Comparing policy conflict on electricity transmission line sitings

Maintaining the quality and reliability of electricity transmission lines is central to effective energy governance. However, transmission line siting is often a contentious policy decision since permitting and constructing lines may involve private and public property, residents and communities, and localized and national concerns. Yet, policy conflict in transmission siting across cases and over time has remained largely understudied. This article derives and tests hypotheses about policy conflict in the context of transmission lines completed or constructed between 2017 and 2018 in the United States. In exploring the full population of transmission lines, we find that a majority exhibit relatively low and moderate levels of conflict and attention rather than high levels. We further examine a subset of six of these cases that represent a range of conflict and attention intensity. We describe variation in the diversity of actors and frames, advocacy coalitions, and the volume of discourse associated with transmission line siting over time. As problems related to energy governance have become more complex, energy siting disputes are likely to remain a fruitful area for research on policy conflict.

Overcoming challenges associated with decentralization and policy conflict across policy interests to address chronic homelessness in municipalities across the United States will be a big hurdle requiring substantial changes. Primary recommendations for reform include, first, aligning Continuums of Care with municipal government to ensure Continuums have access to necessary resources and governmental authority to design and implement policy across the variety of policy spaces including housing, healthcare, behavioral health, policing, and incarceration. Second, improving participatory equity in homeless policy decision-making to include minority groups and persons who are currently or formerly homeless will improve policy design and implementation to ensure policies targeting persons experiencing homelessness work to their intended goals and protect policy processes from bias toward economic elite stakeholders in pluralistic settings. Lastly, steps are recommended to align tangential state-level policies providing services for persons experiencing chronic homelessness but, by virtue of not being designed to target chronic homelessness, fail in implementation.

This article contends that planning for power systems is essentially a projection of how the system should grow over a specific period of time, given certain assumptions and judgments about the future load and the size of investment in generating capacity additions, transmission facilities expansion and reinforcements. Transmission line routing is one of the most important strategic decision-making problems for both private and public sectors. The major objective of a utility is to supply demand for power with a good quality of service, through proper planning of the system. This has led to development of methods which can be used to aid the decision-making process for selecting the best alternative. Geographical Information System (GIS)-based electricity transmission system planning strategies are proposed in this article to determine an optimum routing of feeders. Existing and proposed layouts have been drawn using a GIS-based software, Quantum Geographic Information System (Q-GIS). The developed system is based on the routing of transmission lines from Barh thermal power plant situated in Bihar, India.

We present a new concept of the thermoelectric structure that generates microwave and terahertz signals when illuminated by femtosecond optical pulses. The structure consists of a series array of capacitively coupled thermocouples. The array acts as a hybrid type microwave transmission line with anomalous dispersion and phase velocity higher than the velocity of light. This allows for adding up the responces from all the thermocouples in phase. The array is easily integrable with microstrip transmission lines. Dispersion curves obtained from both the lumped network scheme and numerical simulations are presented. The connection of the thermocouples is a composite right/left-handed transmission line, which can receive terahertz radiation from the transmission line ports. The radiation of the photon to the surface of the thermocouple structure causes a voltage difference with the bandwidth of terahertz. We examined a lossy composite right/left-handed transmission line to extract the circuit elements. The calculated properties of the design are extracted by employing commercial software package CST STUDIO SUITE.

In this paper, I undertake a novel approach to uncover the forecasting interconnections in the international housing markets. Using a dynamic model averaging framework that allows both the coefficients and the entire forecasting model to dynamically change over time, I uncover the intertwined forecasting relationships in 23 leading international housing markets. The evidence suggests significant forecasting interconnections in these markets. However, no country holds a constant forecasting advantage, including the United States and the United Kingdom, although the U.S. housing market's predictive power has increased over time. Evidence also suggests that allowing the forecasting model to change is more important than allowing the coefficients to change over time.

The authors conclude the book by recapping their arguments and empirical results, and discussing the possibilities for the “new economic populism” to promote egalitarian economic outcomes in the face of continuing gridlock and the dominance of Washington, DC’s policymaking institutions by business and the wealthy, and a conservative Republican Party. Many states are actually addressing inequality now, and these policies are working. Admittedly, many states also continue to embrace the policies that have contributed to growing inequality, such as tax cuts for the wealthy or attempting to weaken labor unions. But as the public grows more concerned about inequality, the authors argue, policies that help to address these income disparities will become more popular, and policies that exacerbate inequality will become less so. Over time, if history is a guide, more egalitarian policies will spread across the states, and ultimately to the federal government.

After recurrent crises with severe consequences in the 1990s and early 2000s EDEs have become even more closely integrated into what is now widely recognized as an inherently unstable international financial system. This chapter discusses the factors accelerating global financial integration of EDEs, including monetary policies in major advanced economies, notably the United States. It examines capital inflows and outflows, external balance sheets, the size and composition of gross external assets and liabilities, distinguishing between equity and debt, private and public sectors, local currency and foreign currency debt, bond issues and bank loans, and cross-border and local lending by international banks. It provides data and information on the currency composition of external debt, and non-resident participation in domestic financial markets of emerging economies. These are used to identify the changes in the depth and pattern of integration of emerging economies into the international financial system since the early 1990s.

By many estimates the majority of adults over age 65 have two or more chronic medical conditions (multimorbidity) and are consequently at increased risk of adverse functional outcomes. Nonetheless, many older adults with multimorbidity are able to maintain high levels of function and retain good quality of life. Research presented here is designed to understand the influences that help ensure better functional outcomes in these older adults. This chapter presents findings that draw on data from the Midlife in the United States study. The independent and interactive contributions of diverse factors to multimorbidity and changes in multimorbidity over time are reviewed. The degree that multimorbidity increases risk of cognitive impairment and disability is examined. The role of inflammation as a mediator is considered. Multimorbidity is increasingly the norm for older adults, so better understanding of factors contributing to variability in multimorbidity-related outcomes can lead to improved quality of life.

Carbapenem-resistant Enterobacteriaceae (CRE) are a growing problem in the United States. We explored the feasibility of active laboratory-based surveillance of CRE in a metropolitan area not previously considered to be an area of CRE endemicity. We provide a framework to address CRE surveillance and to monitor changes in the incidence of CRE infection over time.
