The subject of this research is the period of the Russian symphonic music of the early 1960s. The scene saw the emergence of a new generation of composers – the so-called “Sixtiers”, making themselves known with remarkable artistic achievements, novel and modern musical language. Emphasis is place on such aspects of the topic, as the system of music education that established in the Soviet Union by the mid XX century, sustained material affluence of the Soviet composers, and ideological pressure of the government in return for such care. Special attention. Special attention is given to the new artistic opportunities for the young Russian composers that emerged as a result of the political “thaw”. The scientific consists in introduction into the scientific discourse of a wide range of memoir literature and critical articles of the representatives of the “new wave” movement, as therefore, a more comprehensive understanding of the complex processes that unfolded in the Soviet academic music. A detailed analysis is conducted on the role and place in the struggle for “new music” of the youngest musician out of the “Sixtiers” – a prominent Russian symphonist of the XX century Boris Ivanovich Tishchenko (1939 – 2010). The main conclusion is reflected in the thought on a certain triumph of the School of Soviet Composers and the system of music education, which is most clearly described by the last three decades of the existence of the Soviet Union.

Cuba’s Revolutionary Armed Forces (FAR), founded in 1959, have been among the world’s most successful military. In the early 1960s, they defended the new revolutionary regime against all adversaries during years when Cuba was invaded at the Bay of Pigs in 1961, faced nuclear Armageddon in 1962, and experienced a civil war that included U.S. support for regime opponents. From 1963 to 1991, the FAR served the worldwide objectives of a small power that sought to behave as if it were a major world power. Cuba deployed combat troops overseas for wars in support of Algeria (1963), Syria (1973), Angola (1975–1991), and Ethiopia (1977–1989). Military advisers and some combat troops served in smaller missions in about two dozen countries the world over. Altogether, nearly 400,000 Cuban troops served overseas. Throughout those years, the FAR also worked significantly to support Cuba’s economy, especially in the 1960s and again since the early 1990s following the Soviet Union’s collapse. Uninterruptedly, officers and troops have been directly engaged in economic planning, management, physical labor, and production. In the mid-1960s, the FAR ran compulsory labor camps that sought to turn homosexuals into heterosexuals and to remedy the alleged socially deviant behavior of these and others, as well. During the Cold War years, the FAR deepened Cuba’s alliance with the Soviet Union, deterred a U.S. invasion by signaling its cost for U.S. troops, and since the early 1990s developed confidence-building practices collaborating with U.S. military counterparts to prevent an accidental military clash. Following false starts and experimentation, the FAR settled on a model of joint civilian-military governance that has proved durable: the civic soldier. The FAR and the Communist Party of Cuba are closely interpenetrated at all levels and together endeavored to transform Cuban society, economy, and politics while defending state and regime. Under this hybrid approach, military officers govern large swaths of military and civilian life and are held up as paragons for soldiers and civilians, bearers of revolutionary traditions and ideology. Thoroughly politicized military are well educated as professionals in political, economic, managerial, engineering, and military affairs; in the FAR, officers with party rank and training, not outsider political commissars, run the party-in-the-FAR. Their civilian and military roles were fused, especially during the 1960s, yet they endured into the 21st century. Fused roles make it difficult to think of civilian control over the military or military control over civilians. Consequently, political conflict between “military” and “civilians” has been rare and, when it has arisen (often over the need for, and the extent of, military specialization for combat readiness), it has not pitted civilian against military leaders but rather cleaved the leadership of the FAR, the Communist Party of Cuba (PCC), and the government. Intertwined leaderships facilitate cadre exchanges between military and nonmilitary sectors. The FAR enter their seventh decade smaller, undersupplied absent the Soviet Union, less capable of waging war effectively, and more at risk of instances of corruption through the activities of some of their market enterprises. Yet the FAR remain both an effective institution in a polity that they have helped to stabilize and proud of their accomplishments the world over.

Utilizing two editions of a Soviet textbook that was awarded a state prize and termed “the correct orientation” by a Central Committee official, the author analyzes the evolution of the Soviet view of the outside world in the first half of the 1970s. The movement away from ideological rigidity that began in the 1960s continued in the 1970s on a wide range of subjects. In addition, the analysis of the capitalist countries became intertwined with the debate on the future development of Soviet society; a number of features are said to have resulted from the imperatives of industrialization rather than the inner dynamics of capitalism, and hence are in need of adoption by the Soviet Union. The article closes with a brief survey of the issues subsequently raised in the published Soviet debates that continue on either side of the approved, centrist position.

