Indigenous Peoples and Local Communities (IPLCs) have inhabited coastal areas, the seas, and remote islands for millennia, and developed place-based traditional ancestral knowledge and diversified livelihoods associated with the biocultural use of marine and coastal ecosystems. Through their cultural traditions, customary wise practices, and holistic approaches to observe, monitor, understand, and appreciate the Natural World, IPLCs have been preserving, managing, and sustainably using seascapes and coastal landscapes, which has been essential for biodiversity conservation. The international community has more than ever recognized the central role of IPLCs in the conservation of biodiversity-rich ecosystems, in particular, for the achievement of the Global Biodiversity Targets determined by the Parties to the United Nations Convention on Biological Diversity to tackle biodiversity loss. However, much remains to be done to fully recognize and protect at national levels IPLCs’ Traditional Biodiversity Knowledge (TBK), ways of life, and their internationally recognized rights to inhabit, own, manage and govern traditional lands, territories, and waters, which are increasingly threatened. At the 2018 4th World Conference on Marine Biodiversity held in Montréal, Canada, eight themed working groups critically discussed progress to date and barriers that have prevented the achievement of the Aichi Biodiversity Targets agreed for the period 2011–2020, and priority actions for the Post-2020 Global Biodiversity Framework. Discussions in the “Application of Biodiversity Knowledge” working group focused on Targets 11 and 18 and the equal valuation of diverse Biodiversity Knowledge Systems (BKS). This Perspective Paper summarizes the 10 Priority Actions identified for a holistic biodiversity conservation, gender equality and human rights-based approach that strengthens the role of IPLCs as biodiversity conservation decision-makers and managers at national and international levels. Furthermore, the Perspective proposes a measurable Target 18 post-2020 and discusses actions to advance the recognition of community-based alternative conservation schemes and TBK to ensure the long-lasting conservation, customary biocultural use, and sustainable multi-functional management of nature around the globe.

AbstractThe Ninth Conference of the Parties to the UN Convention on Biological Diversity (COP9) in May 2008 in Bonn was one of the major international environmental meetings in 2008. Its decisions significantly advance global biodiversity politics on a range of critical issues and thereby help achieving the global target of substantially reducing current rates of biodiversity loss by 2010. This article describes the main decision adopted by COP9 on biofuels, marine biodiversity, biodiversity and climate change, access and benefit-sharing and the science-policy interface of international biodiversity politics.

Cities have a critical role to play in meeting global-scale biodiversity targets. Urban socio-ecological systems connect human and ecological well-being. The outsized impact of cities reaches well-beyond their geographic borders through cultural, ecological, and economic interactions. Although cities account for just 2% of the earth's surface, they host over half of the human population and are responsible for 75% of consumption. The Parties to the Convention on Biological Diversity (CBD) and others have acknowledged the important role cities can play in achieving global targets. In response, at least 110 cities have produced plans focused on biodiversity, but we do not know the extent to which these city plans align with global targets or what role they play in achieving these targets. Here, we explore the relationship between global biodiversity conservation targets and local biodiversity plans to identify how elements at the two scales align or diverge. We compared the CBD Strategic Plan 2011–2020 (Aichi Targets) with 44 local biodiversity plans (often called LBSAPs) from cities around the world. We analyzed more than 2,800 actions from the local plans to measure the relationship with these global targets. Our results show how local approaches to biodiversity conservation can inform post-2020 global frameworks to improve coordination between global and local scale processes. We identify actions particular to the local scale that are critical to conserve global biodiversity and suggest a framework for improved coordination between actors at different scales that address their respective roles and spheres of influence.

The Convention on Biological Diversity (CBD) continues to promote marine protected areas (MPAs) as a preferred tool for marine biodiversity conservation, in spite of concerns over their effectiveness and equity. However, explanations for this consensus on the utility of MPAs focus primarily on their measurability and ignore the ways in which they are conceptualized through ongoing governance processes. Drawing on the results of collaborative event ethnography at the Tenth Conference of the Parties to the CBD, this paper adopts the concepts of boundary objects and scalar narratives to analyze the ways in which consensus on MPAs is produced, in spite of conflicting understandings of MPA forms and functions. Both a local narrative of participatory MPAs and a global narrative of science driven high seas conservation articulate a regional scale as ideal for MPA governance, although with different priorities. Ultimately, consensus at the CBD is enabled only by accommodating competing visions of MPAs.

In May, nations of the world will meet to negotiate the post-2020 Global Biodiversity Framework under the Convention on Biological Diversity. An influential ambition is “bending the curve of biodiversity loss”, which aims to reverse the decline of global biodiversity indicators. A second relevant, yet less prominent, milestone is the 20th anniversary of the publication of The Unified Neutral Theory of Biodiversity and Biogeography. Here, I apply neutral theory to show how global biodiversity indicators for population size (Living Planet Index) and extinction threat (Red List Index) decline under neutral ecological drift. This demonstrates that declining indicators alone do not necessarily reflect deterministic species-specific or geographical patterns of biodiversity loss. Thus, “bending the curve” could be assessed relative to a counterfactual based on neutral theory, rather than static baselines. If used correctly, the 20-year legacy of neutral theory can be extended to make a valuable contribution to the post-2020 Global Biodiversity Framework

