During the 1990s, governments and the education profession noticed that boys were lagging behind girls academically. Reading, or the lack or it was pinpointed as a major cause and it was observed in an Auckland high school library that significantly more books were issued to girls than boys over a six month period in 2004. The purpose of this study was to achieve a deeper understanding of how a purposefully selected sample of school librarians has successfully encouraged boys to read. A qualitative approach was employed using two methods of data collection: a questionnaire to gather largely statistical data and in-depth interviews to gather data about participants' experiences, knowledge and opinions. The study found that school librarians use a variety of strategies to promote reading to boys. A school library needs to be well stocked with a wide range of current, appealing, reading materials as boys are discerning, hybrid readers. Knowing the students and the library collection was central to matching boys with books and the library needs to be more than a book repository. It is concluded that Ranganathan's 'Five laws of library science' are still applicable today in the school library and school librarians need to be a professional, visible and approachable presence in the school.

Borrowing and returning library books is a process of circulation service activities. This research is motivated by the fact that library circulation service management is very important in order to improve the quality of existing services, where officers must understand the problems in the implementation of circulation in the library. The purpose of this study was to analyze the implementation of circulation service management in the Rejang Lebong 6 Junior High School Library. The type of approach used in this research is a qualitative approach. Data were collected using observation, interview, and documentation techniques. The results showed that the implementation of circulation service management at the Rejang Lebong 6 Junior High School Library has not run optimally, this is indicated by the many problems in circulation services. There are still officers who do not understand how to use the library so that the service has not been running optimally. On the other hand, library infrastructure is still lacking, so that it has an impact on library management, which will have implications for the learning process in schools.

The installation of technology in the school library is only the first step in its effective use by students. Many search engines are not intuitively obvious to users, and although students love computers, they often need help with searching. The author combines the results of action research in the high school library with conclusions in the professional literature to argue that systematic formal instruction in electronic search skills is necessary for awareness of library software and competence in its use. The paper focuses on the why, what, when, where, and how of teaching electronic search skills to high school students.

The paper reports on a qualitative case study of one high school library. It forms part of a broader study of the Bookery’s School Library Project which has established 40 libraries in disadvantaged schools in Cape Town. The paper examines what difference the library is making to the school. The overarching aim is to find what might be learned from the Bookery’s Library Assistant (LA) programme about the staffing of school libraries in the South African context, where fewer than 20% of schools have functional libraries. The case study over two weeks comprised observations, interviews, and a questionnaire survey of the teachers. The working relations between the Bookery library assistant and the “teacher-librarian”, a full- time class teacher and the library’s driving force, are found to be crucial to the library’s sustainability. The library is clearly playing an important role in the students’ school experience and in meeting the information needs of teachers in their classroom teaching. But, despite general beliefs that the library is “a good thing”, only a minority of teachers integrate it into their teaching. It seems that teachers lack insight into the role of a library and information literacy in 21st century learning. Other key restrictions on the fulfilment of the library’s potential are its limited collections and the lack of ICTs. In the words of one participant, the overall conclusion is that “ It is helping but there are limitations”.

The Grade 1-9 Curriculum was transferred into a Topic Maps to representation domain-specific knowledge model and to connect to related resources. This domain-specific knowledge of a topic is exploited by the Web search services to suggest appropriate search queries and retrieval adequate information from the internet. Finally, these functions are integrated into the WUGU junior high school library system and provide an efficient way for users to access heterogeneous information.

During 1990s, traditional senior high school education encountered challenges of social transitions, information explosion while entering a learning-oriented society. Educational reforms and policies were conducted and enforced nation-wide. School libraries was situated in a turning edge to cope with the education reforms. Two major projects have impacted heavily on the development of high school (including vocational high schools) librarianship. One was the subsidy for collection development from the Ministry of Education that enriched the high schools’ library holdings, the other one was the establishment of “The Senior High School Library Guidance Committee (SHSLGC)”. SHSLGC consists of scholars of Library and Information Science Education, educational administrators, and selected high school library directors. The SHSGC Team started consulting jobs by selecting high school libraries as demonstrative models in different regions of the Island, conducting library symposiums, having published “The Handbook for Senior High School Libraries”, hosting forums for high school principals and chief librarians, establishing professional courses for chief librarians, and paying on-site visits to high school libraries around the Island. The on-site visits created inter-library cooperation and exchange of professional experiences among high schools and vocational high schools. Efforts continued and when the “ Library Law” was effected in year of 2002, SHSLGC gained its legal stands and became a regular organization to officially provide its services to senior school libraries. In addition to its original services 2 during the years, SHSLGC expanded its services to conduct researches on current-status of senior school libraries, posting e-Paper on the Internet, composing a high school e-learning data bank, helping high school libraries to delivery services to communities. This paper addresses the development of SHSLGC, the history, milestones, the implementation, and its impact as well.

Traditionally, the main clients of high school library are the faculty and students in the school; and the main purpose of high school library is providing educational resources. Because examinations strongly affect high school education, the restricted functions of the high school library are book delivery and holding exhibitions. If the high school library could enhance marketing and open to the community around the school, in one hand we can expand library service, in the other hand we can unite the functions of school education and social education via abundant community resources, create concrete school and social culture, make cooperative relationship between high school and community.
