More than 15 years have passed since Canada’s Species at Risk Act was enacted. To evaluate scientific progress in support of the Act, we identified research accomplishments up to 2017 for imperilled aquatic species in the Great Lakes – St. Lawrence River basin based on recovery documents and an expert survey, spanning 1182 activities across 68 research topics for 45 fish and mussel species. Greatest progress was observed for population ecology (38% of activities with major progress) and habitat science (28%), with comparably less progress on threats (mechanisms and impacts; 19%) and recovery (threat mitigation and reintroduction; 21%). As a result of lagging progress, threat and reintroduction topics were prioritized for a Canadian Freshwater Species at Risk Research Network (SARNET; 2017–2020), which focused on addressing key knowledge gaps with novel applications. This special issue outlines the SARNET projects, which span novel field, laboratory, and analytical activities. Continued research investment into novel and existing approaches is necessary to advance scientific achievements for fishes and mussels in support of the Species at Risk Act in Canada.

Southern Resident Killer Whale (SRKW, Orcinus orca) may be found year round in the Salish Sea. These orcas comprise three matrilineal pods (J, K, and L) and were listed as Endangered under the Canadian Species at Risk Act in 2003 and under the United States Endangered Species Act in 2005 because of prey scarcity, vessel noise and disturbance, small population size, and exposure to toxins. Since 1993, the Whale Museum has been operating Soundwatch, a boater education program for vessels. Soundwatch personnel are on the water in the central Salish Sea throughout the summer educating boaters on how to maneuver near marine mammals legally and documenting vessel regulation violations and marine mammal presence and behaviour. Starting on 24 July 2018, Soundwatch documented an adult female SRKW of J pod (J35) carrying a dead neonate calf. J35 continued to carry her dead calf for 17 consecutive days covering ~1600 km. Her story riveted the attention of the people of the Salish Sea as well as people around the world, evoking empathy for J35 and her loss as well as the plight of the Endangered SRKW population. Here, we tell her story and evaluate whether the behaviour J35 displayed toward her dead calf was an example of epimeletic behaviour, animal grief.

Newfoundland’s Banded Killifish (Fundulus diaphanus) population is listed as a species of Special Concern under Canada’s Species at Risk Act and Vulnerable under Newfoundland and Labrador’s Endangered Species Act. Mummichog (Fundulus heteroclitus) is a similar looking fish species and is currently under review by Newfoundland and Labrador’s Species Status Advisory Committee. Both species have limited known distributions in Newfoundland waters that overlap. They may occur sympatrically in estuaries and occasionally hybridize; thus, field identifications can be challenging. We found that dorsal fin position and caudal fin depth were the most useful morphological characters for distinguishing Banded Killifish and Mummichog in the field. We used local ecological knowledge, literature review, museum records, and field surveys to update the known distribution ranges and found both species in more locations than previously documented in Newfoundland. Thus, we extend their known ranges. Our results will be critical in future status assessments of these species in Newfoundland.

Since the implementation of the Canadian Species at Risk Act (SARA) in 2003, deficiencies in SARA and its application have become clear. Legislative and policy inconsistencies among responsible federal agencies and the use of a subjective approach for prioritizing species protection lead to taxonomic biases in protection. Variations in legislation among provinces/territories and the reluctance of the federal government to take actions make SARA’s application often inefficient on nonfederally managed lands. Ambiguous key terms (e.g., critical habitat) and disregard for legislated deadlines in many steps impede the efficacy of SARA. Additionally, the failure to fully recognize Indigenous knowledge and to seek Indigenous cooperation in the species protection process leads to weaker government accountability, promotes inequity, and leads to missed opportunities for partnerships. New legislative amendments with well-defined and standardized steps, including an automatic listing process, a systematic prioritization program, and clearer demands (e.g., mandatory threshold to trigger safety net/emergency order) would improve the success of species at risk protection. Moreover, a more inclusive approach that brings Indigenous representatives and independent scientists together is necessary for improving SARA’s effectiveness. These changes have the potential to transform SARA into a more powerful act towards protecting Canada’s at-risk wildlife. (The graphical abstract follows.)

Fishes assessed as Threatened or Endangered by the Committee on the Status of Endangered Wildlife in Canada are disproportionately less likely to be listed under the federal Species at Risk Act (SARA) compared to other taxa. We examined the extent to which the amount and type of science advice in a Recovery Potential Assessment (RPA) contributes to SARA-listing decisions for 34 wildlife species of freshwater fishes in Canada. We used a generalized linear mixed model to describe SARA listing status as a function of RPA completeness. Principal coordinates analyses were conducted to assess similarity in answers to RPA questions among listed and nonlisted species. The amount and type of science advice within an RPA were weakly related to SARA status. RPA completeness accounted for only 7.4% of model variation when family was included as a random effect, likely because nine species not listed under SARA (64%) belong to the sturgeon family. Our results suggest that, while potentially useful for informing recovery strategies, RPAs do not appear to be driving listing status for freshwater fishes in Canada. Factors beyond scientific advice likely contribute to nonlisted species and delays in listing decisions.

