<p>The Official Information Act was passed into statute in 1982. Among the purposes of the Act is the enhancement and respect for the law and the promotion of good government. The aim of this paper is to detennine, from a participation perspective, the impact of the Official Information Act 1982 on the core public sector policy process. The paper starts with a background to the Act before reviewing the expected and actual impact of the Act, as outlined in the literature. The policy making process in New Zealand' s core public sector is considered, highlighting opportunities for participation. Participation theory is discussed.  The research involves a survey across the core public sector to gain general views of the impact of the Act on the policy development process. The results are used as the basis for three in-depth case studies of core public sector agencies. The conclusions are that while the Act is an important instrument of accountability, the success of the Act in enabling more effective participation is not so clear. While information is more readily obtainable, technocratic officials and Ministers keen to control information impact on the ability of citizens to participate. It is concluded that for the Act to be of maximum benefit education of officials and a loosening on the control of information will be needed.</p>

Mediation has various features as being a special communicational endeavour regarding to the agreement of two or more parties in a conflicted situation. Presenting these features allows to draw the conclusion that mediation is beyond simple conflict management, thus, it has independent institutional framing both theoretically and practically. This paper reflects on the Participation Theory of Communication (PTC) as a theoretical framing, although the practical implementation stands in its main focus. By presenting all application fields of mediation – family, workplace, communal (urban), peer (school), healthcare and intercultural (minority) mediation – based on the author's personal experience as practicing mediator, the specific features of the mediation process are demonstrated.

Maintaining the functional integrity of ecosystems as climate pressures exceed natural rates of adaptation requires new knowledge and new approaches to governance and management. However, research into management interventions to assist regional ecosystem adaptation has generated both scientific and ethical debate. This paper reviews experience to date in order to identify the challenges and opportunities for assisted regional ecosystem adaptation and reflect on the implications for ongoing adaptation research. The review was informed by a database and structured analysis of some 450 reports, peer-reviewed manuscripts and books on participation theory and experience with novel technology development and assisted ecosystem adaptation. We identified five classes of challenges to adaptation research: 1) scientific conflicts and debates over the “facts”, 2) social challenges, 3) governance challenges, 4) epistemic challenges, and 5) ontological conflicts. We argue that engagement strategies linked to the multiple objectives of adaptation research provide opportunities for ecosystem adaptation.

Transnational corporations are accused of involvement in the most serious human rights violations such as crimes against humanity and war crimes. The focus of thise investigation is to answer the question, whether directors of transnational companies can be held criminally responsible for the most serious human rights violations under the Rome Statute. The work focuses on the forms of perpetration, in particular on indirect perpetration by virtue of control over an organisation and complicity as well on the responsibility of civil superiors. In order to justify criminal liability, German criminal law dogmatics are first referred to, especially in the area of participation theory, because it has great importance for the Rome Statute. The author also evaluates the judicial decisions of the ICC and literature and then examines whether these legal figures apply to cases of human rights violations through business activities.

A cikk Luhmann Rendszerelmélete és a Horányi féle kommunikáció mint participáció (Participation Theory of Communication – „PTC”) elmélet logikai hasonlóságait tárgyalja. Megvizsgálja a két elmélet bizonyos fogalmai párhuzamba állíthatóságát. Az így kirajzolódó fogalmi struktúrát önálló keretmodellnek tekinti. Az ötvözés validálásaként gondolatkísérletet tesz az ötvözött fogalom-rendszer implementálására a gyermekvédelem területére. Az implementálhatóság vizsgálatakor kritikai reflexióval tárgyalja az eredeti elméletek gyakorlati alkalmazására irányuló hasonló kísérleteket. A gondolatkísérlet eredményeként szociális alrendszerként definiálja a gyermekvédelmet. A fogalmi keretmodell alkalmazhatóságának alátámasztása érdekében a gyermekvédelmi gyakorlat ágenseit rendszerként határozza meg, és kölcsönhatásaik dinamikai leírására a származtatott fogalmakat alkalmazza.

Whether the learning engagement of tourism students during undergraduate study can improve their comprehensive quality effectively and promote their employability? In order to make the results of research adaptively and pertinently, this paper introduced a structural equation model according to job involvement, performance theory, and student participation theory to analyze the influence of the learning engagement of tourism undergraduates on their employability under the research of the employment tracking data of 510 tourism undergraduates in different years. The study found that the standardized path coefficient of the learning engagement on the employability of tourism students during their undergraduate study was 0.69, which had a significant positive effect; behavioral engagement has significant positive influence on employability. Cognitive engagement has a significant positive effect on all dimensions of employability. Emotional engagement has a significant positive effect on all dimensions of employability. According to the results, tourism students can strengthen their learning engagement during undergraduate study to face the employment competition. Schools and society should also use a variety of modern means and network technology to guide students to promote their investment in learning.
