Ethel Smyth's first orchestral work, the Serenade in D Major for Orchestra, was composed in 1889 (and possibly early 1890) and was premiered at a Crystal Palace concert on 26 April 1890. The work was received well by the audience and garnered positive notices in the press. This critical edition is based on a photocopy of the autograph manuscript, now in the Royal College of Music Library, with reference also to a fair copy of the score, now in the British Library. The extensive critical notes document the changes made by the composer, as well as editorial and performance suggestions made by both the composer and August Manns, who conducted the premiere performance. The present whereabouts of Ethel Smyth's autograph score for her Serenade in D Major are unknown. The facsimile supplement presents a photocopy of the score that was made, according to the label on the cover, in August 1993, and which is now in the Royal College of Music Library. The introduction to this edition includes a biographical sketch of August Manns, conductor of the premiere performance.

The article discusses the issue of the procedure for changing the Constitution of the Russian Federation. Examples of norms of foreign constitutions are given, which constitutionalists recognize as rigid constitutions in the order of their amendment. The ways of changing the Constitution of the Russian Federation are considered: revision, adoption of amendments, amendment of Art. 65Identified problems such as the form of the amendment to the Constitution, the moment of entry into force of the amendment, the introduction by the Law of the Russian Federation on the amendment to the Constitution of the Russian Federation of 2020 a nationwide vote as an additional condition for the entry into force of the amendment, as well as additional powers of the Constitutional Court of the Russian Federation to verify compliance with Chapters 1, 2 and 9 of the Constitution of the Russian Federation of the provisions of the Law of the Russian Federation on the amendment to the Constitution of the Russian Federation that have not entered into force, as well as the procedure for the entry into force of Art. 1 of the Amendment Act. The critical notes are offered. In particular, the author comes to the conclusion that the approval of the constitutional amendment by the parliaments of the constituent entities of the Russian Federation is not a moment, but a condition for its entry into force, therefore, the law on the amendment cannot introduce additional conditions for the entry into force of constitutional amendments, since this leads to a violation requirements of Art. 136 of the Constitution, which cannot be amended by the federal parliament in the manner prescribed by chapter 9 of the Constitution.

Introduction. The late 1950s restoration of autonomies for the repressed peoples is an important era in the history of those ethnic statehoods. Still, even over 60 years thereafter quite a number of issues remain essentially problematic. And the main question is as follows: Can one interpret the late 1950s restoration of autonomies for the repressed peoples of Southern Russia as a rehabilitation? Materials and Methods. The study analyzes a number of scholarly Russian historiographical publications examining the mentioned period, and employs the historical genetic and historical legal methods. Results. The article considers a range of problematic issues, such as substantial features of ‘rehabilitation’ for repressed peoples in the Soviet era, political and historical essentials of the process, general issues of periodization of the rehabilitation (including that of the Soviet era), debating aspects of the phenomenon in respect to the restoration of autonomies, contemporary political and legal aspects related to the Soviet restoration of South Russia’s ethnic autonomies. Conclusions. In Russian historiography, there is a consensus as to the identification of the period of the restoration of autonomies for the repressed peoples as a rehabilitation, though incomplete one. The paper shows observation of the principle of historicism presupposes this period be viewed in a general context of the whole Soviet era that witnessed the rehabilitation of repressed peoples pinnacled with the rehabilitation decrees of perestroika. Since 1992 there emerged a new — Russian — stage of the rehabilitation. As for critical notes on outdated norms of the RSFSR Law On the Rehabilitation of Repressed Peoples, it seems evident that the agenda of its complete implementation was never actualized by federal government agencies since the mid-1990s. It is possible that another law be created in future to comprise the rehabilitation experiences of the Soviets, including that of the initial stage from the late 1950s. This would require explicit political and legal assessments of the repressed peoples’ rehabilitation in a historical perspective.

The Itarinae includes two genera and 60 species world-wide. Ten species are recorded from China. All Chinese species were reviewed in this study. Females of the most species were described and illustrated. Keys based on characters of male and female for Chinese species were provided respectively. As well as, a new species and revised species distribution of Itara Walker, 1869 were reported. Two types of coloration (dark and light colors) of Parapentacentrus fuscus Gorochov, 1988 were discovered and taxonomic problem of the genus Parapentacentrus Shiraki, 1930 were discussed.
