ABSTRACT Information management during the North Cape spill was successful on many levels. Communication within the incident command system (ICS) was exceptionally efficient. New information technology, including digital cameras and World Wide Web home pages, was used to disseminate pictures and spill status information. On-line interviews with the federal on-scene coordinator (FOSC) and experts from the NOAA Scientific Support Team helped to provide information to the affected community and interested persons and organizations around the world. This poster session will show examples of the products and technologies that were available to the incident command staff and the general public.

ABSTRACT In recent years, the usefulness of the incident command system (ICS) has received much attention. Much of the oil industry and several government agencies involved in all types of emergency response have been using ICS for many years. In addition, the U.S. Coast Guard formally adopted the national interagency incident management system (NIIMS) ICS as the response management system of choice in February of 1996. The response to the tank barge North Cape grounding was a complex multiagency effort that brought with it many of the issues and problems responders face when dealing with crisis situations. This paper describes the ICS-based organization that was established to respond to the major North Cape oil spill, analyzes the organization compared to standard ICS, and discusses how the ICS framework and principles contributed to the success of the response. It also explains how closer conformity to standard ICS could have remedied many of the issues that later surfaced as lessons learned, resulting in improved response efficiency. The North Cape response provides a vivid example of how ICS is a helpful management tool that, if rigorously learned and applied in a widespread fashion, can greatly enhance the nation's oil spill response posture.

ABSTRACT Oil spills can have significant impact on wildlife. Documenting the spatial and temporal data associated with oil spills is an important component that aids in all phases of the response. After struggling long hours to incorporate hardcopy records into a Geographic Information System (GIS), the California Department of Fish and Wildlife, Office of Spill Prevention and Response (OSPR) recognized the importance of developing a wildlife recovery application specifically designed for the Wildlife Branch within the Incident Command System (ICS). The Wildlife Recovery Application (WRA) is an iOS based program designed to work optimally on an iPhone. The objective of the application was to keep it simple intuitive, reliable, and effective. The WRA can be used with minimal training and has the ability to operate in environments without cellular service. The interface permits the user to visually review the data and photographs, allowing the user to electronically transmit the information to the GIS Unit remotely once cell service or wireless internet has been established. Once the data is transmitted to the Incident Command Post (ICP), the information can be quickly integrated into a GIS. This eliminates the difficult task of manually inputting data from handwritten field notes that may have been compromised by the environmental elements or illegible due to variations in handwriting styles or penmanship. Lastly, the Care and Processing Group within the Wildlife Branch can integrate the data into an on-line medical database designed specifically for wildlife rehabilitators to collect, manage and analyze data for their individual wildlife patients.

ABSTRACT Spill responses are information-intensive events. The Incident Command System (ICS) does not adequately address the concepts and techniques of response information management, particularly the internal information flow used to manage the response. Automated systems based on Incident Command System forms do not provide the solution. Response information management procedures must be planned. Both internal and external information needs must be identified so that resources can be allocated to ensure effective information flow. Personnel at all levels in a response need to understand the concept of proactive, aggressive information management. This paper reviews lessons learned from spill exercises and actual spill responses over the past 5 years. It also discusses considerations for improving the flow of information within the ICS. It recommends specific training and planning guidelines for gathering, displaying, and distributing response information.

One scenario put forward by researchers, political commentators and journalists for the collapse of North Korea has been a People’s Power (or popular) rebellion. This paper analyses why no popular rebellion has occurred in the DPRK under Kim Jong Un. It challenges the assumption that popular rebellion would happen because of widespread anger caused by a greater awareness of superior economic conditions outside the DPRK. Using Jack Goldstone’s theoretical expla-nations for the outbreak of popular rebellion, and comparisons with the 1989 Romanian and 2010–11 Tunisian transitions, this paper argues that marketi-zation has led to a loosening of state ideological control and to an influx of infor-mation about conditions in the outside world. However, unlike the Tunisian transitions—in which a new information context shaped by social media, the Al-Jazeera network and an experience of protest helped create a sense of pan-Arab solidarity amongst Tunisians resisting their government—there has been no similar ideology unifying North Koreans against their regime. There is evidence of discontent in market unrest in the DPRK, although protests between 2011 and the present have mostly been in defense of the right of people to support themselves through private trade. North Koreans believe this right has been guaranteed, or at least tacitly condoned, by the Kim Jong Un government. There has not been any large-scale explosion of popular anger because the state has not attempted to crush market activities outright under Kim Jong Un. There are other reasons why no popular rebellion has occurred in the North. Unlike Tunisia, the DPRK lacks a dissident political elite capable of leading an opposition movement, and unlike Romania, the DPRK authorities have shown some flexibility in their anti-dissent strategies, taking a more tolerant approach to protests against economic issues. Reduced levels of violence during periods of unrest and an effective system of information control may have helped restrict the expansion of unrest beyond rural areas.

