The development of information technology should be able to be utilized by all parties, including SMEs in Indonesia. Especially during the current COVID-19 pandemic, where there are restrictions on community activities outside the home so that conventional buying and selling activities do not occur anymore. The government encourages community activities to be carried out entirely online. Problems arise because the community is not ready to face this change, including MSME actors who can no longer run their business as usual. However, limited information and lack of infrastructure cause less optimal use of information technology in meeting their business needs. The use of information technology should be an opportunity in order to encourage business growth. Therefore, the PKM FTI Untar team decided to help spread knowledge on the use of information technology to MSME actors in the Jambi City environment. This activity has been carried out for 2 days through the Zoom application. Activities are carried out in the form of webinars. A total of 21 MSME actors in Jambi City became participants in this service activity. The activity was carried out well and received a warm welcome from the participants. The participants also feel more confident to use the available applications in running their business. They also suggested that activities like this be added with direct counseling on the use of e-commerce applications.Perkembangan teknologi informasi seharusnya dapat dimanfaatkan oleh seluruh pihak, tak terkecuali para pelaku UMKM di Indonesia. Terlebih lagi pada masa pandemi COVID-19 saat ini, dimana adanya pembatasan kegiatan masyarakat di luar rumah sehingga membuat tidak terjadi lagi kegiatan jual beli secara konvensional. Pemerintah mendorong agar kegiatan masyarakat dilakukan sepenuhnya secara daring. Permasalahan timbul karena masyarakat tidak siap dalam menghadapi perubahan ini, termasuk juga para pelaku UMKM yang tidak dapat lagi menjalankan usaha seperti biasa. Hanya saja, keterbatasan informasi dan kurangnya infrastruktur menyebabkan kurang optimalnya pemanfaatan teknologi informasi dalam memenuhi kebutuhan usaha mereka. Penggunaan teknologi informasi seharusnya bisa menjadi peluang dalam rangka memdorong pertumbuhan usaha. Oleh karena itu, tim PKM FTI Untar memutuskan untuk membantu menyebarkan pengetahuan terhadap penggunaan teknologi informasi kepada para pelaku UMKM di lingkungan Kota Jambi. Kegiatan ini sudah terlaksana selama 2 hari melalui aplikasi Zoom. Kegiatan dilakukan dalam bentuk webinar. Sebanyak 21 orang  pelaku UMKM di Kota Jambi menjadi peserta dalam kegiatan pengabdian ini. Kegiatan telah terlaksana dengan baik dan mendapatkan sambutan yang hangat dari para peserta. Para peserta pun merasa semakin yakin untuk menggunakan aplikasi-aplikasi yang tersedia dalam menjalankan usaha mereka. Mereka juga menyarankan agar kegiatan seperti ini ditambahkan lagi dengan penyuluhan penggunaan aplikasi e-commerce secara langsung.

This study aims to find out the problems experienced by some students, especially those who live in remote villages related to limited internet network access during the Covid-19 pandemic. This research uses the activity method with continuing education. The subjects sampled in the study were four students of SMK Telkom Medan who live in four different villages with different conditions of limited internet network access. Based on the findings of the researchers, even though they face obstacles in online learning, they are still enthusiastic and struggle to be able to continue online learning despite their limitations. This is very different for students who live in cities with complete facilities but their learning motivation is very low. Then the online activities of some students who had online problems in remote villages were documented and made videos which were then published through social media and online media so that they hoped to generate learning motivation for other students who live with adequate facilities and infrastructure.

The paper deals with digital education. Currently, digital education is getting popular, particularly in current pandemic event COVID 19 which has been emerged in China recently. Authors discussed online education issues. Authors reviewed different literature on e-learning and online education worldwide, as well as highlighted the online problems emerged in different countries. Now, when in many countries distance learning is actively imposed on people who do not have not only teaching aids and methodological competence for digital learning, when some people do not even have access to digital devices, there are no conditions for learning outside the classroom and there are many other problems, the problem digital inequality becomes its one channel for increasing general social inequality. Our research, which contributes to the study of current and likely future problems of digital education, its role and interaction with other spheres of society, including science and industry, is a contribution to solving the problem of social well-being, including sustainable development. Sustainable development is a controversial concept that combines two leading lines: the line of harmonization of the development of society in all its separate spheres and the harmonization of relations between spheres, and the line of achievements, evolution of each of the spheres and relations of spheres.

Optimization problems under uncertainty are traditionally solved either via offline or online methods. Offline approaches can obtain high-quality robust solutions, but have a considerable computational cost. Online algorithms can react to unexpected events once they are observed, but often run under strict time constraints, preventing the computation of optimal solutions. Many real world problems, however, have both offline and online elements: a substantial amount of time and information is frequently available (offline) before an online problem is solved (e.g. energy production forecasts, or historical travel times in routing problems); in other cases both offline (i.e. strategic) and online (i.e. operational) decisions need to be made. Surprisingly, the interplay of these offline and online phases has received little attention: like in the blind men and the elephant tale, we risk missing the whole picture, and the benefits that could come from integrated offline/online optimization. In this survey we highlight the potential shortcomings of pure methods when applied to mixed offline/online problems, we review the strategies that have been designed to take advantage of this integration, and we suggest directions for future research.

This study focuses on two strategies for online parental mediation: active mediation (sharing and discussing activities with children) and monitoring (checking the children’s internet activity after use). Previous studies have shown the importance of respondents’ and children’s characteristics regarding mediation strategies. Using a socioecological model of parenting, this study also considers the characteristics of the other parent in the family. An online survey was conducted of Czech parents of children who are 5 to 17 years old. The results for active meditation show that respondents’ and partners’ characteristics (gender, internet skills, and ability to help children with online problems) play a role, while the children’s characteristics (age, gender and online activities) do not. A different pattern was found for monitoring: the children’s and the respondents’ characteristics predicted monitoring, but the partners’ characteristics did not. The study shows that the socioecological perspective can be effectively applied to online mediation.

We consider a novel formulation of the multi-armed bandit model, which we call the contextual bandit with restricted context, where only a limited number of features can be accessed by the learner at every iteration. This novel formulation is motivated by different online problems arising in clinical trials, recommender systems and attention modeling.Herein, we adapt the standard multi-armed bandit algorithm known as Thompson Sampling to take advantage of our restricted context setting, and propose two novel algorithms, called the Thompson Sampling with Restricted Context (TSRC) and the Windows Thompson Sampling with Restricted Context (WTSRC), for handling stationary and nonstationary environments, respectively. Our empirical results demonstrate advantages of the proposed approaches on several real-life datasets.
