The activity of writing scientific articles by academics at universities is one of the activities that is often carried out, but when writing scientific articles problems arise regarding the difficulty of finding ideas, literature studies, and reference sources that you want to use as references when writing. Sometimes when searching on a search engine, we have trouble finding the right document, because usually, the keywords we are looking for are not in the title section but another part of the structure. Since most search engines only match titles, other structures are usually excluded from matching. So that the search results that we do sometimes don't match what we want. In addition, usually, each scientific article has many language differences in its structure as found in the abstract section. To detect similarities through the structure of scientific articles, an algorithm is used, namely weighted tree similarity, and to detect language using the N-gram algorithm, then the cosine similarity algorithm can be used to check the level of similarity in keyword text with text in scientific articles.

ABSTRACT Section 5 of the International Trade Administration Act 71 of 2002 (ITAA) provides that the Minister of Trade, Industry and Competition has the power to issue "Trade Policy Directives" subject to the procedures and requirements of the Constitution of the Republic of South Africa, 1996 (Constitution) and other laws. However, there is uncertainty as to how trade policy is formulated under section 5 of the ITAA and the rights of affected parties in this regard. Thus, this article offers an exposition of the process of trade policy formulation under section 5 of the ITAA. To this end, it is my view that trade policy formulation under section 5 must be guided by section 195 of the Constitution, which requires that the public must be "encouraged" to participate in policy formulation and that this must occur in a climate of openness, transparency and accountability. In the narrower sense, it is also my view that interested parties must be given an opportunity to participate in trade policy formulation on the ground of procedural rationality and to avoid a charge of arbitrariness as twin components of the rule of law. Keywords: Trade policy; International Trade Administration Act; rule of law; legality; rationality; arbitrariness; transparency; accountability; governance.

We are very pleased to publish our first special section of student and community abstracts and brief reports. Students of all disciplines and community members interested in disseminating new knowledge and practices submitted their papers. By accepting abstracts as well as short papers, a new opportunity was afforded for students, faculty, and community members to share their scholarship relative to the health of Asian/Pacific Islanders. The Asian/Pacific Island Nursing Journal is pleased to support and promote their scholarly endeavors particularly from those of Asian/Pacific Islander background. Congratulations to S. Robert Spence Jr., a DNP-FNP student at Washington State University, who was awarded the first student scholarship for publication in the APIN student/community papers special issue. He is the first author for the abstract “Gaining Entrée into a Micronesian Islander-Based Community Organization Through Culturally Responsive Team Building and Reflection.”

There are 4 main points to be addressed clearly in abstract section: (1) background of research title, (2) research purpose, (3) research methodology, and (4) research result/contribution. Background section should be the shortest part of the abstract and should very briefly outline the following information: What is already known about the subject, related to the paper in question? What is not known about the subject and hence what the study intended to examine (or what the paper seeks to present - purpose). In most cases, the background can be framed in just 2–3 sentences, with each sentence describing a different aspect of the information referred to above. The purpose of the research, as the word itself indicates, is to provide the reader with a background to the study, and hence to smoothly lead into a description of the methods employed in the investigation. The methodology section is usually the second-longest section in the abstract. It should contain enough information to enable the reader to understand what was done, and important questions to which the methods section should provide brief answers. The results section is the most important part of the abstract and nothing should compromise its range and quality. The results section should therefore be the longest part of the abstract and should contain as much detail about the findings as the journal word count permits.