Marine protected areas (MPAs) have proven to be a valuable tool for both promoting the sustainable use of marine resources and long-term biodiversity conservation outcomes. Targets for marine protection under the Convention on Biological Diversity have seen rapid growth in MPAs globally, with progress judged using targets for total area protected rather than evaluating growth based on the capacity to protect biodiversity. The value of a MPA network to biodiversity conservation depends on a range of attributes of both individual MPAs and portfolios of MPAs, which are not captured by simple area-based targets. Therefore, a clear and efficient set of metrics are needed to effectively evaluate progress towards building MPA networks, considering the representation and adequacy of protection for biodiversity. We developed a universally applicable set of metrics that can evaluate network structure in relation to its capacity to conserve marine biodiversity. These metrics combine properties of effective individual MPAs with metrics for their capacity to function collectively as a network. To demonstrate the value of these metrics, we apply them to the Australian MPA network, the largest in the world. Collectively, the indicators suggest that while Australia has made significant progress in building a representative and well-structured MPA network, the level of protection offered to marine biodiversity is generally low, with insufficient coverage of no-take MPAs across many bioregions. The metrics reveal how the current value of the MPA network could be greatly increased by reducing the prevalence of multi-use zones that allow extractive activities known to negatively impact biodiversity.

Humanity will soon define a new era for nature – one that seeks to correct decades of underwhelming responses to the global biodiversity crisis. Area-based conservation efforts, which include both protected areas and other effective area-based conservation measures, are likely to extend and diversify. But persistent shortfalls in ecological representation, management effectiveness and measurable biodiversity outcomes diminish the potential role of area-based conservation in stemming biodiversity loss. Here we show how protected area expansion by governments since 2010 has had limited success in increasing biodiversity coverage, and identify four emergent issues that –if addressed – will enhance the performance of area-based conservation post-2020. We close with recommendations for a broad biodiversity agenda that maximises the potential of area-based conservation. Parties to the Convention on Biological Diversity must recognise that area-based conservation primarily focuses on local threats to species and ecosystems, and needs enhanced emphasis on biodiversity outcomes to better track and fund its contribution to global conservation efforts.

Biodiversity loss is a social and ecological emergency, and calls have been made for the global expansion of protected areas (PAs) to tackle this crisis. It is unclear, however, where best to locate new PAs to protect biodiversity cost-effectively. To answer this question, we conducted a spatial meta-analysis by overlaying seven global biodiversity templates to identify conservation priority zones. These are then combined with low human impact areas to identify cost-effective zones (CEZs) for PA designation. CEZs cover around 38% of global terrestrial area, of which only 24% is currently covered by existing PAs. To protect more CEZs, we propose three scenarios with conservative, moderate, and ambitious targets, which aim to protect 19, 26, and 43% of global terrestrial area, respectively. These three targets are set for each Convention on Biological Diversity party with spatially explicit CEZs identified, providing valuable decision support for the post-2020 global biodiversity framework.

In 2010, the Conference of the Parties of the Convention on Biological Diversity agreed on the Strategic Plan for Biodiversity 2011–2020 in Aichi Prefecture, Japan. As this plan approaches its end, we discussed whether marine biodiversity and prediction studies were nearing the Aichi Targets during the 4th World Conference on Marine Biodiversity held in Montreal, Canada in June 2018. This article summarises the outcome of a five-day group discussion on how global marine biodiversity studies should be focused further to better understand the patterns of biodiversity. We discussed and reviewed seven fundamental biodiversity priorities related to nine Aichi Targets focusing on global biodiversity discovery and predictions to improve and enhance biodiversity data standards (quantity and quality), tools and techniques, spatial and temporal scale framing, and stewardship and dissemination. We discuss how identifying biodiversity knowledge gaps and promoting efforts have and will reduce such gaps, including via the use of new databases, tools and technology, and how these resources could be improved in the future. The group recognised significant progress toward Target 19 in relation to scientific knowledge, but negligible progress with regard to Targets 6 to 13 which aimed to safeguard and reduce human impacts on biodiversity.

AbstractI address a contentious element in forest property relations to illustrate the role of ownership in protecting and expanding of forest cover by examining the extent to which rural communities may legally own forests. The premise is that whilst state-owned protected areas have contributed enormously to forest survival, this has been insufficiently successful to justify the mass dispossession of customary land-owning communities this has entailed. Further, I argue that state co-option of community lands is unwarranted. Rural communities on all continents ably demonstrate the will and capacity to conserve forests – provided their customary ownership is legally recognized. I explore the property rights reforms now enabling this. The replication potential of community protected forestlands is great enough to deserve flagship status in global commitments to expand forest including in the upcoming new Convention on Biological Diversity (CBD).

AbstractExperiments showed that biodiversity increases grassland productivity and nutrient exploitation, potentially reducing fertiliser needs. Enhancing biodiversity could improve P-use efficiency of grasslands, which is beneficial given that rock-derived P fertilisers are expected to become scarce in the future. Here, we show in a biodiversity experiment that more diverse plant communities were able to exploit P resources more completely than less diverse ones. In the agricultural grasslands that we studied, management effects either overruled or modified the driving role of plant diversity observed in the biodiversity experiment. Nevertheless, we show that greater above- (plants) and belowground (mycorrhizal fungi) biodiversity contributed to tightening the P cycle in agricultural grasslands, as reduced management intensity and the associated increased biodiversity fostered the exploitation of P resources. Our results demonstrate that promoting a high above- and belowground biodiversity has ecological (biodiversity protection) and economical (fertiliser savings) benefits. Such win-win situations for farmers and biodiversity are crucial to convince farmers of the benefits of biodiversity and thus counteract global biodiversity loss.
