The study aimed to identify the degree of practice of administrative empowerment and its dimensions (granting of powers, participation in decision-making, qualification and training, work groups and teamwork, and creative behavior development) among women leaders in the departments of science and medical studies at King Saud University. Also, the to identify the level of application of quality management principles (Awareness of the concept of quality management, top management commitment to the concept of quality, continuous improvement, and effective communication) among women leaders in the departments of science and medical studies at King Saud University and the type of relationship between two concepts. The study adopted the descriptive approach with its two inputs: survey and relational. The researcher used the questionnaire as a tool for study. The study community consists of all women leaders in the departments of science and medical studies at the women campus (the university city for female students) at King Saud University. The study was applied to (180) leaders (Dean, Vice Dean, Center or unit manager). The study reached several results, most notably: 1) The degree of administrative empowerment practice among women leaders in the departments of science and medical studies at King Saud University from the point of view of the study personnel came with a medium degree, that the degree of application of quality management principles in King Saud University from the viewpoint of the study personnel came At a moderate level. 2) There is a positive (positive) relationship of statistical significance at the level of significance (α≤0.01), between the degree of practicing the dimensions of administrative empowerment. 3) The degree of applying the principles of quality management in the departments of science and medical studies at King Saud University from the viewpoint of the study individuals. In light of the results of the study, the study recommended the need of developing the organizational policies to raise the level of participation of women leaders in the departments of science and medical studies at the university in decision-making, and the necessity of rehabilitating women leaders before their assignment.

The study aimed at identifying the degree of applying the visual management strategies and the obstacles of applying them in the public universities in Riyadh region in light of the vision of the Kingdom in 2030. In addition, it aimed at identifying the statistical significance differences on the implementation of the visual management strategies from the point of view of department heads according to the variables of gender, Years of service). The researcher followed the descriptive approach. The study community is composed of all department directors at the public universities in Riyadh, specifically King Saud University, Princess Norah Bint Abdul Rahman University, and Saudi Electronic University. The sample of the study was limited to a randomly selected sample of 137 department heads in the public universities under study. The tool consisted of a two-pronged questionnaire, namely the degree of application of the visual management strategies. It includes three sub-axes (rules of operation, disinfection, and elimination of waste), the second axis: obstacles to the implementation of visual management strategies. The results of the study came out with a number of results, the most important of which were: After the implementation of the business rules strategy, a total average of (3.74 of 5) was achieved with a grade of (large), followed by the clearance strategy with an average of (3.61 of 5) (3.53). The results indicated that there were statistically significant differences between the respondents' responses to the implementation of the visual management strategies of the heads of departments In the universities in question are due to the variables (gender, female favor, In addition to the number of years of experience and for the benefit of their experience 5 years than less. In addition, there were statistically significant differences between the responses of the sample members on the obstacles of visual administration in the heads of departments at King Saud University, Princess Nora University, In the Riyadh region in view of the vision of the Kingdom in 2030 due to the gender variable. And for the benefit of males. There were no statistically significant differences between the responses of the sample members on the obstacles of visual administration in the heads of departments due to the variable (years of experience, qualification). In the light of the results, a set of recommendations and proposals were presented to activate the implementation of the visual management strategies in the public universities in Riyadh and other Saudi universities in light of the vision of the Kingdom in 2030.

The study aimed to identify the reality of knowledge management and obstacles to its implementation and ways to develop it as seen by academics at the universities of Hebron and Alquds Open in Hebron. The study followed the analytical descriptive approach. The study population is composed of academics working at the universities of Hebron and Alquds Open in Hebron Governorate. To collect the data, a questionnaire was used consisting of (60) paragraphs. The sample size was (62) academic. The results indicate that the reality of knowledge management and its obstacles to development was generally high. The results also showed that the level of awareness of the concept of knowledge management was high. , And that knowledge recognition is a feature of modern management. The results also show that the most prominent constraints to knowledge management application are excessive centralization and complex administrative procedures. The results confirmed ways to develop knowledge management application. The results of the study showed that there are significant differences in the reality of knowledge management and the obstacles to its implementation and ways of activating it from the point of view of academics in the universities of Hebron and Alquds Open in Hebron Governorate due to variables :(gender, scientific qualification, years of service, age, university). While there were differences of statistical significance according to variable academic education. In light of the results, the study made a number of recommendations. The most important of these are the following:( The university should promote knowledge management applications through scientific activities and issue journals and publications to disseminate knowledge. The university policies should include supporting scientific research and researchers.