Innovations change the world in all spheres of life, and education is not an exception. Modern requirements of time put us new challenges that require the use of new information technologies at all stages of the educational process in higher education institutions, in particular the use of the Internet. In addition, it has been noted that Internet resources increase motivation and contribute to the formation of a fully developed personality. Testing and evaluating students' knowledge and abilities is an integral part of the credit-module system. One of the forms of evaluation of the initial level of knowledge, consolidation and improvement of assimilation of information is testing. It should be noted that in a number of countries, testing has shifted traditional forms of control — oral and written exams and interviews. However, in Ukraine, educators remain adherents of a combination of testing and classical analysis of material. It allows the most efficient distribution of the training time of a practical class, 100% control of the knowledge and the effectiveness of mastering the material of all the students of the academic group. Technical progress stimulates the search for new variants and possibilities of testing, its various variations. One of the options that can help solve this problem was a smartphone. In order to facilitate the work of the teacher at the Department of Microbiology, an online testing system with the use of smartphones was introduced. Online testing is conducted among students with Ukrainian and English language training. With the Google Forms platform, the teacher creates a form which contains the student's records and tests. Students directly from the teacher get a link to fill out an online form directly at the lesson. For testing, a database containing standard KROK-1 licensed test tasks is used. The form can contain any number of test tasks that are in arbitrary order, as well as a changed order of distractors, which makes it impossible to write off. At the same time, all students are in the same conditions: all write one option. After submitting the form, the student receives a notification that his response is recorded. Re-linking is not possible. In turn, the teacher receives a message on the result of the test in the table — the ratio of correct answers to the total number of questions, as well as options for their answers. First and foremost, questions are displayed on which students gave the largest number of incorrect answers. This allows the topic to be considered in the process of discussion of the most difficult tasks from the students perspective, and in the future it will allow more efficiently to create forms for on-line tests and to focus on these issues.

Background: Measles is a highly contagious virus that reemerged in 2019 with the highest number of reported cases in the United States since 1992. Beginning in March 2019, The Johns Hopkins Hospital (JHH) responded to an influx of patients with concern for measles as a result of outbreaks in Maryland and the surrounding states. We report the JHH Department of Infection Control and Hospital Epidemiology (HEIC) response to this measles outbreak using a multidisciplinary measles incident command system (ICS). Methods: The JHH HEIC and the Johns Hopkins Office of Emergency Management established the HEIC Clinical Incident Command Center and coordinated a multipronged response to the measles outbreak with partners from occupational health services, microbiology, the adult and pediatric emergency departments, marketing and communication and local and state public health departments. The multidisciplinary structure rapidly developed, approved, and disseminated tools to improve the ability of frontline providers to quickly identify, isolate, and determine testing needs for patients suspected to have measles infection and reduce the risk of secondary transmission. The tools included a triage algorithm, visitor signage, staff and patient vaccination guidance and clinics, and standard operating procedures for measles evaluation and testing. The triage algorithms were developed for phone or in-person and assessed measles exposure history, immune status, and symptoms, and provided guidance regarding isolation and the need for testing. The algorithms were distributed to frontline providers in clinics and emergency rooms across the Johns Hopkins Health System. The incident command team also distributed resources to community providers to reduce patient influx to JHH and staged an outdoor measles evaluation and testing site in the event of a case influx that would exceed emergency department resources. Results: From March 2019 through June 2019, 37 patients presented with symptoms or concern for measles. Using the ICS tools and algorithms, JHH rapidly identified, isolated, and tested 11 patients with high suspicion for measles, 4 of whom were confirmed positive. Of the other 26 patients not tested, none developed measles infection. Exposures were minimized, and there were no secondary measles transmissions among patients. Conclusions: Using the ICS and development of tools and resources to prevent measles transmission, including a patient triage algorithm, the JHH team successfully identified, isolated, and evaluated patients with high suspicion for measles while minimizing exposures and secondary transmission.
