Abstract: The coalition government in Jammu and Kashmir during 2002 to 2008 helped build some kind of confidence in the electoral institutions and processes. Breaking the hegemony of the single dominant party also brought an alternative to the PDPCongress coalition power. PDP- Congress formed a coalition government after 2002 Assembly elections as no political party had won majority and it resulted in a fractured mandate. The coalition was significant in the sense that PDP had recently emerged as regional force, and it was its first game in elections as well as coalition politics. The coalition began very well on a good note. The coalition incorporated their election manifestoes with the basic issues which the people were facing. The PDP promised a corruption- free government, unconditional dialogue with militants, providing a healing touch and like. Abstract                                                                              To further ensure the implementation of a corruption-free government, Law Number 31 of 1999 concerning Eradication of Corruption Crimes, as amended by Law Number 20 of 2001 concerning Eradication of Corruption Crimes, is in lieu of Law Number 3 of 1971. The birth of the law -this law is expected to accelerate the growth of people's welfare, with a countermeasure against the evil nature inherent in corruption. The author uses an empirical juridical approach, which is an approach that is carried out by studying the law in fact in the form of attitudes, judgments, behaviors, which are related to the problems being studied and which are carried out by conducting research in the field. Based on the results of the research, it can be concluded that the investigation activity is a follow-up to the investigation which has more or less found the construction of criminal corruption incidents that have occurred. Constraints faced with the authority of police investigators are the limited number of Criminal Investigators; information received regarding criminal acts of corruption is still unclear and in detail; operational costs that have not met; lack of public legal awareness. Efforts to overcome the obstacles faced include gradually increasing the number of criminal investigators; accelerate all access so that information related to criminal acts of corruption is quickly absorbed by police investigators; the government needs to increase the budget post for operational costs, in order to facilitate the running of investigative activities; and the need to provide outreach to the public either directly or through electronic media or social media. The preparation and management of regional budgets are required to be more realistic and transparent. In the digital era, through e-government programs, it is expected to increase transparency, control, and accountability of government administration in order to implement Good Governance in kkn-free government. The preparation of ASB will help local financial management to be more transparent, fair, accountable and the efficiency of local government budgets can be achieved. The preparation of this ASB aims to establish an ASB model of Meeting activities within the Office and outside the Office that is used to assess the fairness of the workload and cost of such activities. This research uses descriptive research and in data analysis using Ordinary Least Square (OLS) method. This research produces a viable ASB model so that it can be used as a pagu (reference) in arranging meeting budgets inside and outside lumajang regency government offices.

This chapter begins by presenting Niccolò Machiavelli's constitutional thought as the foundation of a type of constitutionalism that is material in its analysis of law and procedures, and anti-oligarchic in its institutional design. It recognizes the influence that socioeconomic inequalities exert over political power, in which Machiavelli embraces conflict as the effective cause of free government and strives to empower and channel emancipatory, plebeian energies through the constitutional order. It also focuses on Machiavelli's most important contribution to materialist constitutionalism: the plebeian nature of constituent power. The chapter contends that the constituent power in Machiavelli serves not as a bridge between basic principles and politics, but rather as the power exerted to resist oppression and establish plebeian and anti-oligarchic institutions. It looks at the democratic theory on the constituent power that has been conceived as the autopoietic power of the community.
