For the Port of Koper the Central and Eastern European market is very important. The Port of Koper is especially interesting for goods flows relating to the exchange of goods on the East – West route (and vice versa) and bound for the EU, in particular to the catchment area of the North Adriatic ports.The year 2009 was a difficult year for business, especially due to the uncertain international economic situation. In the first nine months of 2010, 16% more goods were handled in the Port of Koper than in the same period in 2009. The container transport especially exploded in tons (45% increase) as well as in container units (40% increase). Within this period they handled 355,000 TEUs (new record) in the container terminal (214,000 TEUs in the same period on the seventh pier in Trieste).The growth of container transport in the Port of Koper as well as the beginning of construction on the new container terminal have made the reconstruction and extension of the current container terminal an absolute priority. The extension is in line with the estimated growth of traffic as well as with the exploitation of present and future terminal capacities.This paper aims to present and analyse: (I) supply chains of the flow of containerised goods through the Port of Koper to/from the countries of Central and Eastern Europe; (II) the changes which enable this boom, current state and strategies to handle even more containers in the future; (iii) market potential, current and future investments in new capacities.

AbstractThe economy of Latvia lags behind economically developed nations approximately fourfold in terms of labour productivity in the tradable sector, which is the key constituent of a modern economy, thereby affecting future sustainable development in the entire country, including the rural areas. The economic backwardness is characteristic of the entire Central and Eastern Europe. This is the heritage of a communist regime that lasted for about half a century and the economic system termed a (centrally) planned economy or a command economy. However, such a term for the communist-period economy is not correct, as it does not represent the purpose it was created for. Accordingly, the paper aims to assess the effect of the communism period on the economic backwardness of the Central and Eastern European region of the EU. A planned economy that existed in all communist countries, with the exception of Yugoslavia, was not introduced to contribute to prosperity. It was intended for confrontation or even warfare by the communist countries under the guidance of the USSR against other countries where no communism regime existed, mostly Western world nations with their market economies. For this reason, it is not correct to term it a (centrally) planned economy or a command economy; the right term is a mobilised (war) economy. An extrapolation of a geometric progression for GDP revealed that during the half a century, Latvia as part of the USSR was forced to spend on confrontation with the West not less than EUR 17 bln. (2011 prices) or approximately one gross domestic product of 2011. The research aim of the paper is to assess the effect of the communism period on the economic backwardness of the Central and Eastern European region of the EU.

This chapter focuses on Central and Eastern European (CEE) member states of the EU, and how they positioned themselves in the new constellation of conflicts within the EU in the aftermath of the multiple crisis. It deals mainly with the Visegrad Group (V4) and explores its ‘repositioning’ in regard to two crisis-ridden policy fields of the EU: controversies about the rule of law and the refugee crisis. With regard to the former issue, the chapter discusses Poland as the most prominent case among the CEE countries. Against this background, it highlights two specific aspects of domestic politics: the memory games that the V4 countries play with their past and the Euroscepticism of government circles as well as a broader public.

The Eastern European political and para-political responses to the ‘refugee crisis’ demonstrate a schism between the ‘old’ and the ‘new Europe’. Hostile attitudes reveal how unresolved post-imperial pasts currently manifest themselves in a seeming inability to show solidarity and empathy for the human suffering of others. To address this question critically, I utilize the notion of ‘independence’ to disentangle the specific neoliberal political mentality that has developed in the Central and Eastern European region, along with a variety of ethno-nationalisms which relive their own past wounds. In countries which have wiped away almost all reminders of their socialist past, solidarity and collectivity are not widely subscribed-to values. Apart from the immediate need to act alongside other European countries and help to accommodate current refugee flows, the Eastern Bloc has a long and necessary journey ahead. This is to negotiate and address their own social and cultural pluralities, which have been deliberately ignored in the rush to join the club of the worlds’ wealthiest democracies in the EU. During this formally accelerated political process, insufficient attention has been paid to social transformations in these new EU countries, including their reluctance to take in and accommodate new migrants and refugees.

