Abstract Large power transformer is the main noise source of substation. With the increase of voltage grade and rated capacity, the noise radiation value of power equipment continues to increase, which has a great influence on the noise standard of substation boundary. In this paper, two test conditions of no-load voltage and load current are considered. The transformer noise testing datum is constructed. The distribution law of factory noise SPL of 220kV oil-immersed transformer is obtained. The test results provide accurate test data for transformer factory noise evaluation.

Positron emission tomography (PET) can provide functional images and identify abnormal metabolic regions of the whole-body to effectively detect tumor presence and distribution. The filtered back-projection (FBP) algorithm is one of the most common images reconstruction methods. However, it will generate strike artifacts on the reconstructed image and affect the clinical diagnosis of lesions. Past studies have shown reduction in strike artifacts and improvement in quality of images by two-dimensional morphological structure operators (2D-MSO). The morphological structure method merely processes the noise distribution of 2D space and never considers the noise distribution of 3D space. This study was designed to develop three-dimensional-morphological structure operators (3D MSO) for nuclear medicine imaging and effectively eliminating strike artifacts without reducing image quality. A parallel operation was also used to calculate the minimum background standard deviation of the images for three-dimensional morphological structure operators with the optimal response curve (3D-MSO/ORC). As a result of Jaszczak phantom and rat verification, 3D-MSO/ORC showed better denoising performance and image quality than the 2D-MSO method. Thus, 3D MSO/ORC with a 3 × 3 × 3 mask can reduce noise efficiently and provide stability in FBP images.

<p>A modified mixed Gaussian plus impulse image denoising algorithm based on weighted encoding with image sparsity and nonlocal self-similarity priors regularization is proposed in this paper. The encoding weights and the priors imposed on the images are incorporated into a variational framework to treat more complex mixed noise distribution. Such noise is characterized by heavy tails caused by impulse noise which needs to be eliminated through proper weighting of encoding residual. The outliers caused by the impulse noise has a significant effect on the encoding weights. Hence a more accurate residual encoding error initialization plays the important role in overall denoising performance, especially at high impulse noise rates. In this paper, outliers free initialization image, and an easier to implement a parameter-free procedure for updating encoding weights have been proposed. Experimental results demonstrate the capability of the proposed strategy to recover images highly corrupted by mixed Gaussian plus impulse noise as compared with the state of art denoising algorithm. The achieved results motivate us to implement the proposed algorithm in practice.</p>

Aircraft noise exposure is a health risk and there is evidence that noise annoyance partly mediates the association between noise exposure and stress-related health risks. Thus, approaches to reduce annoyance may be beneficial for health. Annoyance is influenced by manifold non-acoustic factors and perceiving a fair and trustful relationship between the airport and its residents may be one of them. The distribution of aircraft noise exposure can be regarded as a fairness dilemma: while residents living near an airport may seem to have some advantages, the majority of residents living under certain flight routes or in their immediate proximity suffer from the disadvantages of the airport, especially the noise. Moreover, a dilemma exists between the airport’s beneficial economic impact for a region and the physical and psychological integrity of residents. Aircraft noise exposure through the lens of social justice research can help to improve our understanding of noise annoyance. Research indicates that the fairness perceptions of the parties involved can be enhanced by (a) improving individual cost–benefit ratios, (b) providing a fair procedure for deciding upon the noise distribution, and (c) implementing fair social interaction with residents. Based on the review of evidence from social justice research, we derive recommendations on how fairness aspects can be integrated into aircraft noise management with the purpose of improving the relationship between the airport and its residents, to reduce annoyance, and to enhance the acceptance of local aviation and the airport as a neighbor.

Abstract We propose a variation of the self-organizing map algorithm by considering the random placement of neurons on a two-dimensional manifold, following a blue noise distribution from which various topologies can be derived. These topologies possess random (but controllable) discontinuities that allow for a more flexible self- organization, especially with high-dimensional data. The proposed algorithm is tested on one-, two- and three-dimensional tasks, as well as on the MNIST handwritten digits data set and validated using spectral analysis and topological data analysis tools. We also demonstrate the ability of the randomized self-organizing map to gracefully reorganize itself in case of neural lesion and/or neurogenesis.
