Governance and public policies against rural depopulation through the case of La Rioja (Spain)

Rural depopulation has become one of the central issues on the public agenda in the last decade in Spain. However, despite this visibility and the measures that are being developed, the process is still present. Within the policies against depopulation and rural development, the role of participation and empowerment of the affected populations has become particularly important. The objective is based on the fact that, through a more horizontal governance, they are the protagonists of the actions and measures that affect them, and that this governance becomes a means to avoid the depopulation of rural areas. The European Union's LEADER approach and the Local Action Groups have become the paradigm of this rural governance that favours their development and tackles depopulation. This article analyses the situation of rural governance in the case of a Spanish region such as La Rioja, which is affected by the depopulation of a large part of its rural areas. It starts with a theoretical framework that addresses the concept itself and how it is being articulated with issues such as social capital, territorial capital and participation, as well as the strengths and weaknesses of the scenarios that are being generated, based on the differences between territories. Next, the frameworks of depopulation in Spain are presented, which are marking the very public policies on the issue. Finally, the situation in La Rioja is addressed, focusing on the role of the regional government's plans and strategies to tackle depopulation and the role of the Local Action Groups.

A new species of Leptoconops Skuse from Argentina, description of the male of L. casali Cavalieri & Chiossone and a key to the Neotropical species (Diptera: Ceratopogonidae)

A new species, Leptoconops (Proleptoconops) chacoensis, is described and photographed from a female collected in a forest area of the Chaco province, Argentina. This is the first record of the subgenus L. (Proleptoconops) Clastrier from the Neotropical region south of Mexico, and the new species is compared with L. (P.) werneri Wirth & Atchley from southern USA and Mexico and L. (P.) aviarum from Tajikistan. Besides, the first description of the male of L. (Leptoconops) casali Cavalieri & Chiossone is provided, from males collected associated with females in La Rioja and La Pampa provinces, Argentina, and this species is newly recorded from several areas of the country, significantly enlarging its geographical distribution. In addition, a key to Neotropical species of the genus is provided.

Tendencias en el consumo de faunas en el piedemonte oriental de la sierra de Velasco (departamento de Castro Barros, La Rioja) – siglos III al X d.C.

En este trabajo se presentan los resultados del análisis arqueofaunístico de diferentes sitios de la vertiente oriental de la sierra de Velasco, con el fin de determinar los patrones de consumo en sitios residenciales y productivos a lo largo del primer milenio d.C. Especial énfasis se puso en la explotación de camélidos y las características de su procesamiento por parte de los antiguos habitantes locales, dada la relevancia que estos taxones tuvieron en la región. Asimismo, estos estudios permitieron contrastar hipótesis previas respecto de las actividades desarrolladas en cada sitio. De esta manera, se observó una continuidad en los patrones de consumo a lo largo del período analizado, a la vez que se identificaron diferencias vinculadas a las funcionalidades de cada sitio.

La configuración del paisaje aldeano en Anillaco (La Rioja, Argentina) durante el primer milenio d.C

Abordamos el estudio de las dinámicas sociales de las comunidades aldeanas que habitaron el sector nororiental de la sierra de Velasco desde una mirada espacial multiescalar y temporal diacrónica de larga duración. En este trabajo nos centramos en la escala de análisis microrregional –Anillaco- bajo una perspectiva socio-temporal amplia: el primer mileno de la Era, con el objeto de determinar el patrón de asentamiento y las diferentes capas del paisaje aldeano. Diseñamos un plan de prospecciones sistemáticas pedestres y procesamos los datos obtenidos mediante un Sistema de Información Geográfica (SIG) y otras herramientas estadísticas que nos acercan a las trayectorias socio-económicas locales. Planteamos un modelo de ocupación del espacio social de complejidad creciente que parte de la configuración de estructuras residenciales de escala domésticas dispersas entre campos de cultivo entre el 280 y 660 d.C. Hacia el 680 d.C se produce una concentración de la población en espacios arquitectónicos comunitarios y posteriormente la prolongación de la vida aldeana hasta el 890 d.C en sectores protegidos como las quebradas, cuando la ocupación del piedemonte decae y la vida aldeana es desestructurada.

Moldes y otros útiles procedentes del alfar tardorromano de Sobrevilla (Badarán, La Rioja)

La abundante presencia de terra sigillata hispánica tardía recuperada en asentamientos del bajo imperio contrasta con el escaso conocimiento de los centros productores de este tipo de vajilla, circunstancia que inevitablemente ralentiza el estudio general de esta apasionante secuencia cultural. Damos a conocer en este artículo un conjunto de materiales arqueológicos, compuesto por ciento treinta y un fragmentos de molde y otros útiles propios de este gremio alfarero, con los que esperamos favorecer nuevos estudios sobre la actividad industrial del centro alfarero de Sobrevilla y las rutas comerciales de sus producciones.Planteamos, además, la hipótesis de la presencia de varios nuevos alfareros; identificables a través de las diferentes marcas que han dejado impresas en sus moldes.