The article is dedicated to the 110th anniversary of B. Kreisky (1911 – 1990), a prominent statesman of post-war Austria, one of the leaders of international social democracy. From 1959 to 1966 he served as Minister of Foreign Affairs of Austria. In 1970 ‒ 1983 he was in charge of the Government of that State. In 1976 – 1989, he was Vice-President of the Socialist International. Soviet issues were not only an integral part of his political interests, but also a topic of constant dialogue within the European establishment, an important subject of meetings with the leaders of the USSR. Being a critic of many aspects of the USSR's foreign and domestic policy, not accepting the communist interpretation of Marxism, he did not consider ideological contradictions an obstacle to contacts with the Soviet leadership on a wide range of international issues. The dialogue with the USSR touched upon the topics of European and international detente, events in the Middle East and various situations in the countries of the "Third World".

An “exclusive preserve” of a state in the UN Secretariat is a post that is continuously filled by nationals of the same state. Virtually from the founding of the United Nations, the Secretariat has observed an “unofficial” practice of exclusive preserves for many senior posts held by nationals of several influential states, including the United States; but its most persistent advocate, and with regard to a particularly wide range of posts, has been the Soviet Union. In view of the past underrepresentation of Soviet nationals in the Secretariat, largely because the Soviet Government insisted that its nationals be recruited only on fixed-term contracts based on secondment from the Government and Soviet institutions, a considerable number of posts were set aside to be filled on a replacement basis. The occupants of those posts were selected by the Secretary-General from a very short list of candidates submitted by the Soviet Government. The object of this Editorial is to assess the impact of the new Soviet policy toward the UN Secretariat, recent General Assembly resolutions and the jurisprudence of the United Nations Administrative Tribunal on the practice of exclusive preserves.

Abstract The aim of this paper was to find out how the ethnic identity of Russians residing in Kazakhstan has changed since the collapse of the Soviet Union in 1991. What qualities and characteristics distinguish ethnic Russians in Kazakhstan now? What are the main factors shaping their identity? To what extent Russians see aligned with their homeland and with the mainstream Kazakh society. What is the role of Russia in promoting a sense of attachment to the homeland? The case of Kazakhstani Russians was analyzed applying the various methods of qualitative research, including surveys, in-depth interviews, content analysis of the publications, and the speeches of political figures and activists. In addition, the methods of participant observation helped in understanding the cultural differentiation of the Russian religious organizations in Kazakhstan. The research revealed the significant changes in the identity patterns of ethnic Russians in Kazakhstan, which resulted from the process of consolidation of the vigorous state-protected ethnic Kazakh identity. Losing the previous dominant position in demography, the Russians bowed to the inevitable Kazakhification of the society. The change in the language preferences shows that the new generation of Russians is gradually accepting the new trend – Kazakh–Russian bilingualism – which is being promoted and implemented by the government of Kazakhstan and by the overwhelmingly ethnocratic Kazakh political elite.

AbstractThis article seeks to explain why such a wide range of Cuban cultural producers have opted to remain on the island and work ‘within the revolution’, despite all the notorious problems caused by state censorship, political persecution and material shortages. It accounts for the importance of culture to the legitimacy of the revolutionary government; suggests that the regime has drawn effectively on the long-established significance of culture in Cuba's radical tradition; and illustrates the extent to which the government has backed up its rhetoric of commitment to culture for all with a sustained policy of support for institutions, organisations and events across the island. The main argument is that culture has been a key element – perhaps the only successful element – in the revolution's attempt to implement an alternative model of modernity that was distinctive not only from the Western capitalist version but also from that promoted by the Soviet Union.

The Arctic Data Buoy Program described in this article is designed to provide certain fundamental data from an inaccessible region, using automatic devices rather than costly manned stations. The first effort in that direction was the Soviet Drifting Automatic Radiometeorological Stations (DARMS) programme of the 1950s and 1960s (Olenicoff, 1968). These buoys reflected the then state of technology which involved the use of heavy storage batteries and a method of location by high frequency (HF) radio wave triangulation (Figs 1,2; Table 1). Restrictions of that system—high cost, weight, and limited range and accuracy of HF radio wave triangulation— apparently caused the Soviet Union to terminate the programme. At about the same time satellite navigation and data transmission technology, developed in the United States, created a new generation of data buoys. These buoys can accommodate a wide range of sensors, data compression and pre-processing devices and hull designs, for stationary use on land, as moored or drifting ocean data buoys, or on sea ice; they can be installed on land, in the ocean from ships, or by parachute drops from aircraft.

