It also aimed to identify the level of administrative empowerment practice in these companies. To achieve the objectives of the study, the descriptive and analytical method was adopted, and a questionnaire was distributed to a sample of 330 participants selected by the complete sensus sampling method. However, only 227 of the questionnaires were valid for analysis. For data analysis, many descriptive and inferential statistical methods were used. Findings revealed that the level of practicing transformational leadership did not reach the expected level, as the mean was just medium. There were differences at the level of practicing the dimensions of transformational leadership; the highest effective difference was the intellectual arousal and the least one was the individualized consideration. Findings also showed that the level of administrative empowerment practice was medium, and the practice level of the dimension of authority delegation was high while participation in decision-making was low. Moreover, there were differences at the level of the impact of the dimensions of transformational leadership on administrative empowerment; the highest effective difference was the ideal effect and the least one was the individualized consideration. The study stressed the need to adopt various dimensions of transformational leadership, at pharmaceutical manufacturers in Yemen, with an emphasis on individualized consideration as this can have a great impact on administrative empowerment. Keywords: administrative empowerment, pharmaceutical manufacturers in Yemen, transformational leadership

Covid-19 began to appear at the end of 2019 and began to spread in January 2020 precisely in Wuhan City, China. The presence of this virus has successfully paralyzed all world activities from various sectors, ranging from education, business, politics, tourism and so forth. This condition does not only occur in Indonesia but also affects all countries in the world. Of the various problems that arise in the middle of the community, it is felt necessary to provide a form of community empowerment practice. The main objective is not only to overcome problems related to economic income, but also to make people have the ability to meet their physical, economic and social needs. The practice of community empowerment is not only understood as a change activity carried out from within individuals, communities or organizations but also requires support and encouragement from outside parties, especially support from institutions that have a role in empowerment practices. One of the many institutions that have a role in the implementation of community empowerment practices is the University or in other terms referred to as Higher Education. This research method uses a literature study approach which is a series of activities related to data collection techniques through literature, reading, recording and managing research material. The data taken in this literature study comes from the provision of online media, reference books and research journals that are considered relevant to be able to answer research questions. The results of this writing indicate that Higher Education has a role in the practice of community empowerment, both directly and indirectly through the implementation of Higher Education Tridharma. It's just that, in its implementation, the role of universities in the practice of community empowerment, especially during the Pandemic Covid-19 period is not as simple as imagined. Although there are opportunities in implementing empowerment practices, of course there are also forms of challenges that will be faced by universities in implementing community empowerment practices. Therefore, at least a strategic policy step from the central government is needed that can strengthen the role of Higher Education, as well as to answer the Challenges and Opportunities for Community Empowerment Practices during the Pandemic Covid-19 Through the Role of Higher Education.

This paper describes a research project that investigated the influence of leadership communication and staff empowerment on job motivation among civil servants. The aim was to fill a gap in the management literature, especially in the Malaysian perspective under the dynamic context of the recent civil servant empowerment practices between state and federal agency departments. Three dimensions on leadership communication had been examined, namely, initiating structure, consideration, and communication orientation, and their link with empowerment and job motivation. A face-to-face survey was performed on 198 respondents from five state agency departments and five federal agency departments using a stratified random sampling technique. As well as the importance of literature contribution, some of the conclusions from this study can give an important insight for the Malaysian practitioners in public sector management. Part of the conclusion suggests that the consideration dimension is proven to be able to encourage empowerment practice and consequently would increase staff motivation. Another finding is that leadership communication based on the three dimensions above is better practised in the federal agencies than the state agencies. The study also proved that leadership communication, empowerment, and forecast factors would contribute toward the increase of motivation among workers.

“Resilience and the Strengths Perspective in Action” connects the summer camp experience to the strengths perspective and related concepts. Major principles of the strengths perspective, identified by Dennis Saleebey, are summarized. The constructs of risk factors and protective factors are reviewed in relation to the positive outcome of resilience. The strengths and resilience perspectives link to empowerment practice in social work as associated with Simon, Solomon, and Gutierrez. Positive youth development—often found in the youth services field—focuses on skill building, character development, health, and prevention. Michael Ungar suggests that camps can bolster resilience by identifying and meeting campers’ individualized needs. The milieu offered by camps described in later chapters embody these social work approaches as do few other settings.
