The purpose of the paper is to substantiate an organizational and functional model of innovative transformation of regional transport and logistics systems. Methodology. The theoretical and methodological basis of the study is the scientific works of scientists in the study of an organizational and functional model of innovative transformation of regional transport and logistics systems. To achieve the goal set in the paper, the following research methods were used:  a system analysis to systematize the organizational and functional model of innovative transformation of regional transport and logistics systems; methods of statistical analysis to determine the share of the use of IT technologies in enterprises by type of economic activity "Transport, warehousing. Postal and courier activities"; for the distribution of transport and logistics enterprises by technological innovations, % to the total number of enterprises with technological innovations in 2016-2018. Results. The paper discovered that the development of warehousing logistics is primarily a business problem and the state and regional policy in the field of transport, logistics, innovation and investment has a significant impact on the development and innovative development of warehousing systems. Thus, it is important to pay more attention to the mechanisms of implementation of international standards and norms in the areas of customs control, technical and service standards, information security, technology transfer and other normative documents, their unification with those in force in the EU, which will accelerate the integration of transport and logistics systems and promote the rapid introduction of innovations. The organizational and functional model of innovative transformation of regional transport and logistics systems is substantiated, which specifies the distribution of tasks and priorities innovation and development of warehousing logistics with their distribution at the macro level, regional level and sectoral level. The definition of main functions and expected effects will promote the intensification of innovative development, engineering and reengineering of warehouses and transport and logistics entities in general and the construction of modern logistics centers that will provide high-quality services using the latest technologies. Practical tasks. At the regional level, it is important to build effective communication with the business environment, simplify and optimize regulatory activities, improve the business climate and develop mechanisms to stimulate investment in the development of transport and logistics systems, especially in poor areas. Prospects for further research. Economic substantiation of investment support for the development of regional transport and logistics systems.

The paper is devoted to the analysis of the state and current problems of transport and logistics services of domestic enterprises under current conditions of strategic priorities and tasks aimed at achieving the comprehensive effect. The subject of the paper is the transport-logistics system as a sophisticated multifunctional complex, serving the demands of the population and industry entities of the business environment. The objective of this investigation is to identify trends in the development of regional transport and logistics systems based on the analysis of statistical and financial and economic indicators of transport services and the conditions of their implementation. The research hypothesis is based on the assumption that the functional-targeted approach to the formation of transport and logistics systems dominates, corresponding to the scientific ideas about the priority role of demand and taking into account the patterns of requirements for quality characteristics of transport services: safety, speed, service technology and payment, insurance. The results of the work are the analysis of financial and economic indicators of transport logistics. The authors carried out the comparative analysis of indices of the transport industry according to the main activities over the past 10 years, investigated the volume of cargo turnover of transport logistics enterprises, identified the main trends in the volume of cargo transportation. It should be noted that the important issue today is to maintain the strategic balance between the introduction of necessary restrictions, on the one hand, and simultaneous support of regional enterprises, on the other. After the pandemic termination, it will be necessary to restore the normal rhythm of life in the social and economic spheres, to revive the processes that are extremely important for regional development. The main directions of further investigations are related to the development of the methodological approach for assessing the contribution of regional transport and logistics systems to the economy. Therefore, a number of recommendations for the authorities which help to overcome the negative pandemic impact on the socio-economic development of the region are developed in this paper.

The competition between companies to produce software (SW) packages and the wide spread of international standards cause users’ expectations to become increasingly high. Organizations need to measure and evaluate the usability of SW packages. Usability engineering indicates that we must offer better means for structuring, managing and developing Software packages. In this study, there are two systems: first the employed, commercial system and second the developed prototype with computer graphics and multimedia which was designed to overcome the drawbacks of the commercial system. Both systems are used in a business environment to make various transactions as: ordering supplies; purchasing orders; controlling and editing stocks with their balances on shelves. This study is a scenario-based one that tests and evaluates the performance management standards by doing an objective evaluation and assessment between the two systems: the employed commercial system and the prototype. Scenario-based approaches are becoming ubiquitous in system analysis and design. This study uses discrete-event simulation to analyze the user interface UI of both systems. It analyses and evaluates the main components and elements of the interface and its measurements in the computerized systems. The dependent variables are: effectiveness, efficiency, satisfaction, transparency and consistency. The independent variables are: the user interfaces of both systems and the three scenarios.

