Among the features of surgical care for patients with COVID-19 are the need for strict compliance with the epidemiological regime, minimizing the number of staff in the operating room, the possible minimization of surgical interventions and reducing their duration. The most important task in these conditions is the safety of personnel. Materials and methods. The results of surgical treatment of 85 pa-tients with acute surgical pathology are presented, and the presence of the virus was confirmed by the results of laboratory tests in 75.3 %. 24.7 % of patients had a clear picture of pneumonia of viral etiology with a high probability. All operations were performed in compliance with the epidemiological regime by pre-trained and instructed per-sonnel in compliance with the rules of asepsis and antiseptics. Discussion of results. There are no fundamental changes in the tac-tics of management of patients with acute surgical pathology. Howev-er, in the presence of the patient, in addition to acute surgical disease, COVID-19 and viral pneumonia of varying severity, it is necessary to take into account the increased risk of both bacterial and thrombo-embolic complications. Conclusions. Given the limitations caused by the spread of COVID-19, emergency surgical care should be provided to all pa-tients in a timely, highquality and complete manner. Any action of the emergency surgical service must be justified by the specific situa-tion, with the absolute priority of public and patient safety.

Classic linear assignment method is a multi-criteria decision-making approach in which criteria are weighted and each rank is assigned to a choice. In this study, to abandon the requirement of calculating the weight of criteria and use decision attributes prioritizing and also to be able to assign a rank to more than one choice, a multi-objective linear programming (MOLP) method is suggested. The objective function of MOLP is defined for each attribute and MOLP is solved based on absolute priority and comprehensive criteria methods. For solving the linear programming problems we apply a recurrent neural network (RNN). Indeed, the Lyapunov stability of the model is proved. Results of comparing the proposed method with TOPSIS, VICOR, and MOORA methods which are the most common multi-criteria decision schemes show that the proposed approach is more compatible with these methods.

Vaccination remains the most effective way to prevent COVID-19. The aim of the present study was to assess the incidence of COVID-19 hospitalizations after vaccination, as well as the effect of prior vaccination on hospitalization outcomes among patients with COVID-19. We analyzed and compared all consecutive patients, with or without prior vaccination, who were admitted to our hospital network due to COVID-19 from January to April 2021. Our primary outcome was to identify and describe cases of COVID-19 hospitalized after vaccination. We also utilized a multivariate logistic regression model to investigate the association of previous vaccination with hospitalization outcomes. We identified 915 consecutive patients hospitalized due to COVID-19 with 91/915 (10%) previously vaccinated with at least one dose of a COVID-19 vaccine. Utilizing our multivariate logistic regression model, we found that prior vaccination, regardless of the number of doses or days since vaccination, was associated with decreased mortality (aOR 0.44, 95% CI: 0.20–0.98) when compared to unvaccinated individuals. Our study showed that COVID-19 related hospitalization after vaccination may occur to a small percentage of patients, mainly those who are partially vaccinated. However, our findings underline that prior vaccination, even when partial, is associated with a decreased risk of death. Ongoing vaccination efforts should remain an absolute priority.

Abstract Strategic leadership is the most important action undertaken during a war and is therefore the main target of the opponent. Hybrid warfare is the war of the present and the future, and within it, the action against leadership is carried out according to new rules and has absolute priority. The working hypotheses validated in this article demonstrate that the influence of leadership begins with the process of forming command cadres and continues with the action of cyber attack on the technical management systemsl.

In this essay, non-native speaker teachers teaching speaking under the foreign language learning context would be analyzed. Instead of simply regarding native speaker teachers as the absolute priority in teaching speaking, non-native speaker teachers could also effectively impart speaking skills to students with their bilingual proficiency, second language learning experience and direct access to the cultural context of their students. After further studies, the unique competence of non-native speaker teachers would be revealed through this essay.

