This study aims to identify policies, levels of imports, production and consumption in East Java, to analyze the impact of rice import tariff policies on production and consumption and also the community welfare changes in East Java. The data that used in this study are secondary data from the Central Statistics Agency (BPS), BULOG, and other research. The method of analysis uses the 2SLS simultaneous equation and the economic surplus simulation. The results showed that from 2004 to 2018, East Java always had a higher rice production rate than the consumption, but still continued to do rice import to maintain price stabilization. The simulation of a tariff increase causes an increase in production and a decrease in consumption, and vice versa. Liberalization of the rice trade (tariff exemption) has led to greater economic welfare, but from a distribution point of view, producers receive a smaller surplus than consumers, which means that the benefit distribution aspect of government policies is not realized, so the government must pay more attention to producer surpluses and consumer surpluses without much disadvantage one of the parties.

Abstract The life of Balinese people can never be separated from ritual activities or religious ceremonies. The existence of telajakan is essential to preserve. Aside from being a traditional Balinese identity, it also provides space for ritual plants and biodiversity. So that effort is needed to manage the existence of telajakan. This research is expected to analyze the characteristics of telajakan and the existence of ritual plants found in telajakan. Field observation was undertaken to inventory distribution point of remains telajakan in Canggu village. The sampling method uses purposive sampling by tracing along the main road and marking the visible point of telajakan. Changes function of telajakan was found in the Canggu area, and in Penglipuran villages, there is still preserved. Following this study, 49 samples of remains telajakan were collected from Canggu village and 69 samples from Penglipuran village. The characteristics of telajakan can be observed with the structure and size. The result shows, the structure of telajakan can be any combination of an open ditch, covered ditch, pedestrians track, open ground, grass, and fence wall. Size of telajakan can be grouped into small size (width <50 cm), medium size (width 50-99 cm), large size (width 100-149 cm), and extra-large size (width > 150 cm). Based on survey research and observation, various plants are found in each sample. Seventy-seven species of plants were found in 49 samples of telajakan in Canggu village. Plumeria accuminata, Codiaeum Sp., and Bougainvillea spectabilis is the most common species. Meanwhile, in Penglipuran village, 117 species of plants were found in 69 samples of telajakan. Furthermore, the most common species found were Plumeria accuminata, Alternanthera ficoidea, Cordyline terminalis, and Cananga odorata. Result show both Canggu village and Penglipuran villages have high species diversity index (H′>3). Canggu village species diversity index amount 3.88 and Penglipuran village amount 4.12. The utilization of telajakan as space for ritual plants can preserve Balinese tradition and cultures’ local identity.

This work is devoted to the study of the pyroelectric effect on the qualities of optical waveguides formed in a lithium niobate crystal by proton exchange. In the present work, we investigated the cessation effect of the radiation channeling during thermocycling of Y-splitters samples. We examined the spectral dependence of optical losses on a wavelength using an optical spectrum analyzer. The results demonstrate that in the range of 1530&ndash;1570 nm, all wavelengths are suppressed equally. The optical reflectometry method in the frequency domain shows that the increase of optical losses is observed along the entire waveguide, but not only at the Y-distribution point, as supposed earlier.

Currently, public safety is threatened by emergencies related to broadly understood terrorism, natural disasters and technical failures or related to mass events, public gatherings and state or religious ceremonies and other situations causing risks that may lead to losing control over the course of events. It makes the police take specific actions as part of organised police activities, primarily police operations. The condition for the efficiency and effectiveness of the command in the police is to develop new, alternative, innovative technical solutions. The Mobile Distribution Point of ICT Infrastructure serves as an example in this respect. It will be an autonomous node that integrates technologically advanced ICT services, such as voice, data and image transmission, GPS positioning, for the needs of mobile command posts and the provision of ICT infrastructure in a specific area. Currently, the Polish police do not have a similar device, which reduces effective operation in emergencies.