Purpose. The aim of the article is scientific and theoretical substantiation of the essence and mechanisms of investing in innovative development of enterprises. Methodology of research. General scientific and special methods are used in the process of research, in particular: system analysis – to substantiate the essence of investing in innovative development of enterprises; abstract and logical and graphic – in determining the possible options for innovation and investment process of restoration of material and technical base for production and stages of the investment logistics chain of investment development of enterprises. Findings. The essence of investing in innovative development of enterprises is determined based on the generalization of scientific approaches, which is manifested by the involvement of real and potential internal and external investment resources, sources, levers and measures. Such innovative development, taking into account the logistics chain, is aimed at finding and efficient use of investment resources, possible options for restoring the material and technical base of production and modernization of enterprises in the conditions of neo-industrialization. Different vector influence of factors on the given course of investment projects leads to qualitative, quantitative and structural changes of production and economic activity of enterprises on an innovative basis and achievement of high efficiency in case of coordination and joint efforts for the decision of problems of strategic orientation and definition of investment priorities. The necessity and possible variants of restoration of material and technical base and stages of logistic chain of investment of development of enterprises, innovative projects for introduction of fundamentally new technologies and expansion of assortment at the expense of new creative products, transition to higher technological ways, replenishment of available intellectual assets and maintenance of innovative development of enterprises are proved. It is determined that currently the most acute problem for investors is the protection of their rights and the possibility (ease) of doing business. Therefore, the state's efforts should be aimed at solving problems in the commercial sphere and creating a favourable business environment, increasing investment in agriculture, stabilizing sources and optimizing capital structure, ensuring effective distribution of investments in the formation of assets of agricultural producers by their size. Originality. The definition of the essence of investing in innovative development of enterprises has been further developed; the scheme of possible variants of innovation and investment process of restoration of material and technical base for production of high-tech production taking into account stages of an investment logistic chain in the conditions of neo-industrialization is formed. Practical value. The results of the study can be used to expand the base, diversify sources and increase investment by enterprises on the basis of self-financing; corporatization; lending; vendor, operational and electronic leasing or sales; attracting investment resources through the issuance of Eurobonds, obtaining loans from international financial and banking institutions, as well as targeted financing with the participation of credit agencies and a combination of all methods. Also, the results of the study can be used to increase investment in the creation and commercialization of innovations and enhance innovative development of enterprises, the main priorities of which should be the skilful implementation of internal and external factors to ensure production efficiency and customization and individualization of new innovative products to consumers. The warehouse process, as one of many logistics processes, currently holds an irreplaceable position in logistics systems in companies and in the supply chain. The proper function of warehouse operations depends on, among other things, the type of the used technology and their utilization. The research in this article is focused on the design of a warehouse system. The selection of a suitable warehouse system is a current research topic as the warehouse system has an impact on warehouse capacity and utilization and on the speed of storage activities. The paper presents warehouse system design methodology that was designed applying the logistics principle-systematic (system) approach. The starting point for designing a warehouse system represents of the process of design logistics systems. The design process consists of several phases: project identification, design process paradigm selection, system analysis, synthesis, and project evaluation. This article’s contribution is the proposed methodology and design of the warehouse system for the specified conditions. The methodology was implemented for the design of a warehouse system in a cold box, which is a part of a distribution warehouse. The technology of pallet racking was chosen in the warehouse to store pallets. Pallets will be stored and removed by forklifts. For the specified conditions, the warehouse system was designed for two alternatives of racking assemblies, which are served by forklifts. Alternative 1—Standard pallet rack with wide aisles and Alternative 2—Pallet dynamic flow rack. The proposed systems were compared on the basis of selected indicators: Capacity—the number of pallet places in the system, Percentage ratio of storage area from the box area, Percentage ratio of handling aisles from the box area, Access to individual pallets by forklift, Investment costs for 1 pallet space in EUR. Based on the multicriteria evaluation, the Alternative 2 was chosen as the acceptable design of the warehouse system with storage capacity 720 pallet units. The system needs only two handling aisles. Loading and unloading processes are separate from each other, which means that there are no collisions with forklifts. The pallets with the goods are operated on the principle of FIFO (first in, first out), which will facilitate the control of the shelf life of batches or series of products. The methodology is a suitable tool for decision-making in selecting and designing a warehouse system.