Brachiopods from the Río del Peñón Formation. Río Blanco Basin, Upper Palaeozoic of Argentina.

This paper reviews the brachiopod fauna from the Ríoo de! Peñón Formation, Río Blanco Basin, Upper Palaeozoic of La Rioja province, Argentina. Traditionally, this unit was referred to the Carboniferous, however the braquiopod fauna here studied suggests a new biostratigraphical interpretation, indicating an age range from the latest Carboniferous to Early Permian. Three different brachiopod assemblages can be identified in the section: Assemblage I, from the lower member, includes Streptorhynchus? sp., Dyschrestia? sp., Costatumulus sp. A, Trigonotreta sp., Spiriferellina sp., Orbiculoidea sp., and unidentifiable productids and strophomenids.Assemblage II, from the middle member, includes Tivertonia jachalensis (Amos), Kochiproductus riojanus (Leanza), Costatumulus sp. B, Trigonotreta riojanensis (Lech and Acefiolaza) and Orbiculoidea sp. Assemblage III, from the highest part of the middle member, includes Neochonetes pegnonensis sp. nov., Costatumulus sp. C, Rhynchopora sp., Septosyringothyris jaguelensis Lech, and Orbiculoidea sp. These brachiopod assemblages demonstrate close affinities with faunas from the lower Permian of Western Australia and India. Affinities with faunas from Peru and Texas are less close.

Non-invasive Monitoring of Berry Ripening Using On-the-Go Hyperspectral Imaging in the Vineyard

Hyperspectral imaging offers enormous potential for measuring grape composition with a high degree of representativity, allowing all exposed grapes from the cluster to be examined non-destructively. On-the-go hyperspectral images were acquired using a push broom hyperspectral camera (400–100 nm) that was mounted in the front part of a motorized platform moving at 5 km/h in a commercial Tempranillo vineyard in La Rioja, Spain. Measurements were collected on three dates during grape ripening in 2018 on the east side of the canopy, which was defoliated in the basal fruiting zone. A total of 144 grape clusters were measured for Total soluble solids (TSS), Titratable acidity (TA), pH, Tartaric and Malic acid, Anthocyanins and Total polyphenols, using standard wet chemistry reference methods, throughout the entire experiment. Partial Least Squares (PLS) regression was used to build calibration, cross validation and prediction models for the grape composition parameters. The best performances returned determination coefficients values of external validation (R2p) of 0.82 for TSS, 0.81 for Titratable acidity, 0.61 for pH, 0.62 for Tartaric acid, 0.84 for Malic acid, 0.88 for Anthocyanins and 0.55 for Total polyphenols. The promising results exposed in this work disclosed a notable methodology on-the-go for the non-destructive, in-field assessment of grape quality composition parameters along the ripening period.

Fast-running theropods tracks from the Early Cretaceous of La Rioja, Spain

Theropod behaviour and biodynamics are intriguing questions that paleontology has been trying to resolve for a long time. The lack of extant groups with similar bipedalism has made it hard to answer some of the questions on the matter, yet theoretical biomechanical models have shed some light on the question of how fast theropods could run and what kind of movement they showed. The study of dinosaur tracks can help answer some of these questions due to the very nature of tracks as a product of the interaction of these animals with the environment. Two trackways belonging to fast-running theropods from the Lower Cretaceous Enciso Group of Igea (La Rioja) are presented here and compared with other fast-running theropod trackways published to date. The Lower Cretaceous Iberian fossil record and some features present in these footprints and trackways suggest a basal tetanuran, probably a carcharodontosaurid or spinosaurid, as a plausible trackmaker. Speed analysis shows that these trackways, with speed ranges of 6.5–10.3 and 8.8–12.4 ms−1, testify to some of the top speeds ever calculated for theropod tracks, shedding light on the question of dinosaur biodynamics and how these animals moved.

El poblamiento rural romano en el Ebro Medio en los inicios del Altoimperio

Antes de la promoción jurídica de los enclaves urbanos del Ebro Medio entre el cambio de Era y el siglo I, la variedad de situaciones entre ellas iba desde las que aún no habían sido fundadas hasta las que era estipendiarias, aunque las formas de vida romana ya estaban asentadas en ellas. En la segunda mitad del siglo I a. C., se han podido constatar la fundación de enclaves rurales de nueva planta, aunque la gran proliferación de estos se produjo en la centuria siguiente. Se busca analizar el proceso de implantación de estos asentamientos rurales en el Ebro Medio (Navarra y La Rioja) poniéndolo en relación con la promoción jurídica de las ciudades, la implantación de un modelo de transporte mixto basado en el entramado viario y en el uso de los ríos como medio de navegación y en el propio control territorial.