The study aimed at recognizing the degree of the teaching staff members in Irbid National University employment of citizenship values in teaching from the point of view of students, and also specify if there are differences with statistical significance ascribed to the variables of the study, they are: sex (male & female) and type of the faculty (human and scientific). To achieve the study's objectives, both researchers applied the descriptive-analytical method, employing a questionnaire prepared by both researchers. The instrument of study covered (21) items, they had been distributed after assuring procedures of validity and reliability on a class on a random class sample, its component is (512) male and female students from the community of study amounting to (2592) during the second semester of the studying year (2017-2018). The most prominent results were that the teaching staff member's citizenship values came at a medium degree through the teaching process. Also, differences with statistical significance did not appear ascribed to both variables of sex (male & female) and the faculty (human & scientific). And in light of results, the researchers recommend the University Administration entrust the subject of citizenship greater importance and bid the professors to evaluate those values and enhance them in cultural and academic domains and activities, through the different plans of the studying subjects.

The aim of this research is to determine the extent to which Total Quality Management can be applied using a balanced scorecard according to the balanced scorecard dimensions from the perspective of the faculty and administrative staff at the Faculty of Politics and Economics, Suez University. To achieve this aim, the researchers used a descriptive research methodology based on the questionnaire for a sample of (33) faculty members, and the administrative staff at the Faculty of Politics and Economics, Suez University. Some faculties in Egyptian universities find it difficult to measure the effectiveness and efficiency of educational and administrative services performance which were provided to clients as well as the difficulty of measuring the outputs of these services, so Balanced Scorecard is the best tool for evaluating and measuring the performance of these services and outputs. The results of the study showed a statistically significant effect of the use of balanced scorecard dimensions (financial, internal processes, clients, and growth and learning indicators). One of the most important results of the research was that there is a clear variation in the level of awareness of the components of the use of balanced scorecard indicators in the application of total quality management, which reflects the importance of using the balanced scorecard in evaluating the university performance in light of the philosophy and mission of the university. The clients dimension is the most important dimension for it’s directly reflects on the satisfaction of clients from the provided service, and the financial perspective can be achieved by develop programs and academic services to increase the variety of revenues for the development of academic and administrative performance through the support of innovations and creative activities of scientific and professional efficiency of students, faculty members and administrators with the consolidation of a culture of technological knowledge of developments in the global academic arena.

The article discusses the approach to ensuring the satisfaction of consumers of educational services in the quality management system (QMS) of the university in the context of a risk-based approach. The problems connected with identification and resolution of personal risks of the parties interested in educational services are investigated. The analysis of tools for identifying personal risks of consumers and their transformation into the characteristics of educational services is carried out. The expediency of using the proposed «Consumer risks» method, which is a modification of the «Consumer Voice» method known in quality management and allows extrapolating the personal risks of interested parties into the requirements and then into the characteristics of educational services expressed in professional terminology that is understandable for implementation by the university management, is argued. The procedure of statistical substantiation of managerial decision-making on the priority of choosing the implementation of the characteristics of educational services extrapolated from the personal risks of consumers is proposed. The considered approach allows not only to ensure the satisfaction of consumers of educational services, but also to anticipate their expectations.

