(1) The project “Tatort Streetlight” implements an insect-friendly road light design in a four year before–after, control–impact (BACI) approach involving citizen scientists. It will broaden the stakeholder interests from solely anthropogenic perspectives to include the welfare of insects and ecosystems. Motivated by the detrimental impacts of road lighting systems on insects, the project aims to find solutions to reduce the insect attraction and habitat fragmentation resulting from roadway illumination. (2) The citizen science approach invites stakeholders to take part and join forces for the development of a sustainable and environmentally friendly road lighting solution. Here, we describe the project strategy, stakeholder participation and motivation, and how the effects of the alternative road luminaire and lighting design can be evaluated. (3) The study compares the changes in (a) insect behavior, (b) night sky brightness, and (c) stakeholder participation and awareness. For this purpose, different experimental areas and stakeholders in four communities in Germany are identified. (4) The project transfers knowledge of adverse effects of improperly managed road illumination and interacts with various stakeholders to develop a new road lighting system that will consider the well-being of street users, local residents, and insects.

Bank Daya Usaha Sharia internally have treat which is slow to access or penetrate the market so that selected agile project management as working system because the methodology or approach already proven. Research questions related to condition Bank Daya Usaha Sharia are which working unit can implementation agile project management, what kind of agile methodology that is relevance and how agile project management can be implemented or what kind of factor influenced. Based on those questions, this research have objective to find out which working unit can implemented agile project management with relevance agile methodology and find out factors influenced that implementation. This research using qualitative research approach through interview, interview has conducted for eight (8) respondents, which is employee at Bank Daya Usaha Sharia at many level of position from department head, division head and director. With this interview, expected discover information about type project, project characteristic, project strategy and factors influenced in implementation agile project management. To determine type of project and project characteristic, use an approach Project Characteristic Quadrants by Goal and Solution Uncertainty, while to determine project strategy using approach Project Management Strategies Based on Complexity and Uncertainty. This research only conducted for four (4) working unit, among others Human Capital, Internal Audit, Business Risk & Development and Business Planning. Based on interview result and analysis, there are conclusions, such as working unit that possible implemented Agile Project Management are Human Capital, Business Risk & Development and Business Planning with Agile Methodology SCRUM, while Internal Audit more appropriate to implemented traditional project management. In this article, we have explored methods for the strategic management of web projects. By introducing a long-term web project development strategy into the operation of a web project, mechanisms can be developed to improve the efficiency and effectiveness of the web project. An important factor is to develop a strategy taking into account all possible crisis situations and ways out of these situations. The authors analyzed and simulated the web project structure, working out methods of web project strategy realization and implementation in a crisis situation. Additionally, in this article, the authors have presented the model for the strategic map of the balanced scorecard of a web project. The authors tested the developed methods on six web projects of university departments. The received results confirmed the appropriateness and necessity of the development and implementation of methods of the strategic management of web projects.

The purpose of the article is to substantiate the theoretical and applied principles of small innovative entrepreneurship and develop recommendations for policies to promote the establishment of innovative start-ups, taking into account the best foreign practices in the interests of endogenous development of Ukraine’s economy. It is shown that the vital link in the ecosystem of start-ups is an entrepreneur-innovator. It is justified that the state’s efforts to accumulate knowledge and human capital should be complemented by encouraging innovative entrepreneurship. It has been found that the integration of start-ups into social networks and their close connection with the external environment is crucial, as well as the qualities of the entrepreneur-innovator and his team to overcome the problems of “novelty vulnerabilities” and “minor vulnerabilities”. Authors demonstrate that in the conditions of limited assets and a highly competitive market environment, the most perspective direction of developing innovative start-ups is their establishment of symbiotic relations with reputable companies. Their dynamic interaction and complementary measures, on the one hand, will ensure the viability of start-ups, and on the other, they will strengthen the technological potential of the existing business. Paper reveals the peculiarities of the policy of innovative entrepreneurship in the OECD countries. Development of innovative start-ups is a systemic process in which the government creates favourable conditions for its participants and directly participates itself. The state acts as an entrepreneur-innovator, taking on the risks of innovation related to uncertainty, and at the same time plays a role a contractor who buys an innovative product of start-ups, created with financial assistance within budget programs. Such policy of assistance at all stages – from development to implementation and introduction to the market promotes endogenous economic development and strengthening its position in the world market. It is revealed that the legislation of Ukraine only fragmentarily mentions certain aspects of the functioning of entities that form the ecosystem of innovative start-ups, without combining them into a single structure. This complicates the formation and implementation of a purposeful state policy to create necessary conditions and mechanisms to stimulate innovative entrepreneurship. To address the shortcomings, the authors propose regulatory and institutional changes. Paper recommends developing essential documents: the draft Law of Ukraine “On technology-oriented start-ups” and the project “Strategy for the development of technology-oriented start-ups in the interests of innovative development of the Ukrainian economy”.

The definition of the success of research projects implemented at public universities is far from being unequivocal. The success of a research project has to be in line with both the public university’s and the funding institution’s policies, as well as with the personal objectives and ambitions of the researchers. Once the success definition for the research project has been determined, the strategy of implementation must be defined. The omission of this step may result in effort lost (public money, time, enthusiasm, etc.) after being directed toward objectives which do not fit with either the public university’s or the funding agency’s policies, nor with the researchers’ personal objectives. This paper discusses this problem and proposes a model where simulation is used to choose the project strategy that best fits the selected research project success definition in the context of the policy of a given public university, the preferences of its researchers, and the policy of the funding agencies. The model is illustrated by means of a case study—a real world research project implemented at a public university in a European country, where the policy of subsidizing public universities has been changing both very regularly and in a highly unpredictable manner. It is shown how various project strategies can lead to multiple project outcomes, which are then evaluated in different ways depending on the point of view of public university policy or of the researchers, the funding agencies, and/or society. The main conclusion is that applying simulation to a research project before it starts may contribute significantly to the optimization of time, effort, and resource usage with the objective of project success maximization in the context of public university policy and the objectives of the researchers.