The COVID-19 pandemic has revealed the failure of the state to withstand emergencies, threatening the lives of millions of citizens. By introducing regimes of social and economic lockdowns in fighting coronavirus, the state faced a societal crisis. Its consequences can't be overestimated, especially due to economic recovery. The growing distrust of households in the state was caused by the disruption of their usual way of living, the growth of unemployment, and the deterioration in their well-being. So people began to distinguish significant differences between their individual values and preferences institutionalized by the state. Hence, the priority for the state should be to restore citizens' confidence by creating a more inclusive societal environment, minimizing the negative consequences of the societal crisis. Infrastructure PPP projects can demonstrate the social preferences' public priority. The “institutional matrix” of PPP organizational forms makes it possible to choose conditions for public projects' implementation with the absolute priority of the healthcare system.

Probabilistic yielding behavior is commonly observed at permitted left-turn signalized intersections in China. Nevertheless, its impact on traffic capacity has not been explored in existing research. The uniqueness of this traffic operation is that neither left-turn traffic nor through traffic holds an absolute priority. Based on queuing theory, this research developed an analytical capacity model that took into account the probabilistic priority phenomenon at permitted left-turn signals. To validate the developed capacity model, stochastic simulations with different combinations of left-turn traffic yielding rates and through-traffic flow rates were performed. It was found that modeling results from the analytical model precisely matched the stochastic simulation results. In comparison with traditional capacity estimation models that assumed through traffic holds an absolute priority, this research revealed that when through-traffic flow rate is around 1000 vehicles per hour (vph), the capacity of left-turn traffic increased from 233 vph to 536 vph when left-turn traffic yielding rates decrease from 1 to 0.2; whereas when left-turn traffic yielding rates decreased from 0.2 to 0, left-turn capacity increased sharply to 1200 vehicles per hour (vph). In this regard, it is critical to take into account the probabilistic left-turn yield behavior when developing permitted left-turn signal warrants.

COVID-19 has forced governments to make drastic changes to healthcare systems. To start making informed decisions about cancer care, we need to understand the scale of COVID-19 infection. Therefore, we introduced swab testing for patients visiting Guy’s Cancer Centre. Our Centre is one of the largest UK Cancer Centers at the epicenter of the UK COVID-19 epidemic. The first COVID-19 positive cancer patient was reported on 29 February 2020. We analyzed data from 7-15 May 2020 for COVID-19 tests in our cancer patients. 2,647 patients attended for outpatient, chemotherapy, or radiotherapy appointments. 654 were swabbed for COVID-19 (25%). Of those tested, 9 were positive for COVID-19 (1.38%) of which 7 were asymptomatic. Cancer service providers will need to understand their local cancer population prevalence. The absolute priority is that cancer patients have the confidence to attend hospitals and be reassured that they will be treated in a COVID-19 managed environment.

Lately, due to importance and actuality of both practice and theory organization tax administration in the function reduction tax evasion. Modern tax administrations are primarily revenue-raising agencies, exist and work on the principles of mutual compliance, keeping up with the latest taxation trends to maximize value for the overall economy. Tax evasion is a serious problem in the modern world that is present in various forms and proportions everywhere, even in economically strong and organized countries. Tax administration is an important determinant within every economic system and it cannot be operational if it is isolated from other institutions. No tax administration is immune to tax evasion, just different methods of tax evasion. A professional, accountable, accessible, effective, serviceable and efficient tax administration serving the best interests of taxpayers and impact-oriented organizations should be an absolute priority in the work of a single tax authority. The aim of this paper is to analyze the satisfaction of the respondents' attitudes with the phenomena related to tax evasion.

Abstract During the European sovereign debt crisis of 2011–13, some nations faced with rising borrowing costs adopted commitments to treat bondholders as priority claimants. That is, if there were a shortage of funds, bondholders would be paid first. In this article, we analyse the prevalence and variety of these types of commitments and ask whether they impact borrowing costs. We examine a reform that was widely touted at the height of the Euro sovereign debt crisis in 2011, in which Spain enshrined in its constitution a strong commitment to give absolute priority to public debt claimants. We find no evidence that this reform had any impact on Spanish sovereign bond yields. By contrast, our examination of the US Commonwealth of Puerto Rico suggests that constitutional priority promises can have an impact, at least where the borrower government is subject to supervening law and legal institutions.