  In spring 2019, we conducted a comprehensive abundance and distribution survey for Peary caribou (Rangifer tarandus pearyi) and muskox (Ovibos moschatus) on Axel Heiberg Island, Nunavut, Canada. Although much of Axel Heiberg Island is rugged and extensively glaciated, areas east of the Princess Margaret mountain range have high productivity given the latitude and have supported relatively large numbers of Peary caribou and muskoxen. This region of the island has been previously identified as a potential High Arctic refugium. The last island-wide survey, in 2007, estimated 4237 muskoxen (95% confidence interval [CI] [3371:5325]) and 2291 Peary caribou (95% CI [1636:3208]); based on our 2019 results, it appears that muskox numbers have been stable on Axel Heiberg Island since then. Using distance sampling and density surface models, we estimated 3772 muskoxen (95% CI [3001:4742]) on Axel Heiberg Island during our 2019 survey. In contrast, Peary caribou, which is listed as an endangered species under the Canadian Species at Risk Act, appear to have declined dramatically from the 2007 estimate. During the 2019 survey, we observed only six Peary caribou and could not generate an island-wide estimate. Abrupt declines in numbers are characteristic of the species and are usually related to poor winter conditions such as dense snowpack or extreme weather events that result in widespread ground-fast icing. However, the limited monitoring information available at the northern extent of Peary caribou range presents major challenges to our understanding of the mechanisms leading to this near total absence of approximately 20% of range-wide Peary caribou numbers.

The Rocky Mountain ridged mussel (Gonidea angulata) is a bivalve species whose Canadian range is limited to the Okanagan Valley, British Columbia. In 2019, conflicts between habitat protection for the mussel and potential habitat alteration to control the invasive Eurasian watermilfoil (Myriophyllum spicatum) (milfoil), led to a decision to maintain the status of the mussels as Special Concern under Canada’s Species at Risk Act (SARA) rather than classify it as Endangered. Milfoil control can cause direct mortality and/or burial of the mussels, but there had been no systematic study of the impacts of milfoil control on mussel beds. The purpose of this study was to address knowledge gaps by delineating known mussel beds and potential overlap with milfoil to provide information for management decisions that balance the needs of native species protection and invasive species control. Rocky Mountain ridged mussels in three reference locations were enumerated using snorkel surveys. The presence and distribution of milfoil was documented in relation to five sites within these three locations. Milfoil was encroaching on one site, causing some changes to the substrate. At other sites, the differences in the depth and distribution of the mussel and the milfoil could allow milfoil control without damaging the mussel beds. It is recommended that, before milfoil removal near known mussel beds be undertaken, a detailed site evaluation be conducted to determine potential impacts. This study suggests presumed impediments to co-managing the mussels and controlling an invasive species should not preclude classifying the mussels as Endangered and affording protections under SARA.

Due to its restricted occurrence and existing threats, Carmine Shiner (Notropis percobromus) has been listed as threatened under the Canadian Species at Risk Act. Little is known about Carmine Shiner biology, and understanding its diet composition will help inform future conservation actions. Consequently, the aim of this study was to analyze the diet of Carmine Shiner. Fish were caught throughout the open water season using beach seines, and stomach contents were analyzed. Carmine Shiner feed on a variety of terrestrial and aquatic insects. Diets did not differ substantially between year classes, and we observed no clear temporal trends in diet composition.

Abstract Identifying habitat features that may influence the survival and fitness of threatened species is often constrained by a lack of information about the appropriate scale for habitat conservation efforts. Canada's Species at Risk Act lists little brown bats Myotis lucifugus as Endangered and there is a need to determine the scale for delineating important summer habitat features that should be protected. We used a 19-y dataset of banded little brown bats in a 15,000-km2 area of southern Yukon, Canada, to examine fidelity to roost sites and potential foraging areas. We captured and banded 4,349 bats during 208 live-trapping sessions at maternity roosts. Adult females used multiple roosts during the maternity period, separated by up to 6.1 km, within foraging areas, to which individuals exhibited fidelity. Our fidelity rates (≤ 60.5%) are the lowest, and roost-switching rates (≤ 35.5%) the greatest, reported for little brown bats. A small percentage (14.0–20.7%) of females banded as juveniles returned to their natal roosts or foraging areas as adults. We infrequently observed long-distance (25–200 km) switching to novel foraging areas (< 1% of banded bats). We established bat houses to mitigate the loss of a cabin roost; 46.3% of the bats banded at the cabin occupied these houses. The longest documented period of roost fidelity was 18 y, by a female banded as an adult. Roost fidelity by returning adult females declined annually by 3.8–5.3% due to natural mortality, roost switching, or dispersal. Having a choice of multiple maternity roosts within a foraging area may permit little brown bats to select optimal microclimatic conditions throughout the maternity season. Given that fidelity to foraging areas may be higher than to specific roost sites for little brown bats, identification of summer habitat based on foraging areas may be a more effective conservation strategy than relying solely on roost sites.