Hypertension is the most common concomitant disease in patients with rheumatoid arthritis. Diastolic dysfunction of left ventricle is an important predictor of chronic heart failure, which can be asymptomatic for a long time. Therefore, it is advisable to detect diastolic dysfunction of left ventricle as early as possible, which can slow the progression of chronic heart failure. The purpose of the study was to determine the value of lipid peroxidation, endothelial function and systemic inflammatory response markers for diagnostic of diastolic dysfunction of left ventricle and for diagnostic of pericardial effusion in patients with rheumatoid arthritis combined with hypertension. Materials and methods. 93 patients with rheumatoid arthritis in combination with stage II hypertension were studied. The ultrasound examination of heart was performed. The serum laboratory markers of lipid peroxidation, concentration of pro-inflammatory cytokines, markers of endothelial function were determined. Results and discussion. Signs of diastolic dysfunction of left ventricle were found in 79 patients and no signs of diastolic dysfunction were found in 14 patients. It was detected that there was a significant increase of concentration of asymmetric dimethylarginine by 16.3%, interleukin-1β by 35.3%, interleukin-10 by 24.3%, the ratio of interleukin-1β / interleukin-10 by 62.0%, C-reactive protein by 52.6% and there was a significant decrease of total nitric oxide metabolites by 36.9%, nitrires by 37.5% and nitrates by 37.0% in patients with signs of diastolic dysfunction of left ventricle compared to the patients without diastolic dysfunction of left ventricle (p <0.01). It was found that the levels of isolated double bonds, diene conjugates, diene ketones, schiff bases and malonic aldehyde in patients with diastolic dysfunction of left ventricle were significantly higher by 24.4%, 25.2%, 20.4%, 17.6% and 21.4% respectively compared to the corresponding markers in patients without signs of diastolic dysfunction of left ventricle (p <0.01). The levels of vitamin A, vitamin E and catalase in patients with diastolic dysfunction of left ventricle were significantly lower by 18.2%, 27.4% and 13.4% compared to the corresponding markers of patients with normal left ventricle diastolic function (p <0.01). The highest predictor value for the diagnostic of diastolic dysfunction of left ventricle was detected in interleukin-1β area under the ROC curve 0.882, sensitivity 72.15% and specificity 100%, 95% CI [0.798-0.939] at the optimal distribution point >9.67 pg/ml and in asymmetric dimethylarginine area under the ROC curve 0.879 sensitivity 75.95% and specificity of 100%, 95% CI [0.795-0.937] at the optimal distribution point >0.715 μmol/l. In 17 (18.28%) patients, the effusion in the pericardial cavity was detected. It was detected that there was a significant increase of isolated double bonds by 18.65%, diene conjugates by 19.73%, diene ketones by 25.25%, schiff bases by 20%, malonic aldehyde by 26.76% and there was a significant decrease of vitamin A by 38.4%, vitamin E by 55.4% and catalase by 37.2% in patients with effusion in the pericardial cavity. The significant increase of asymmetric dimethylarginine was detected by 25.25%, interleukin-1β – by 52.24%, interleukin-10 – by 15.76%, the ratio of interleukin-1β / interleukin-10 – by 38.86% and C-reactive protein – by 26.9% in patients with effusion in the pericardial cavity. In addition, patients with cavity effusion have significant decrease of nitric oxide metabolites by 25.0%, nitrires by 30.0% and nitrates by 11.11% compared to the patient without effusion. The highest predictor value for the detection of effusion in the pericardial cavity was found in asymmetric dimethylarginine area under the ROC curve 0.913, 95% CI area under the ROC curve [0.836-0.961] at the optimal distribution point >0.841 μmol/l, sensitivity 94.12% and specificity 85.53%. Conclusion. The markers, which have the highest prognostic value for diagnostic of diastolic dysfunction of left ventricle in patients with rheumatoid arthritis combined with hypertension, are interleukin-1β and asymmetric dimethylarginine. In addition, asymmetric dimethylarginine has the highest predictor value for detecting fluid in the pericardial cavity

Penelitian ini bertujuan untuk merancang sistem informasi yang dapat membantu pengolahan data ODP (Optical Distribution Point) Telkom. ODP adalah sebuah perangkat pendukung fiber optic untuk membantu menyalurkan core optic kebeberapa pelanggan Indihome. Dengan adanya sistem informasi ini dapat mempermudah admin dan sales force Indihome mengetahui titik persebaran ODP yang masih dapat digunakan atau sudah penuh. Sistem informasi persebaran ODP Telkom Pemalang berbasis WebGIS (Website Geographic Information System) dibuat menggunakan library leaflet, framework codeigniter 3 dan database mysql. Library leaflet digunakan untuk membangun peta interaktif berbasis web yang medukung platform desktop dan mobile.  Hasil dari penelitian ini yaitu penggunaan L.map untuk menghasilkan peta dan setting view untuk lokasi pada peta. Selain itu juga menggunakan L.marker sebagai penanda adanya titik serta informasi ODP  pada lokasi dengan menggunakan latitude dan longitude. Hasil dari pengujian L.map dilakukan dibeberapa titik longitude dan latitude yang ada di beberapa titik lokasi yang ada di kabupaten Pemalang dan dihasilkan view yang sesuai dengan lokasi. Hasil pengujian usability dari sistem ini dihasilkan nilai efektifitas 4,30 dan efisiensi 4,16 dari skala 1-5.

