Education is the cradle of development and must be properly guarded. Higher institutions are citadels of learning engaging in high intellectual discourse that require quiet ambience. The high noise level in Nigeria’s institutions of higher learning has become a growing concern. This paper reviewed the studies done concerning noise pollution vis-à-vis the noise sources, its effects and abatement measures put in place if any. Modular mini electric generators, road traffics and religious organization’s activities were found culpable to the majority of noises produced both inside the institutions and their neighbourhoods. More than 90% of the institutions' community are exposed to disturbing noise levels. The review showed that most of the institutions’ measured noise levels range between 50 dB(A) and 110 dB(A). Also, the majority of the exposed persons feels helpless while hoping to habituate with the conditions. There is a need, therefore, for the school management to collaborate with the government to ensure that sustainable noise mitigation measures are put in place in the institutions to avert its negatives consequences on students’ performance and staff output.

<p><span>Kenya has great potential for enhancing education for individuals with intellectual disabilities. The fact that it has recognized the need to care for learners with special needs is commendable. In comparison to many African countries, Kenya and Nigeria are ahead in developing programs for special education in institutions of higher learning, and in starting schools and units for special education. However, a legal mandate is still required as it would seal many loopholes that currently exist. Without it, the assessment of individual with intellectual disabilities cannot be administered correctly and professionally. In this article, the authors present a coherent account on various aspects related to learners with intellectual disabilities in Kenya. No doubt, the issues and challenges identified call for attention by not only the government of Kenya but also those interested in improving the status of learners with intellectual disabilities.</span></p>

This chapter examined the challenges associated with students' mental health in a pandemic period like the COVID-19 era and the expected coordinated response measures that should be in place to mitigate such challenges with focus on the mental health of students in institutions of higher learning in Nigeria, the most populous nation on the continent of Africa. Specifically, the review strengthened the need for school counselors' going back to the drawing board to come up with modalities that could keep students psychologically and emotionally healthy. Students normally enjoy school community life but would have to adjust their patterns of social interactions during an outbreak of an infectious disease. The review explored and applied the assumptions of social support theory which laid emphasis on supportive relationships within social contexts. School counselors were charged in this chapter to engage their students' community with digital mental health support to help them remain mentally healthy in spite of the adverse events usually provoked by the presence of a pandemic.

In the present study, a conventional plenum window was incorporated with perforated thin box in order to enhance its performance at frequency range which centralized at 1000 Hz as most of the common noise sources at city nowadays are centralizing around this frequency. The entire studies were conducted in a reverberation room. The effectiveness of jagged flap on mitigating diffracted sound was also studied. Three types of noises were examined in the current study—white noise, traffic noise and construction noises. The experimental results showed that the plenum window with perforated thin box could reduce 8.4 dBA, 8.7 dBA and 6.9 dBA of white, traffic and construction noises, respectively. The jagged flaps did not have significant effect on the plenum window’s noise mitigation performance. When frequencies were ranging from 800 Hz to 1250 Hz, when compared with the case of without perforated thin box, it was found that the perforated thin box had good acoustic performance where it was able to reduce additional 1.6 dBA, 1.6 dBA and 1.2 dBA of white, construction and traffic noises, respectively.

Abstract In the framework of the European Directive 2002/49/EC, from 2012 to 2016, several cities in Greece have completed noise strategic maps with noise action plans that usually define the main strategies to reduce the noise residents are exposed to and introduce and preserve “quiet zones”. Several medium urban agglomerations in Greece (Volos, Larissa, Chania, Heraklion, Corfu, Agrinio, Thessaloniki) have been chosen to also analyse the sound qualities of the soundscapes of specific urban neighbourhoods in order to generate recommendations for the urban design of the soundscapes of these agglomerations in a manner that complements conventional noise mitigation measures. The general principle of this approach is to relate quantitative data (e.g., from measurements, acoustic simulations, urban forms, topography, and traffic model) with qualitative data (e.g., from type of sources, interviews, reports on environmental noise perception) by creating quantitative and qualitative maps. The aim of this study is to propose possible action tools to the relevant authorities aiming at diminishing noise levels in affected areas and also to provide solutions towards a sustainable sound environment both in space and time. This paper presents the main current methodology, selected important results proposed for the urban agglomerations of a typical Southeast Mediterranean country such as Greece.

In contemporary Nigeria, a large number of graduates are turned out from the different tertiary institutions of higher learning every year. The fact is that such graduates while in the school believe that they will be out of school rigour on graduation and will soon start life as soon as they are gainfully employed. But such dreams are in most cases shattered by the non-availability of jobs for such graduates. In the light of this, a good number of people who are graduates from the different higher institutions in Nigeria roam the streets in search of non-existing jobs. This paper deals with speciality areas of music and sculpture, the advantages and benefits inherent in these areas and their roles in generating employment with the major components highlighted. For Nigeria to attain the employment generation level of the post MDGs, there is a need to put in place vocational trainings that would enhance the right input of highly skilled human resources in music and sculpture to feed the labour market for the overall growth and development of the nation.

