Purpose This study aims to introduce the perceived systems intelligence (SI) inventory, developed based on the earlier published self-report SI inventory (Törmänen et al., 2016). It can be used together with earlier managerial level tools for building a learning organization and included in general 360-style evaluations in personnel development. Design/methodology/approach The inventory is validated with confirmatory factor analysis with a model based on the self-report SI inventory, using data from full-time used employees and managers in the USA and UK. Perceived SI factor scores are correlated with the perceived study performance of the individual. Findings The perceived SI inventory is found to have good factorial validity, and it correlates strongly with evaluations of perceived study performance. Managers perceived high in performance are also found to score high in perceived SI. Perceived SI does not depend on gender, age, organization size or industry. Originality/value The perceived SI inventory is the first personnel level peer evaluation tool suggested for developing learning organizations. The new inventory makes peer evaluations possible and provides a new grassroots level tool for personnel development programs in learning organizations.

The relevance of addressing the problem of the collective subject is due to the need to study the laws of complex self-developing human-dimensional systems. In these systems, the subjects of knowledge and activity are organically connected with the means of knowledge and activity and objects. Self-development is realized in these systems through the information and communication technology environment. Self-development is carried out with the help of the reflexive activity of the collective subject. The purpose of the article is to identify the features of the collective subject in complex human-dimensional systems. It is shown that the characteristics of the collective subject are influenced by such trends as the intellectualization of the technosphere and the technologization of human cognition and activity. The functions of a collective subject in the information society are beginning to be performed by information management systems. The collective subject under the conditions of the co-evolution of man and technology evolves in the direction of a hybrid collective subject.

In 1996 Colin Gray asked ‘where is the theory of space power? Where is the Mahan for the final frontier?’1 This book answers that question by presenting propositions of spacepower and a strategic analogy of Earth orbit as a cosmic coastline. This book’s spacepower theory shows how to think more constructively and critically about the use of space systems in warfare – satellites, their infrastructure, methods of attacking them, and their influence on modern warfare and strategy. Spacepower theory helps to answer questions like ‘will a war begin or be decided in space?’, ‘how do satellites change the way war is conducted on Earth?’ and ‘what difference can space warfare make on Earth?’ Engaging with these questions has never been so important, as the use and deployment of satellites and space infrastructure – or spacepower – have become essential for modern military and economic power. It underpins and shapes a global web of connectivity and information-based economies. It provides new methods of political–economic development and control for continent-sized states. Space warfare is a realistic prospect because space technologies are at the heart of military weapon systems, intelligence, logistics and economics, and the tools for harassing or disabling satellites are spreading. In short, spacepower and the spectre of space warfare cannot be ignored in international relations (IR) and modern strategy. The Global Sustainable Information Society is a theoretical concept describing the vision of a good society in the age of global challenges. Globality, sustainability and informationality are understood in an innovative way as essential features of a world society to come that is capable of mastering the global challenges. Regarding informationality, the distinction between informedness and informatisation is made and a law of requisite information is introduced. The terms “intelligence”, “Artificial Intelligence” (AI) and “wisdom” are discussed from the perspective of complex systems. Intelligence and AI without wisdom are not deemed sufficient to meet the conditions of a good society today.

The article is devoted to the development of a method for evaluating the effectiveness of the level of protection at the object of information activities when using an integrated security system. Such systems provide for the sharing of resources of subsystems of fire and security alarm, video surveillance, access control systems and others. The application of integration provides a number of benefits, including: quick and accurate reaction to events, facilitating the work of the operator by automating management processes, control and decision-making on security, reducing the probability of erroneous actions of the operator, reducing equipment costs. Among the requirements for integrated security systems are reducing the role of man in the security process by increasing the systems intelligence, reducing the level of false positives due to closer use of subsystems and openness. Implementation of these requirements will increase the efficiency of security systems, reduce the human factor and will make the construction of integrated systems more transparent. The proposed method of assessing the integrated security system summarizes the state of security at the object of information activities, points to the weaknesses of the existing integrated security system, those that need of improvement. It can also be used when selecting the appropriate integrated security system. The assessment of the level of protection takes into account such criteria as complexity, functionality, size, speed, fault tolerance, scalability, interaction with external systems, the possibility of expansion.
