This special issue of the Industrial and Systems Engineering Review once again showcases the top papers from the annual General Donald R. Keith memorial capstone conference at the United States Military Academy in West Point, NY. Despite continued COVID restrictions, the truly innovative conference included a mix of in-person presentations with over 50 live and remote judges from across academia and industry to create a high-quality event highlighting the undergraduate student team research. After consideration of over 50 academic papers, the eight listed in this issue were selected for publication in this special issue of the journal. The topics discussed are broad and diverse, however decision support within an uncertain and complex environment emerges as a theme. Much of the work completed by industrial and systems engineers focuses on getting decisions right by means of the tools of our trade. The suite of tools surveyed within these papers represents several state-of-the-art methods as well as time-proven techniques within a unique application domain. Military applications dominated several of the papers. Downey et al. studied massive datasets that represent military operational behaviors in training, seeking to better understand military operational capabilities. Ungrady and Dabkowski tackled the complexities of US Army recruiting through the application of fuzzy cognitive maps, searching for causation. Middlebrooks et al. studied military acquisition system decisions, applying system dynamics modeling. Process improvement represented another sub-theme, with continued focus on decision support. Enos et al. applied lean six sigma techniques to manufacturing processes. Katz et al. explored biomedical machine maintenance scheduling, seeking optimal solutions to a complex scheduling task. Kaloudelis et al. developed a pandemic decision support process for universities. Analytics and machine learning techniques applied to the information domain dominated the third sub-theme. Krueger and Enos developed analytics to support ice hockey strategies. Manzonelli et al. applied natural language processing against information operations, seeking to automate the examination of incredible amounts of narrative data that seek to shape beliefs and attitudes. Please join me in congratulating our authors, especially the young undergraduate scholars that provided the primary intellectual efforts that created the contents of this issue. COL Paul F. Community Dedication is an activity of the academic community that utilizes science and technology to advance the welfare of the community and educate the nation's life. The academic community, in this case the lecturers, is required to be able to socialize with the community and be able to make a real contribution. One form of community service carried out is measuring the Qibla direction towards existing mosques. The measurement of the Qibla direction using science and technology is an attempt to strengthen the prayer service. The more accurate the measurement of the Qibla direction, the more stable the belief in praying. Syaikh Zainuddin Nahdlatul Wathan Bintan Islamic Boarding School is an Islamic Boarding School under the auspices of the Nahdlatul Wathan organization which was founded by Maulana Syaikh TGKH. Muhammad Zainuddin Abdul Madjid, a National Hero from Lombok - West Nusa Tenggara. This Islamic Boarding School is a new Islamic Boarding School category and is currently building various facilities including a mosque. The measurement of the Qibla direction of the Syaikh Zainuddin Mosque was carried out on February 11, 2021 with latitude data 01o 0.84’ south latitude, longitude 104o 30.67’ east longitude using the Falak Instrument, namely Aulatis. The position of the Qibla direction of the Syaikh Zainuddin Mosque is 23o 03’ 8.82” from the West point tilted to the North or 66o 56’ 51.18” from the North point tilted to the West or Qibla Azimut 293o 03’ 08.82” UTSB (North East South West)

Scholars have contended that norms of professionalism are critical to understanding how militaries interact with civilian leaders and when they intervene in politics. Yet, few studies have directly examined the normative structures of military officers. Through a survey of 1468 US Military Academy cadets, this study evaluates cadets’ views toward professionalism, and in particular what is often presumed to be the dominant framework of those norms based on Samuel Huntington’s The Soldier and the State. We identify five patterns of normative beliefs based on cadets’ views of civil–military interaction and the nonpartisan ethic: orthodox, unorthodox, inconsistent, non-committal, and motivated norms. Cadets fall into each of these categories, but approximately one-quarter demonstrate motivated norms, adhering when convenient, and otherwise dispensing with them when the rules they prescribe clash with their partisan identities. These findings, especially our novel conceptualization on norm adherence, contribute to a greater understanding of military culture and professionalism.

The article offers the analysis of the physical training Program for cadets in the US Military Academy West Point. Recently, Ukraine gained access to the best military experience of NATO. An important factor in strengthening the combat potential of the army is the future officers’ physical training. The analysis of the physical training Program for cadets in the US Military Academy West Point will allow the gradual implementation of NATO standards in higher military education in Ukraine. West Point accepts boys and girls, U.S. citizens, ages 17-22. Applicants are recommended to pass the camp Summer Leaders Experience. The governing body that organizes, implements and controls the entire process of physical education is the Department of Physical Education. The guiding document for the entire process of physical education is the physical training Program. The strategic goals laid down in the physical training Program are: cadet skills, teaching staff responsibilities, military skills, program implementation. The physical training Program consists of three sections: the physical education curriculum or "training course"; physical fitness testing; and participation in sports competitions. The first section in the Program has three main courses for cadets’ working: basic motor activities; basic fitness; and daily physical activity. The second section in the Program is regular physical fitness testing, it provides cadets the opportunity to demonstrate personal physical perfection and emphasizes the importance of physical fitness for a military profession. The third section in the Program is participation in competitions, it encourages each cadet during every semester to participate in competitions according to their own abilities and interests: team, club, Inter-academic. The physical education curriculum has four levels for cadets’ training. The transition to a new level is allowed only if a cadet meets all the standards from the previous level. The fourth level provides the development of self-confidence that gives cadets the opportunity to meet the requirements of the Academy and the army in physical training in the future. The third level ensures cadets’ development of basic competence in movement and water skills. The second level designs a final combat experience that is closely related to the Army combat program in the modern army. The first level provides the culmination in one of many cycles in cadet’s physical activity that is cadet’s physical movement throughout life.