ملخص: هدفت الدراسة التعرف إلى دور الأحزاب السياسية الفلسطينية في تعزيز المشاركة السياسية من وجهة نظر خريجي جامعة القدس المفتوحة فرع غزة، ولتحقيق ذلك تم استخدام المنهج الوصفي، ومنهج دراسة الحالة، وأعد الباحث استبانة طبقها على عينة طبقية عشوائية بلغت (378) مفردة، صلح منها للتحليل (292) مفردة من خريجي جامعة القدس المفتوحة فرع غزة البالغ عددهم (22724) خريجاً وخريجة، وتوصلت الدراسة إلى النتائج الآتية: 1- هناك ضعف في دور الأحزاب السياسية الفلسطينية في تعزيز المشاركة السياسية من وجهة نظر خريجي جامعة القدس المفتوحة فرع غزة. 2- هناك قصور في دور الأحزاب السياسية الفلسطينية في نشر القيم الثقافية التي تنمي المشاركة السياسية لدى لشباب، وتعمل على تشجيع وتحفيز طاقاتهم، وبث روح المثابرة وتبني الأفكار والتوجهات المبدعة التي يقترحونها. 3- هناك تفرد لدى الأحزاب السياسية الفلسطينية في صنع القرارات أكثر من المشاركة لدى الشباب به، ويؤشر ذلك على جمود وتعقد نظم الأحزاب ويظهر ذلك في عجزها على تفعيل المشاركة للشباب في صنع القرارات. 4- هناك ضعف في دور الأحزاب السياسية الفلسطينية في القضاء على ظاهرة العقلية الفردية وعدم البعد عن تحقيق المصالح الذاتية، وتغليب المصلحة العامة على المصلحة الشخصية بشكل مرضي لدى الأحزاب السياسية الفلسطينية. 5- هناك ضعف في مشاركة الشباب في إعداد البرامج السياسية والثقافية والمجتمعية لدى الأحزاب السياسية الفلسطينية، وذلك يشير لإهمال الأحزاب في حث الشباب للمشاركة في إعداد البرامج السياسية والثقافية. 6- وجود علاقة طردية موجبة قوية ذات دلالة إحصائية عند مستوى (α≤0.05) بين دور الأحزاب السياسية الفلسطينية في تعزيز المشاركة السياسية من وجهة نظر خريجي جامعة القدس المفتوحة فرع غزة. 7- وجود فروق ذات دلالة إحصائية عند مستوى دلالة (α≤0.05) بين متوسط التقديرات حول دور الأحزاب السياسية الفلسطينية من وجهة نظر خريجي جامعة القدس المفتوحة فرع غزة تعزى لمتغير (النوع الاجتماعي الكليات العلمية، العمر، مجال العمل مكان السكن). الكلمات المفتاحية: الأحزاب السياسية الفلسطينية- المشاركة السياسية- خريجي جامعة القدس المفتوحة. Abstract The study aimed to identify the role of Palestinian political parties in promoting political participation from the point of view of the graduates of Al-Quds Open University, Gaza Branch, and to achieve this, the descriptive approach and the case study approach were used. (292) male and female graduates of Al-Quds Open University, Gaza branch, numbering (22724), and the study reached the following results: 1- There is a weakness in the role of Palestinian political parties in promoting political participation from the perspective of graduates of Al-Quds Open University, Gaza Branch. 2- There is a shortcoming in the role of Palestinian political parties in spreading cultural values ​​that develop the political participation of young people, encourage and stimulate their energies, spread the spirit of perseverance and adopt the creative ideas and directions they propose. 3- There is a uniqueness among the Palestinian political parties in decision-making more than the participation of the youth in it, and this indicates the rigidity and complexity of the party systems and this appears in their inability to activate the participation of young people in decision-making. 4- There is a weakness in the role of the Palestinian political parties in eliminating the phenomenon of the individual mentality and the lack of distance from achieving self-interest, and giving priority to the public interest over personal interest in a satisfactory manner among the Palestinian political parties. 5- There is a weakness in the participation of young people in preparing the political, cultural and societal programs of the Palestinian political parties, and this indicates the neglect of the parties in urging young people to participate in the preparation of political and cultural programs. 6- There is a strong positive direct relationship with statistical significance at the level (α≤0.05) between the role of Palestinian political parties in promoting political participation from the point of view of graduates of Al-Quds Open University, Gaza Branch. 7- There are statistically significant differences at the level of significance (α≤0.05) between the average estimates about the role of Palestinian political parties from the point of view of graduates of Al-Quds Open University, Gaza Branch, due to the variable (gender, scientific colleges, age, field of work and place of residence). The use of the videoconference as a resource for academic tutoring is starting to spread as a useful practice. From a pedagogical point of view this technological innovation involves many uncertainties as regards its organization, its technology and its pedagogical features. In this paper we study this process in the Degree of early childhood education at the University of La Laguna in the academic course 2016, where two hundred students experienced the video tutorials in two subjects. We will prove how students enter university with previous experiences related to the use of videoconferences in different usage models. In this paper we reflect on decision making processes carried out in several categories. We conclude with the assessment that students have made about this experience, highlighting here the specific utility as regards the most effective type of feedback and the relational environment.
