Availability of patents for inventions is a significant indicator of innovative activity in scientific research organization, one of efficiency criterion of its work, creates legal basis for integration innovations into practice and future commercial use. Not every inventor can formulate the point of his invention and describe it correctly according to demands of current legislation.Objective is to help a beginning inventor to form description and formula of invention correctly, to provide information, necessary for giving patent’s application.Recommendations for drawing up a claim according to the patent law of Russia are present in the article with an accent on inventions in the medical area. Conditions of patentability, objects of invention, patent validity periods have been considered. Conditions of creation companies’ inventions have also been highlighted. In the article the demands to a content of applications, structure of description, formula and an abstract of invention have been disclosed in details in compliance with “The Rules of drawing up, applying and considerations of papers (documents), which are the basis for performing legally significant actions in accordance with State registration of inventions” and “Demands to documents of an application of patent of invention”, approved by the Order Minister of Economic Development of Russian Federation, dated on 25.05.2016 No. 316. The example of description of invention in the medical area is given in order to illustrate an invention prototype.According to patent legislation of Russian Federation, a protection is provided to technical decision, which is new, not evident for a specialist in a given filed and is fully revealed in description of an invention in an amount, that is enough for its reproduction, and realization of a stated purpose is confirmed by materials of application. Formula of application must be totally based on a description.

Abstract:Ensuring food security, increasing farmers’ income and improving people’s living standards are the focus of attention of all countries in the world today. “Centrey Tianwang” biological organic fertilizer has been upgraded to multi-functional biological organic fertilizer innovation, accepted as a new invention patent. “Centrey Tianwang” multifunctional biological organic fertilizer is a long-term natural biological organic fertilizer with high concentration. It is a new kind of slow-release fertilizer, with both quick and long-term effects. It can both fully meet the nutrient requirements of the crop, and maintain water and fertilizer, improve soil and prevent disease. It can not only control agriculture pollution, improve the crop quality and promote the yield of various crops, but also have special effects on the improvement of saline-alkali land, restoration of polluted cultivated land and degradation of agricultural residues. It is a kind of slow-release, long-acting bio-organic fertilizer that does not need any other fertilizer to be used with field crops and does not need topdressing during the whole growing period of crops. “Centrey Tianwang” multi-functional bio-organic fertilizer collects the essences of various medicinal plants, natural minerals, nano organic compounds and aerospace microbial agents, through special process, refined and processed, non-toxic, harmless, without side effects.

With the increasing attention to climate change, air pollution, and related public health issues, China’s new energy vehicles (NEVs) industry has developed rapidly. However, few studies investigated the evolution of interorganizational collaborative innovation networks in the sector domain of NEVs and the influence of different drivers on the establishment of innovation relationships. In this context, this paper uses the joint invention patent of Shenzhen, a low-carbon pilot city of China, to investigate the dynamics of network influencing factors. The social network analysis shows that the scale of coinvention network of NEVs is constantly increasing, which is featured with diversified cooperative entities, and collaboration depth (i.e., the intensity of the interactions with these partners) is also expanding. The empirical results from the Exponential Random Graph Model (ERGM) demonstrate that, with the deepening of collaborative innovation, technological upgrading caused by knowledge exchange makes organizations in the network more inclined to cognitive proximity and less dependent on geographical proximity. In addition, organizational proximity and triadic closure contribute positively to the collaborative network, with their relevance remaining nearly the same, while the impeding effect of cultural/language difference is slightly decreasing with time.

The article is dedicated to the 70th birthday of Vladimir Aleksandrovich Artemiev, senior researcher at the Ocean Optics Laboratory of the IO RAS. This is a unique electronics specialist who directly performs scientific research and provides this opportunity to others. V.A. Artemyev has been developing and improving optical equipment for marine expeditionary research for over 40 years; Among the devices he developed are an underwater irradiance meter (Alfamer device), three types of submersible transparent meters (PUM, PUM-A, PUM-200). Member of more than 60 sea expeditions from the Arctic to the Antarctic and about two dozen coastal marine. Conducted measurements of the underwater brightness of solar radiation at depths of up to 300 m in the Philippine Sea, diving on the Pysis underwater manned vehicle (PA), and in the Black Sea on the Argus PA. Vladimir Aleksandrovich is an irreplaceable expeditionary employee both in terms of his business and human qualities: contact, benevolent, always ready to help, creating a friendly atmosphere in the team. Coauthor of over 80 scientific publications and one invention patent. Has state awards.

With the unique dataset from the State Intellectual Property Office (SIPO) of the People’s Republic of China, this study aims to provide a patent citation-based analysis of technological innovation in China. This study provides an overall description of Chinese invention patent citations, including citations added by both inventors and examiners. Specifically, our work analyses the inventor citations and examiner citations of both international- and domestic-granted patents in SIPO from four different aspects: citations per patent, foreign citation dependence, highly cited patents and current impact index. Our research results indicate the following: (a) the quantity of citations per patent added by foreign applicants was much larger than that of the Chinese applicants in SIPO, and both decreased year after year. (b) Chinese applicants cited many technological references from seven major foreign countries and drew greatly from external technology and science, but Chinese applicants tended to refer more to domestic technology. (c) The overall impact of Chinese patents became stronger, but invention patents in some developed regions had only relatively weak technological impact. (d) The number of high-quality invention patents surged in every province, but high-quality patents remain mainly distributed in four developed areas. Finally, we propose several suggestions from a policy perspective.

In civil construction, the need to seek greater durability in structures with a denser and more compact material, resistant to the attack of the environment and that demands a lower cost of maintenance and protection has promoted the development of Self Compacting Concrete (SCC) in the world. The results obtained with the use of SCC have been convincing for its use ratifying them as a new alternative that generates security, efficiency, speed, with ostensible improvements in the work environment and providing a significant economy in different ways, in the construction process. Hence the civil construction in Colombia requires the implementation of new efficient and sustainable technologies being the Medium-Low Resistance SCCs (SCC-MR) strength between 30 MPa-45 MPa) the first tool that guarantees a fluid concrete no problems of segregation or exudation in fresh condition. These properties are determined in the laboratory and in situ. This material in Colombia, has been developed in the Laboratory of Structures of the Faculty of Mines of the National University of Colombia- Medellin following the methodology proposed for HAC-RMs, with excellent results, as presented in this Article,  for the firm ACCIONA of Spain, Expo-Camacol in Colombia, among others and whose conclusions allowed to patent for the Superintendence of Industry and Commerce, a new alternative of concrete in the world.
