The article discusses the rules for compiling bibliographic references to cited or mentioned electronic documents placed in information and telecommunications networks of the following categories: all types of electronic documents placed in information and telecommunications networks, regardless of the primary source of their publication (including republications, integrated and multimedia electronic documents, software and databases), groups of homogeneous and heterogeneous electronic documents, components of an electronic document (the fragment of a text, part of a work or a publication, a block of information in an integrated or multimedia document). The authors specify the bibliographic record for making a reference to electronic documents that have analogies in the system of traditional scholarly communications (books, articles, conference materials, etc.). Alternative requirements for making a bibliographic record when referring to documents that are not included in other bibliographic standards are proposed: research data; an integrated electronic document and its component part (messages and responses to them in social networks, chats and forums, on news feeds and on information resources; a fragment of a document, including a multimedia one; an information resource (website, portal); computer programs.

The article examines the features of crimes in the field of illicit drug trafficking committed using information and telecommunications networks. The necessity of modification or development of new methodological recommendations for the investigation of crimes of this type is justified. A comparative analysis of various approaches to the definition of the concept of criminalistic characteristics of crimes and to the designation of its place in the structure of private forensic techniques is carried out. The arguments for showing special attention to the study of the set of structural elements designated by the phrase criminalistic characteristics of crimes are given. The criminalistic model of these crimes is considered. An attempt is being made to identify elements of a forensic model of crimes in the field of illicit drug trafficking committed using information and telecommunications networks. The content of the structural elements of the criminalistic model of crimes considered in the article is revealed.

This article shows that an important role in the legal protection of the digital economy is played by modern criminal law, which is designed to form a system of legal mechanisms to ensure the protection of society from digital property crimes. The new mechanism of criminal legal protection should ensure effective counteraction to both real and potential criminal threats in the emerging digital reality. It is proved that in the context of digitalization, there is a need for a radical reform of Chapter 21 of the Criminal Code of the Russian Federation. Alternative directions for improving the criminal law provisions on liability for crimes against property are proposed. One of the author's options is to build new separate structures of property crimes property abuses and other violations in the field of information and telecommunications networks, including the Internet. Another is the allocation of an independent group of property crimes in the field of the digital economy within the framework of Chapter 21 of the Criminal Code of the Russian Federation, and accordingly the division of the chapter into two groups: property crimes against property (theft of other people's property, illegal possession of a vehicle, destruction and damage to other people's property) and crimes against property in the field of information and telecommunications networks.

This article investigates how discourses on open networking technologies provide a social imaginary that industry and government actors mobilize in an attempt to expand their control over mobile telecommunications networks. The case of recent initiatives aiming to ‘open up’ radio access network (or RAN, a key component of telecommunications infrastructure) with an ‘open RAN’ model reveals how the US Government came to promote this nascent technology to create an opposition between its own ‘open’ telecommunications networks versus proprietary and presumed ‘untrustworthy’ networks based on foreign equipment, namely Huawei. While a closer look casts doubts on the benefits of open radio access network to increase network security or to open up the equipment market, this case reveals how openness is an ambiguous notion that can be used by governments to exclude foreign trade enemies, while advocating for trust in telecommunications networks.

The article focuses on developing of a deductive synthesis method for building telecommunications networks (TN) hierarchical knowledge graphs (KG). Synthesized KGs can be used to solve search, analytical, and recommendation (forecast) problems. TNs are complex heterogeneous objects. The synthesis of knowledge graphs of such objects requires much computational resources. The proposed method provides a low complexity of the synthesis of KG of TN by taking into account their hierarchical structure. The authors propose to do synthesis by direct downward multilevel inference and reverse multilevel inference. The article analyses existing graph models of TNs and methods for their building. Detailed description of the proposed method of networks hierarchical KGs synthesis is given. In order to evaluate the deductive synthesis method, a prototype of the system is developed. The provided real-world example shows how telecommunications networks hierarchical knowledge graphs are synthesized and used in practice. Finally, conclusions are formulated, and the areas of further research are identified.

The article deals with the issues of qualification of violations of the rules of operation of means of storage, processing or transmission of computer information and information and telecommunications networks (Article 274 of the Criminal Code of the Russian Federation). The objective and subjective features of this corpus delicti are revealed. Special attention is paid to the problem of determining the subject of violation of the rules of operation of means of storage, processing or transmission of computer information and information and telecommunications networks. The question of the objective side of the Article 274 of the Criminal Code of the Russian Federation is considered, in particular, the rules of means of storage, processing and transmission of computer information are defined, as which the rules should be considered, both contained in regulatory legal acts and in local documents of organizations, enterprises, institutions. The author analyzes the signs of the subjective side of the violation of the rules of operation of means of storage, processing or transmission of computer information and information and telecommunications networks, which cause a lot of controversy in the scientific literature. Different points of view regarding the subject of the crime, which can be a physical sane person who has reached the age of 16, are also considered.

This makes the issues of assessing the digital potential of economic systems at various levels increasingly important. The presented study expands and assesses the concept of the potential of industrial complexes in the context of digital transformations.Aim. The study aims to assess the digital potential of industrial complexes based on the analysis of regional conditions for the use of information technologies and information and telecommunications networks.Tasks. The authors substantiate the urgency of the problem and the experience of solving it; explore the essence of the potential of industrial complexes in the context of digital transformations, summarize approaches to its assessment, characterize the digital potential of the industry; assess the digital potential of the regions of the Russian Federation as specific territories where industrial complexes are located; propose ways of increasing the digital potential of territories.Methods. This study uses general scientific methods of cognition and methods of comparative analysis to develop the general research logic and explore the essence of the examined phenomena and processes. It also uses such methodological tools as analytical introspection (determining the estimated phenomena of the examined object through the analysis of practical materials) and theoretical cognition (grouping and summarizing scientific research in the field of digital transformations in the economy). Methods of applied statistics and cluster analysis are used to examine various aspects of the use of information technologies and information and telecommunications networks in regional Russian organizations. Applied software Excel and IBM SPSS Statistics are used to perform calculations, process and evaluate the information used in the study.Results. The authors conclude that it is necessary to separate digital potential from the structure of potential of industrial enterprises and complexes. Digital potential is described as an opportunity for enterprises to build a more effective management system through digital technologies and/or their implementation in production processes. By using the total placings method and data clustering based on intergroup relations, the authors are able to rank regions of the Russian Federation and group them into six clusters by the degree to which information technologies and information and telecommunications networks are used in organizations. Major directions for increasing the digital potential of Russian regions as specific territories where industrial complexes are located are proposed.Conclusions. The conducted study explores the essence of the potential of industrial complexes in the context of digital transformations, summarizes approaches to its assessment, and determines the essence of the digital potential of the industry; assesses the digital potential of Russian regions as specific territories where industrial complexes are located; proposes ways of increasing the digital potential of territories.