This article discusses and analyzes the most popular standards of non-financial reporting, which has a significant impact on the transformation of the business environment. Already, domestic and foreign companies with a high level of responsibility are beginning to publish non-financial statements in addition to financial statements, which is an additional tool for communication with stakeholders and a new source of information about their activities. To date, reports of this type are clearly unregulated, there are no verification standards, however, there is already a positive trend and the active introduction of non-financial indicators in the regular reporting of companies.

Purpose This study aims to formulate exploratory scenarios of the textile industry in Iran based on MICMAC and soft operational research methods. Design/methodology/approach In this study, to formulate plausible scenarios, literature reviews and external experts’ opinions of this field have been gathered through the Delphi approach and uncertainty questionnaires. After the utilization of the most important uncertainties, the textile industry’s plausible scenarios have been mapped with the help of experts through co-thinking workshops. Results show that two factors, including the business atmosphere and membership in World Trade Organization (WTO), play a more important role than the other factors. These two factors were considered for the formulation of the scenario. To formulate plausible scenarios, soft systems methodology, which is a kind of soft operational research methods, is applied. Findings Based on the results, four scenarios are presented. These scenarios include the Elysium scenario, Hades scenario, Tatarus scenario and Sisyphus scenario. In the Elysium scenario, the business atmosphere has improved and Iran has been granted membership of the WTO. In Hades scenario, Iran has joined the WTO, but due to the government’s weakness and inactivity and key decision-makers, the required preparations have not been made. In the Tatarus scenario, Iran is not a WTO member and the business atmosphere is disastrous. In the Sisyphus scenario, the government takes reasonable actions toward a better business environment. Originality/value Formulating plausible scenarios of the textile industry is an excellent contribution to the key beneficiaries and actors of this industry so they can present flexible preparation-based programs in the face of circumstances. Future study of the textile industry familiarizes the actors and beneficiaries of this industry with the procedures and the driving forces that influence this industry’s future and it will ascertain various scenarios for the actors of this field.

The article explores the features of the interpretation of the concept of the competitiveness of enterprises by modern domestic and foreign economists. The directions of increasing the competitiveness of enterprises in modern conditions are justified, namely: innovative development of enterprises based on internal and external growth reserves and investment support for the comprehensive development of enterprises. The relationship between the investment and innovation components of enterprise development and their competitiveness under market conditions is determined. The implementation of these areas will contribute to improving the efficiency of the operation of the enterprise, improving its performance. Simultaneous combination of the use of these areas will increase the competitiveness of enterprises at the regional level and the level of the state as a whole. In the process of studying the competitiveness of modern enterprises, emphasis is placed on the regional aspect of their functioning. It is determined that in order to increase the competitiveness of enterprises, it is necessary to take into account the limitations and type of the market on which the enterprise operates. The main tools of the theory of restrictions are the passage, investment and operating costs of the enterprise. The management of these tools at the enterprise will increase the profitability and productivity of the enterprise and as a result - will increase the level of competitiveness of the enterprise in the conditions of market change.

The article defines the role and reveals the need to create subsidiary crafts as a necessary component for modifying and improving the innovative development of an agricultural enterprise. The author carries out the analysis of the state and development of subsidiary crafts at agricultural enterprises in the Nizhny Novgorod region. The relevance of the study is explained by the fact that in conditions of rural development, each agricultural enterprise to a certain extent correlates with the development of subsidiary industries and crafts. The purpose of the study is to diagnose the development of subsidiary fisheries in the regions and analyze the prerequisites for their creation. The subject of the study is subsidiary fisheries in the Nizhny Novgorod region. The methodological basis of the research relies on scientific methods based on the requirements of an objective and comprehensive analysis of the state and development of subsidiary fisheries in the region. Drawing on the results of the study, the author identifies the changes in the state of subsidiary fisheries at the regional level and determines the prerequisites for their development in the future.
