation of agricultural activities in the RF AZ have been formulated.

The article explores issues relevant to ecological and natural resources law concerning the Arctic as a specific object of use of natural resources of the region and their protection, i.e. its ecological safety. The importance of this study for the authors is due to the intensive environmentally significant activities being carried out in the region. Geographical and environmental specific features of the Arctic are noted - a large part of the territory of the Russian Federation, a significant geopolitical factor in the life of Russia. It is emphasized that the Arctic as a natural territory has a complex natural structure as a system of natural objects and resources, the relations about which are regulated simultaneously by the whole set of ecological and natural resources legislation and law. As an object of environmental safety, according to art. 72 of the Russian Constitution, the regulation of these relations is jointly administered by the Russian Federation and the subjects of the Russian Federation. The authors draw attention to the need to improve the legal regulation of environmental relations in the Arctic, in particular, in the form of the adoption of a special law on the Arctic, and defects in the development of ecological legislation of the Russian Federation. The main task is highlighted, which should be addressed by the development of ecological and natural resources legislation - the establishment of special regimes of nature use and environmental protection in the Arctic zone of the Russian Federation.

The article considers the possibility of developing the economy of the Arctic zone of the Russian Federation, taking into account the preservation of the ecological system of the region and the national and cultural characteristics of the indigenous population. The analysis of the resource potential of the region is given, recommendations for the development of the region's economy using the labor potential of the population living there are offered. The article analyzes the development of the region and the possibility of creating eco-friendly enterprises, the work of which does not violate the natural balance of the Arctic. The article highlights the main elements of the Arctic economic system that require support at the level of strategic development of the state and determine the key positions in the development of the region. The article considers the constraints and problems that hinder the economic development of the Arctic zone of the Russian Federation and the conditions for preserving the uniqueness of the nature and culture of the indigenous peoples of the region. The potential of the economic development of the region is investigated. Innovative options for the development of the region in combination with modern technologies for preserving the unique ecological system and the identity of the indigenous population are considered. Promising directions of economic development of the Arctic region while preserving the uniqueness of nature and cultural traditions of indigenous peoples are proposed.

The article discusses current issues of Arctic governance. The main motives of the growing interest of the world community to this region are revealed. Comparative analysis of the conceptual framework and key priorities of the Arctic policy of the Russian Federation and other circumpolar powers based on a study of their national Arctic strategies. It was determined that the main difference between the Russian model of managing the Arctic zone lies in the priority of exploitation of natural resources on the basis of creating an optimal configuration of the main factors of industrial production, while the policy of foreign northern countries is aimed primarily on the sustainable development of the Arctic territories and at achieving their social sustainability through the comprehensive development of Arctic local communities. In our opinion, it is advisable for the Russian Federation to apply such a model where the state vector of Arctic policy is oriented, first of all, to the social component of territorial development as for the basis for a comprehensive balanced development of the Arctic zone and for ensuring the country’s national security. Namely, – the implementation of the model of sustainable development of the Arctic territories, the main elements of which are rational and careful nature resource use in the Arctic zone, limitation of negative environmental impact and conservation of the biodiversity of the Arctic territories, orientation on the national policy not only on the indigenous peoples of the North, but also on the local population living here, improving the quality, conditions and standard of living, as well as close mutually beneficial international cooperation on municipal, regional and global levels.
