Abstract To celebrate independence from France and promote better understanding between “continents, races, and cultures,” in 1966 Senegal produced the World Festival of Negro Arts. Forty-five nations participated. At its core were diplomatic goals involving music. Not only could music help Africans recover their pre-colonial heritage, it encouraged dialogue among cultures and cultural development fueling liberation from the colonial past. Listening for what was shared, as in jazz, and cooperating internationally, as in the Gorée spectacle and recordings competition, encouraged mutual understanding, the basis of alliances world-wide, essential for prosperity. By including African Catholic music, anglophone as well as francophone contributions, and radio broadcasts across Africa, the festival promoted inter-African alliances, necessary for lasting peace in Africa. Here, amid the cold war and this diverse soundscape of musical activities in Dakar, an African mode of diplomacy found its voice and its power. Dialogue, exchange, and cooperation would inspire a new future.

Abstract - Diversity is a necessity that cannot be separated from human life. In order to maintain the harmony of life in this diversity, peace must be fought for by all parties, one of which is through peace education. The goal of peace education is to produce people who are wise and able to position themselves through a process of strengthening moderation. This research is based on Johan Galtung's thoughts with his concept of "peace" and "violence" which is a reference for the creation of resolution and post-conflict. This research uses qualitative methods with literature studies through various reference sources, both from books, journals, official websites, and so on. The implementation of Johan Galtung's thoughts in peace education is expected to foster self-discipline and produce individuals who are not only able to interpret peace, create conflict resolution, are able to position themselves in every problem, but also lead to a transformative and lasting peace, without ignoring the presence of violence that will lead to peace. always present as peace is born. Once a war conflict has been overcome, uncertainty always arises regarding what awaits the territories that left the violence and its development behind. Hence, it is necessary to propose the scenarios that may occur in the near future in order to define actions capable of building lasting peace and sustainable development. In this sense, the main objective of this paper is to do a prospective exercise referring to the probable scenarios for the Department of Sucre, Colombia, in its path of overcoming war, scope of peace and territorial development. The results indicate that the wager scenario, called «A treasure of incomparable beauty», will be the way to achieve a territory of peace and development in the department of Sucre.

Approaches to the Right to Truth in Transitional Justice in Colombia Abstract: The truth’s configuration as the right to “know what happened” has become one of the fundamental pillars of the transitional justice system implemented after signing the Final Peace Agreement between the Colombian Government and the FARC-EP. Thus, in truth, lays the hope for building a stable and lasting peace and reconciliation in the country. This article sustains that the right to the truth in the operation of the Comprehensive System of Truth, Justice, Reparation and Non-Repetition (sIvJRnR) is experienced as an ethical, legal, political and factual construction that is developed within the framework of a relational, multidirectional and polyphonic process. This construction is changing, modifying and improving through time and can go, depending on the needs and problems to be solved, from having a purely instrumental and rational character to a broadly axiological and moral one. To this end, a proposal for operationalisation of this truth is presented in response to questions about its understanding: What? How? Why? When? and Who? This paper investigates the possibility of establishing peace between Hamas and Israel, based on the politicisation model of armed groups that leads eventually to change the violent character of armed groups. The main question is: Can Israel and Hamas have a long-lasting peace to end the conflict in the Gaza Strip? The main pillars of politicisation are the willingness of warring parties to conclude peace, the existence of a ‘hurting stalemate’, the narrowness of objectives and the ability to guarantee public support. The primary conclusion of this paper is that comprehensive peace is difficult to achieve, but a unique long-term truce ‘Hudna’ is attainable.

In Cath Maige Tuired the Tuatha Dé (‘the peoples of the gods’) gain lasting peace in defeating an invasion by the Fomoiri, partly characterized by Ireland’s viking experiences. The enemies are, however, relatives. This study examines the tale’s portrayal of relationships of kinship and hostility that link Tuatha Dé and Fomoiri, selectively noting cultural contrasts between the two societies. Special attention is paid to apparent contradictions or disjunctions in the unfolding narrative, particularly in regard to the characterization of Elatha, king of the Fomoiri, father of the major Tuatha Dé leaders the Dagda and Ogma as well as of the half-Fomorian Bres, whose deposition from the Tuatha Dé kingship brings about the conflict.

