The purpose of the article is to study the trinity and interactions of European integration clusters, state cultural policy, and civil society. The methodology is based on the integrated use of general scientific and special-applied methods, namely: analysis and synthesis, abstraction and concretization, analogy, and comparison. A special culturological method, ie the method of culturological determination made it possible to consider the influence of cultural factors on the formation of a socio-cultural, civic environment. The use of empirical level methods allowed us to form a holistic picture of the organization of European integration cultural practices in the Rivne region, observing the activities of cultural institutions in the region. The scientific novelty lies in the complexity of the study of the state cultural policy of Ukraine with a focus on its social, economic, mental state and content of modern European integration modes, which activates the process of civil society development. Conclusions. The creation of a single cultural space in Europe is based on the cultural diversity of countries, cultural diplomacy, which ensures communication and finding common ground in establishing cooperation. Sustainable development and gender equality are new priorities in the cultural policy of the European Union. For Ukraine in the context of European integration, it is important to create conditions for harmonization, preservation, actualization of national cultural space despite the fragmentation and dispersion of cultural heritage, as well as the intensification of the national sector of cultural industries, ensuring the competitiveness of national cultural product in the world market. with the involvement of representatives of civil society. These are the basic bases for creating the concept of state cultural policy in Ukraine.

the article is devoted to the study of the general principles of the influence of law and morality on modern civil society. It is argued that in a crisis of moral regulation of social relations, their legal regulation will lose its effectiveness due to a number of objective and subjective factors. It is concluded that the interaction and coherence between law and traditional morality in society is the key to the effective functioning and development of civil society.

AbstractThis paper offers an empirical account of the engagement and success of nonprofits in contracting for elderly care in China and the Netherlands as two contrasting contexts. While contracting as an innovation demonstrates a state-centered approach in China, its Dutch counterpart has sought a balance between state and professional influences. The paper argues that public sector reforms, civil society development and social regulation support schemes contextualize the engagement and success of nonprofits in contracting for elderly care. Surveys among the managers of 176 elderly care organizations in Shanghai and 70 elderly care organizations in the Netherlands shows that the fundamental elements of nonprofit contracting in elderly care are strikingly similar between both contexts, although their manifestation is shaped by each specific institutional context.

In 2007, Ukraine joined the pool of the countries in which supporting for civil society development is officially recognized as a state priority. Since then, three relevant strategic documents have been implemented – the Concept for facilitating civil society development by executive bodies (2007), that was approved by the government, and the Strategy of state policy for facilitating civil society development (2012) and the National strategy for facilitating civil society development for 2016–2020 (2016), that were approved by the President of Ukraine.The results of the researching of different approaches to determining the strategic objectives of state support for civil society development and the mechanisms for their implementation, that took place during 2007–2020, are presented in the article. Also the analysis of the above-mentioned state documents and the practice of their implementation is carried out. The strengths and weaknesses of the respective approaches are highlighted based on the results of the analysis.Each strategic document played a positive role in the formation of state policy for facilitating civil society development. However, none of them had enough quality in terms of planning and implementation mechanism. The author singled out a number of shortcomings: unclear formulation of strategic objectives and fuzzy connection of action plans with them; changing bodies authorized to set priorities and plan activities in the relevant area; weak coordination mechanisms; lack of indicators for monitoring and evaluation of effectiveness, etc.Recommendations for improving approaches to defining strategic objectives and mechanismsfor their implementation in the new National strategy for facilitating civil society development were alsoformulated.

The task of mapping the existing procedures and methodologies of subsidies provided from the state budget in terms of efficiency, transparency and effectiveness and proposing their evaluation, the Office of the Plenipotentiary of the Government of the Slovak Republic for Civil Society Development resulted from the Strategy of Civil Society Development in Slovakia Action Plan 2019-2020. The analysis is based on research solved for the needs of practice and focuses on ministries, central state administration bodies and funds of the Slovak Republic, which is a total of 21 institutions that provide subsidies for non-governmental organizations as carriers of innovative solutions to regional disparities. The aim of this paper is to review all subsidy schemes of the ministries and evaluate them in terms of efficiency, transparency and effectiveness, ie. to map existing procedures and methodologies for providers of public resources in the form of subsidies provided from the state budget, which determine how goals / measurable indicators proving the meaning of provided public resources are to be set and at the same time enable them to be evaluated. Based on the mapped and evaluated state, we propose additional procedures and methodologies that will allow a comprehensive evaluation of the effectiveness, transparency and efficiency of spent funds of individual subsidy programs provided from the state budget and which can also be used to provide subsidies at regional and local level.

On the basis of the latest research and data of sociological sources, the article examines the revival of religious institutions in Russia in the late 20th – early 21th century. The relevance of scientific research is due to the important role of religious institutions in the process of development of civilization, culture, ideological education and social consciousness. Religion has been and remains the basis of an ideological instrument in any state since its inception. The evolvement and development of a rule-of-law state largely depends on the level of civil society development and on the ideological orientation of the population, which, in turn, is an objective social basis of a democratic state. In the last few decades, the issues of religion have been very actively covered in the media, religious programs have been appearing on TV, clerics are invited to talk shows, and the internet is filled with religious sites. The relationship between the existence of religious associations and changes in the socio-political situation in the country in individual confessions, including by changing the dynamics of their number is shown. Like any social institution, religion has its own special cultural symbols, which in an extremely concentrated form create a religious picture of the world in public consciousness. The level of civil society development is largely determined by the existence of autonomous public associations that unite the society and ensure its effective interaction with the state. The conclusion about the development of a certain system of institutional norms in the change of ideological standards in the modern Russian Federation is formed. Special attention is paid to the regional aspect of the problem on the materials of the Mari El Republic.