FOREWORD This special issue of the Industrial and Systems Engineering Review highlights top papers from the 2020 annual General Donald R. Keith memorial capstone conference held at the United States Military Academy in West Point, NY. The conference was certainly a first of its kind virtual conference including asynchronous delivery of paper presentations followed by synchronous question and answer sessions with evaluation panels. Following a careful review of 63 total submissions, eleven were selected for publication in this journal. Unique to this year’s special edition is the mixed selection of seven project team capstone papers, and four honors research papers. Each paper incorporated features of systems or industrial engineering and presented detailed and reflective analysis on the topic. Although there are many elements which cut across the works, three general bodies of knowledge emerged in the papers including: systems engineering and decision analysis, systems design, modeling and simulation, and system dynamics. Systems Engineering and Decision Analysis topics included three unique contributions. Recognized as ‘best paper’ at the 2020 virtual conference, the work of Robinson et al. designed a multi-year predictive cost engineering model enabled through an MS O365 Power BI decision support interface to support U.S. Army Corps of Engineer (USACE) inland waterway national investment strategies. Schloo and Mittal’s work presents research in testing and evaluation of the Engagement Skills Trainer (EST) 2000 towards improving real-world soldier performance. Gerlica et al. employs a robust and scalable K-means clustering methodology to improve decision making in defensive shift schemes for Air Force Baseball outfield personnel. Systems Design works included three unique contributions. Binney et al. worked to design evaluation criteria for military occupational specialties associated with open-source intelligence (OSINT) analysts for the Army’s OSINT Office. Hales et al. interdisciplinary work aided in the design of search and identification systems to be incorporated on autonomous robotics to enable survivability improvements for the Army’s chemical, biological, radiological, nuclear, and explosives (CBRNE) units. Burke and Connell evaluated and designed a performance measurement-based assessment methodology for U.S. Pacific Command’s Key Leader Engagement process. System modeling and simulation included three unique contributions: Arderi et al. simulated and assessed how the Hyper-Enabled Operator (HEO) project improves situational awareness for U.S. Special Forces using the Infantry Warrior Simulation (IWARS). Blanks et al. employed a VBA module and Xpress software for a scheduling optimization model for enhancement of final exam scheduling at the U.S. Air Force Academy. Kelley and Mittal utilized a Batch Run Analysis and Simulation Studio (BRASS) program to batch multiple iterations of IWARS scenarios to study the integration of autonomous systems alongside military units. Finally, two unique contributions utilizing system dynamics (SD) modeling is presented: Dixon and Krueger developed a Vensim SD model to examine how policy recommendations across Central America could restrict gang activities while positively promoting women’s involvement in society. Cromer et al. utilized systems design approaches and a K-means clustering machine learning techniques to develop SD models in support of the U.S. Africa Command and Defense Threat Reduction Agency to examine the interdependence of threats across the Horn of Africa. Las ecuaciones diferenciales ordinarias (EDO) constituyen una parte significativa de cualquier currículo de ingeniería o CTIM. No obstante, los estudiantes a menudo cuestionan la relevancia para su vida profesional de las matemáticas que aprenden en los cursos de EDO. En buena medida esto se debe a que pocas veces se establecen nexos reales y creíbles entre los conceptos estudiados en clase y fenómenos y situaciones de la vida real. Por otra parte, organizaciones vinculadas a la formación de profesionales de la ingeniería, como la Sociedad Europea de Formación de Ingenieros (SEFI), la Asociación Matemática de América (MAA), la Sociedad Matemática Americana (AMS), y la Sociedad para Matemática Aplicada e Industrial (SIAM) por décadas han destacado la capacidad de modelación como una competencia esencial a desarrollar en los estudiantes de ingeniería y carreras afines, y han hecho un llamado para incluir la modelación en los cursos básicos de matemáticas a nivel de pregrado. SIMIODE es una comunidad abierta de enseñantes y aprendientes para enseñar y aprender sobre ecuaciones diferenciales a nivel de pregrado fundada en el 2013 por Brian Winkel, profesor emérito del United States Military Academy, West Point. La propuesta pedagógica de SIMIODE, denominada modelado primero, ya empieza a conocerse y ponerse práctica en algunas universidades latinoamericanas, aunque todavía no en Panamá. Este artículo da cuenta de un taller de modelación matemática realizado por el Dr. Winkel en la UTP en febrero de 2020.  El taller estaba dirigido a docentes de la UTP que regularmente imparten el curso de ecuaciones diferenciales ordinarias, con el objetivo de motivarlos a incorporar la modelación matemática en su quehacer docente. Participaron también profesores de matemáticas de otras instituciones de educación superior, docentes de secundaria, así como estudiantes de posgrado que requerían afinar sus habilidades de modelación matemática para sus trabajos de investigación. Posteriormente, varios docentes implementaron escenarios de modelación con sus estudiantes durante el primer semestre del año académico 2020-2021. Se describe brevemente la respuesta de los estudiantes a esta innovación pedagógica.