Abstract: The paper is devoted to the development of Soviet genetics in the higher school in the second half of the 1960s. Currently history of Russian genetics is becoming a popular research subject among Russian and foreign historians. Tragic events, which befell Soviet genetics in mid 20th century have been thoroughly examined both in scientific and popular accounts. Thus development of genetics during the later period of Soviet history makes a more suitable subject for a rigorous historical investigation. In the late 1960s Soviet science and technology policy in regard to biological research was aimed at the restoration of losses suffered due to the rise of Lysenkoism. This period has not yet been duly investigated and there are almost no publications authored by professional historians dedicated to genetics research in the Soviet Union in the 1960-80s. To a certain extent this gap has been covered in the author’s earlier publications. The research is based on the wide range of archive documents from the archives of Moscow, Saint- Petersburg and Novosibirsk. Also, significant place is given to oral sources. The paper underlines that Leningrad and Novosibirsk Universities made a great contribution to the revival of human resources in the Soviet genetics. At the same time many other biological departments and institutes were going through the reorganization of the Soviet biology with lots of difficulties. The examples of the All-Union Institute of Plant Industry of the VASKhNIL and the Novosibirsk agricultural institute vividly illustrated that Lysenkoists still held an important positions in the field of science and education. Besides, the lack of material supplies of the chairs and laboratories had a destructive influence.

The purpose of the work is to study historical aspects of the development in the USSR of Elementary Music Education, created by a German teacher, musician and composer Carl Orff. The article substantiates the value of this pedagogical system and the prospects for its use in the training and educational process. The initial stage of the introduction of Elementary Music Method in the Soviet Union and the organization of the Carl Orff Pedagogical Society are considered. As a result of applying theoretical scientific research methods, the main factors that influence the process of introducing a new direction in music education are established. The significance of the unified system of music and movement education created by Carl Orff is defined. The system developed by Russian and Soviet enlightener, music theorist, teacher, performer and public figure Boleslav Leopoldovich Yavorsky correlates with German teacher's system. The author analyzes the reasons for which the system developed by B. L. Yavorsky is not widespread in our country. The significance of the activities of the musicologist, historian and publicist Oksana Timofeevna Leontyeva, an active promoter of the Elementary Music System and the first researcher of Orff-composer and Orff-children's music teacher, is determined. The article stresses the first contacts between Soviet musicians and their German colleagues during the visit to the Carl Orff Institute in Salzburg. Emphasis is placed on the importance of publishing literature describing the content, methods and principles of Elementary Music for Soviet teachers interested in new areas of music education and upbringing. Educational institutions are indicated, in which attempts are made to use C. Orff's methods in classrooms. The author reveals the optimization of processes of introducing domestic musicians to the methods of music and movement education, caused by the arrival in the USSR of foreign experts in the field of musical pedagogics. The role of Lev Vyacheslavovich Vinogradov, one of the first followers of new directions in music education, is priceless, as is the importance of his pedagogical activity and his contribution to the popularization and implementation of the method combining music and movement education.

The emergence of pedagogical technologies and their mass introduction dates back to the 1960s. Reformation of the American and European schools was provoked by reinterpretation of the learning goals. However, the historical roots of some pedagogical technologies are much older than studies of J. Carroll and D. Bruner – renowned authorities in this area of research. One of these technologies is cooperative learning. Initially recognized as a key component of humanistic pedagogy of J. Dewey, this technology has been further developed in works of many Soviet and foreign scholars. In the 1920s, the works by J. Dewey had a serious impact on the reformation of the Soviet education system, which aimed to educate the entire population of the Soviet Union. However, for some reasons, the gradual introduction of cooperative learning into learning process took a break in the 1930s. Since the late 1990s, a serious pedagogical crisis has emerged in the Russian Federation, which cannot be mended by traditional education system; it encourages many teachers to look at the well-studied pedagogical technologies from a different perspective. Today the social order sets new requirements concerning a major breakthrough in training a person. Teamwork and analytical thinking skills, the ability to lifelong self-education and self-develop-ment require fundamental changes in the traditional education system. At the same time, for the successful implementation of pedagogical technology, it is necessary to resolve a number of issues related to the essence of the concept of cooperative learning and the definition of components. Research relevance is indicated, the historical roots and essence of the concept of pedagogical technology of cooperative learning are determined, examples of the practical application of models of this pedagogical technology are exemplified.