The paper has not been peer reviewed. The onset of erosion of coiled tubing (CT) strings may be difficult to predict in annular fracturing operations. The complete paper describes a methodology of verifying that CT strings have not been subject to erosion caused by annular fracturing operations. An exploration of pumping rates used on these strings in operations also provides field-tested practical guidelines for avoiding erosion when performing annular fracturing jobs. Inspection A CT string may be exposed to erosion in the outer surface during CT annular fracturing operations. The critical parameters that may influence the magnitude of erosion include fracturing pump rate, sand concentration, fluid rheology, wellbore geometry, and the grade of CT string. One measurable parameter to examine the string’s suitability is the wall thickness for each section. The CT strings discussed in the complete paper were sent for inspection to learn about the effect of the fracturing treatment. A series of nondestructive tests was conducted pre- and post-operation to evaluate the readiness of strings for subsequent operations. The complete paper includes two graphs related to the results of these tests. Materials The API 5ST specification requires using eddy current (EC) inspection for CT. With respect to API 5ST, quenched and tempered tubing had not been addressed at the time of this paper’s submission, so it is not clear whether the CT manufacturers employ EC techniques after quenching and tempering. However, it is expected that all tubing will be subject to EC inspection at least before any quenching and tempering operations. Inspection methodology and equipment consistency is important to establish a baseline inspection necessary for subsequent comparisons. In the case of the CT strings used in this study, all were subject to EC inspection at tubing manufacturing and then subsequently inspected by an outside, third-party vendor using magnetic flux leakage (MFL) technology when spooling the strings on the unit. No known third-party EC vendors can inspect string lengths of CT, so MFL inspection is the only available solution. Photographs of CT inspections taken at the manufacturing facility and the service and distribution point are included in the paper. Several commercial third-party inspection companies operate in North America, where this work was performed. Provided that the inspection can begin by identifying features in the calibration standard (often a through-drilled hole), the selection of inspection methodology is primarily a matter of preference for the service company and operator.

In today's business environment, as the competitiveness becomes increasingly fierce, improving the business performance becomes more important. A major factor affecting business operations is distribution systems performance control. In a distribution network, if an independent point well manages its performance, the efficiency of the entire enterprise will improve. In order to do this, it is essential to evaluate the effectiveness of each distribution point. However, at present, this evaluation is usually based on experience or only a few indicators such as revenue or profit. The effectiveness of a distribution point should be simultaneously considered for sales with resources used such as costs, manpower or business market characteristics such as the number of similar stores within 4 kilometers radius... Therefore, DEA (Data Envelopment Analysis) method is proposed and used to evaluate the performance of independent distribution points and analyze the factors that affect efficiency by the Tobit regression model. This model was tested for a food distribution system in Ho Chi Minh City to prove its feasibility and usefulness.

This paper presents a study on the improvement of postal system in the city of Sibiu where there are a number of three post offices that serve a number of eight counters, to which are added the distribution point and the collection point. Each post office has a well-established work schedule that differs from one office to another. The transport of postal items between the counters / post offices within the municipality of Sibiu and the collection office, must be done on a certain route, in order to respect the work schedule of each office and to take into account a number of restriction factors. In order to streamline the process of collecting and distributing postal items in Sibiu, 6 routes have been proposed and studied for the two shifts of drivers. With the help of the GeoMedia software, various route variants were calculated in terms of distance in kilometers, fuel consummation and time traveled. With the help of a spreadsheet calculation performed in Microsoft Office Excel, it was possible to check and recalculate the proposed routes, by entering the times that drivers spend loading and unloading postal items from each counter. It was thus possible to create a calculation sheet that can improve postal transport in Sibiu, and can increase the quality of services.