Noise pollution and its concomitant effects on humans and environment has reached dangerous levels in many urban areas across the world. However, very little is known about the sources and effects of noise pollution within students’ hostels in a developing country like Nigeria. This study investigated urban noise pollution in residential neighbourhoods, using the Nnamdi Azikiwe University students’ off-campus accommodation in Awka, southeast Nigeria as the study area. Data were obtained through measurements of noise levels using sound level meter and by conducting a survey to gather feedback from 260 students in the study area. Descriptive statistics and Chi-Square tests were used to analyse the data; the results revealed mean noise levels of 89.8 dB(A) and 46.9 dB(A) during noisy and quiet periods, respectively. The main sources of noise were portable electricity generators, vehicular traffic and loudspeakers used by students and business operators; they were found to have deleterious effects such as low tolerance, headache, anger, lack of concentration and low productivity on the students. The study concludes by noting that to effectively minimize the effects of noise pollution within urban residential neighbourhoods in the study area and beyond, architects and urban planners should engage in proper land use zoning and the application of sound absorbing materials on walls and locating balconies of residential buildings away from noise sources. In addition, vegetation belts and sound barriers of earth mounds or wood, metal or concrete could also be constructed between the sources of noise and residential buildings, especially in the case of roadside communities.

This study aimed at designing a contextualized Virtual Learning model that suits South African institutions of higher learning. The study identified factors necessary for contextualizing VLE to fit the student's perspective in developing countries. Literature was reviewed to identify the contextualizing factors, based on which a research model was designed and validated using data collected from students at different levels of learning at Tshwane University of Technology, South Africa. The study used quantitative approach and the data was analysed using statistical package called Statistical Package for Social Science (SPSS). Results indicated that, compatibility, complexity, technological factors, organisational and environmental issues as well as mind-set are significant factors for VLEs contextualization. This study contributes theoretically by bridging the gap in literature and apposite model informing the development of VLEs in developing countries. Practically, the findings of this study will be leveraged by institutions of higher learning that want to implement VLEs within their settings.

The FeesMustFall campaign since October 2015 has grown to be one of the biggest movements ever witnessed in the history of South African student politics. Similarly to the struggle waged by 1976 youth against the dominance of Afrikaans as the medium of instruction, FMF challenges the current government and universities to provide free, quality, and decolonized higher education. Considering the slow pace of economic growth, the realization of free and quality education might be an impossible dream. Thus, dropping the fees seems to be a financial relieve to the poor students, but not the panacea to challenges faced by institutions of higher learning. FMF movement challenges both the government and ANC leadership to walk the talk by implementing policies and resolutions taken to transform higher education from declining. The question is, What are the costs and benefit of free education as advocated through FeesMustFall campaign? Can South Africa afford sustainable free education without compromising other areas of need?

The chapter examines possible use of instruments and processes such as ethical clearance in the institutions of higher learning as subtle means of perpetuating inequality and racial prejudice towards the indigenous people of South Africa who had recently emerged from the scourge of apartheid with a hope of democracy ultimately providing not only freedom of association and speech, but also intellectual freedom. Freedom to produce African-based knowledge by Black African intellectuals pursuing their postgraduate studies and academics whose careers are at formative stages. However, their vision of becoming producers of African Indigenous knowledge is thwarted by subtle and invisible activities that are aimed at perpetuate coloniality in the higher institutions of learning. Sadly, ethical clearance process has possibly been utilized to derail research outputs that some of the old guard from historically white universities are uncomfortable to witness, thus continuing to maintain the colonial status quo.

This qualitative research was an attempt to study the extent of applicability of academic freedom in Philippine education in terms of its concept and development. The term has been defined as the freedom of the teacher or research worker in higher institutions of learning to investigate and discuss the problems of his science and to express his conclusions through publication or in the instructions of the students. Political or ecclesiastical authorities or administrative officials of the institution are barred from interfering with this right of the teacher unless the same is contrary to professional ethics. Academic freedom is exclusively the domain of academic community. Academic freedom may be viewed from two standpoints such as the point of view of the educational institution and the point of view of the members of the academe. The first point of view speaks of the freedom of the institution to determine the qualification of its teachers, the course of study and admission policies. From the standpoint of the members of the academe, academic freedom is the freedom of the teacher or research workers in institutions of higher learning to investigate and discuss the problems of his science and to express his conclusions either through publications or in instructions of the students, without interference from political or ecclesiastical authority, or from administrative officials of the institution.