With the European Union growing eastwards and with the establishment of important production facilities in the countries of Central and Eastern Europe, the hinterland potential is bound to grow even more. The strategic goal of the Port of Koper is to become one of the best ports in the Southern Europe, to develop from a handling port into a commodity distributional centre. Penetrating and exploiting these markets demands cooperation (integration) with the existing inland terminals (logistic centres) and establishing of new ones positioned between Eastern and Western Europe. This paper aims to present and analyse: (I) supply chains of the flow of goods through the Port of Koper to/from the countries of Central and Eastern Europe, (II) the current state and strategies to optimize the flow of goods, (III) market potential, investments in new terminals and capacities. Regional cooperation is mutually beneficial collaboration between neighbouring countries. This holds regardless of whether it is a matter of cooperation between the Benelux countries, the Nordic–Baltic states, France and Germany, or the Visegrad countries. The last-mentioned countries' dismissive attitude to tackling the migration crisis has thrust them into the limelight. The most recent cooperative forums in the Central Eastern Europe region, such as the Slavkov Triangle and the Three Seas Initiative, evidence a new dynamic and a regrouping of forces on the basis of national interests and EU themes. Western and Eastern Europe have different approaches to the most pressing challenges, such as migration. These differences have caused deep divisions between their respective leaders. However, the disagreements on the migration issue and the future of the EU notwithstanding, regional cooperation among the Central and Eastern European countries remains valuable in areas that include the integration process, security and defence.

AbstractThe paper evaluates the convergence paths of Central and Eastern European member states of the EU during the 2010s, when the main task for these countries was avoiding the middle-income trap—when wages are not so low anymore to compete with less developed countries, while innovation is not developed enough yet to compete with developed countries. Using various statistical indicators, the paper shows that while most countries in the region have been on a convergence path during the decade under analysis, not all succeeded in avoiding the trap. While some countries successfully implemented policies to step on the path of productivity- and innovation-led growth (Czechia, Slovenia, Estonia, and Lithuania), in several other states, growth was supported mainly by low costs and loose monetary conditions including significant transfers from the EU. The comparative analysis of Estonia and Hungary illustrates the different growth models and shows how the institutional system plays a key role in exiting the trap.

From the ports in the northern Adriatic Sea (ports of Ravenna, Venezia, Trieste, Koper, Rijeka) a route from European ports of North Sea to the Far East is shorter by about 2000 nautical miles. It means a reduction of 6 to 8 days in shipping. These ports are reachable from commercial and industrial centers of Central and Eastern Europe. An assessment of the current situation and future development of the European transport corridors North - South, including possible interconnection by multimodal corridors Baltic ports in the north and Adriatic ports in the south, is included in this paper. This corridor is one of the ten basic corridors included in the new conception of the TEN-T European transport network with the assumption of financial support from the EU in the period of 2014-2020. Further, the paper also includes an analysis of a modal assessment (Modal Split) of transport connections of Central Europe with the Far East. The heart of the paper is a proposal of connection of chosen seaports that serve as logistics terminals to current European multimodal corridors and further to proposed multimodal corridors.


Significance The UK government says it is determined that free movement of people from the EU will end after Brexit. Impacts An upcoming immigration White Paper will provide greater clarity about the UK government’s approach. Proposals to reform the EU's Posted Workers Directive could trigger Eastern European opposition, deepening the east-west divide. Stricter post-Brexit UK immigration policies could lead to labour shortages and skills gaps in sectors such as agriculture and health. Improving euro-area economic prospects could encourage EU nationals living in the United Kingdom to return to the continent.

The following editorial offers a reflection on the situation of Central and Eastern Europe with a special focus on the European Union’s Eastern Neighbourhood and Russia. In the past few years, we have witnessed the divisive impact of neoliberalism, economic recession, Britain’s departure from the EU, the refugee and migrant crisis which further shattered societies along cultural lines, the aggressive expansionism of Russia exploiting the weakness of the West, and more recently, the outbreak of the COVID-19 pandemic with an unprecedented impact on societies, global health and economy. The editorial reflects on how Central and Eastern Europe scores among the imaginative geographies and how these imaginative geographies translate into geopolitics concerning hard and soft power application in the Eastern European Neighbourhood.

This article examines foreign direct investment (FDI) in the European context and assesses the significance of relocation of production and workplaces from the west to the east. The first part of the article provides a statistical overview of FDI in central and eastern European countries (CEECs) for the last five years. Structural features of FDI flow and stock are presented and the trend of an increasing role for reinvested profits is examined. The second part focuses on the qualitative features of FDI and foreign trade. It provides evidence of the incidence of relocation, the growing role of intra-industrial trade, and the changing role of manufacturing in the economies of the EU-15 and the CEECs.