Internally displaced persons (IDPs) are usually forced to flee or leave their homes, particularly in situations of armed conflict. They are displaced within their national territories and are generally subject to heightened suffering and vulnerability in many cases. It is also essential to state that the issue of internal displacement has become prominent because of the realisation that peace and reconstruction in conflict-ridden societies depend on the effective settlement and reintegration of displaced persons. Nigeria is a country that has a history of conflicts and displaced people. There has been a challenge in finding lasting peace through the employment of conflict resolution techniques and also the challenge of catering for the welfare of internally displaced persons in the country. However, peace and development without taking into account the settlement, return, and reintegration of IDPs. These desirous objectives are proving quite difficult in Nigeria as many challenges confront the government, policymakers, and humanitarian NGOs in providing the IDPs with their rights and needs. Some of the challenges can easily be overcome while some are more tasking requiring concerted efforts and massive resources to overcome. The aim of this article is to highlights the significant challenges confronting IDPs and provides some solutions to these challenges. In adopting the doctrinal method in discussions, the article finds that enormous challenges abound that confront IDPs in Nigeria, and it finds that there is the need for the government to find urgent solutions to the challenges of IDPs for the wellbeing of IDPs

This paper aims to explain the tension between the phenomenon of whistle-blowing and military values, embodied in core martial virtues of loyalty and courage, which are integral in all armies. By defining these virtues in the military context, the author demonstrates how expressing dissent in the military is not necessarily opposed to loyalty and courage, but rather that it is necessary if conflict of different loyalties is properly managed and if courage is properly understood. Only by ensuring that armed forces are led by those who truly understand military values and martial virtues, and that whistle-blowing can be both patriotic and heroic, can we strive for a lasting peace. By courageously expressing loyalty to his nation, institution and profession, a soldier may act heroically by blowing the proverbial whistle.

Abstract In 2016, Colombian President Juan Manuel Santos and the Revolutionary Armed Forces of Colombia—People’s Army (farc-ep) signed a peace deal (The Final Agreement to End the Conflict and Establish a Stable and Long-lasting Peace) in Havana, Cuba to end a 50-year-old civil war. This paper argues that, contrary to the conventional view, the relinquishing of weapons was a mistake, which is best understood through the context of regional power relations and politics of the Pink Tide and United States imperialism. It also argues that the peace deal has only favoured repressive political forces. It is hoped that this critical analysis of imperial peace will provoke further debate and discussion of the policies and movements which have disintegrated or survived, and can spark genuine solidarity amongst liberation struggles to achieve better strategic outcomes that are independent of any state power, however great or small.

This article examines the linkage between the Nigerian Declaration Project and the levels of commitment to industrial peace among the employers’ associations, labour unions and government agencies in Nigeria, through a systematic review of the relevant literature and four key informant interviews among the representatives of prominent stakeholders in the Nigerian industrial relations system. The study adopted the open-systems theory of industrial relations to provide a basis for an understanding of the circumstances that led to the implementation of the Nigerian Declaration Project and the extent of actors’ participation in its implementation as well as the outcomes of the Project at workplaces in Nigeria. Findings from the study revealed that the Nigerian Declaration Project has enhanced the levels of commitment to the pursuit of industrial peace in Nigeria, although efforts made by the Nigerian government to achieve a peaceful coexistence between labour and management at workplaces remain inadequate in Nigeria. The findings also revealed the harrowing experience of unfair labour practices and the escalation of industrial actions, including strikes and other industrial actions in Nigeria, despite the existence of the relatively new laws such as the Trade Disputes Act 2004, the Trade Union Amendment Act 2005, the National Industrial Court Act 2006, the Employees’ Compensation Act 2010, and the Pension Reform Act 2014. The article therefore recommends that the collective interests in the pursuit of justice at workplaces be intensified until a lasting peace is achieved for sustainable development of industrial relations practices in Nigeria.
