This paper presents a study on the improvement of postal system in the city of Sibiu where there are a number of three post offices that serve a number of eight counters, to which are added the distribution point and the collection point. Each post office has a well-established work schedule that differs from one office to another. The transport of postal items between the counters / post offices within the municipality of Sibiu and the collection office, must be done on a certain route, in order to respect the work schedule of each office and to take into account a number of restriction factors. In order to streamline the process of collecting and distributing postal items in Sibiu, 6 routes have been proposed and studied for the two shifts of drivers. With the help of the GeoMedia software, various route variants were calculated in terms of distance in kilometers, fuel consummation and time traveled. With the help of a spreadsheet calculation performed in Microsoft Office Excel, it was possible to check and recalculate the proposed routes, by entering the times that drivers spend loading and unloading postal items from each counter. It was thus possible to create a calculation sheet that can improve postal transport in Sibiu, and can increase the quality of services.

For more than twenty years, reforms that have been going on have mandated the existence of autonomy and decentralization of government to manage their areas and give the broadest possible power to self-determination. The granting of this authority is intended to improve. As one indicator to measure regional autonomy's success, the government will better serve its citizens and guide them towards a better life. The provincial government's performance has not matched the expectations, yet it has not done the community optimally. Increasing the competence of the apparatus to improve the quality of work is a determining factor in local government activities' success. The result of local government officials towards quality performance leads to the development of education, competence, and abilities because of the times' face. The competence that local government officials are expected to have is analyzing and addressing issues within the city under a realistic framework of local government.

AIM: The aim of this research is to present the outcomes of urban transformations during the post-socialist period in Novi Sad, Serbia, from the aspect of quality of public spaces for children.MATERIAL AND METHODS: This research is a contribution to the process of designing public spaces for children in the times of rapid urban changes and a step forward to creating adequate places for children’s play.RESULTS: The socialist legacy of architectural design and urban planning strategies in terms of housing was altered by the new post-socialist patterns. Residential construction became insufficiently regulated and predominantly profit-driven, which resulted in a disregard of the value public spaces for children should have.CONCLUSIONS: Upon analysing public spaces for children in the city after transition, it can be concluded that there is a significant shortage of attractive places for gathering, play and other leisure activities in many of newly built urban neighbourhoods. It also seems that architects and urban planners did not pay much attention to children’s needs. The distribution of public spaces, their proportions and dimensions, programs and contents, should all be planned with the aim to create harmony between spaces and their users, making the whole process of socialization more successful and intensive.

Waste management plans pay attention to municipal solid waste (MSW) collection systems. It represents a significant portion of waste management as it involves a great economic cost and environmental impact. For these reasons, many researchers have studied the optimization of collection routes, analyzing factors that make them more efficient and sustainable, for example, the overall distance traveled and the time spent on the route. Collection times depend on factors such as the speed of the truck, time at traffic lights or time spent on loading and unloading the waste. The loading and unloading times play an important role in the measurement of the total time of the route. Moreover, there is scarce information in the literature about measuring the real-time spent on the trip. All those times are necessary to optimize the total route time. However, it is difficult to obtain this information directly as it depends on parameters such as the type of truck. The aim of this work is to propose a methodology to define all the times involved in the waste collection process. Once they are well defined, they have to be measured in some cases or calculated in others. This works also presents a case study to validate the proposed methodology with an extensive fieldwork to measure those times that can’t be calculated in the waste collection process. The work presents the results of a study of the time spent at a collection point in six MSW collection systems using different types of collection trucks and bin designs. We have determined how the characteristics of the system affect the time spent at a collection point. Additionally, the times for the six models have been established. Finally, we have determined the influence of the collection model in the duration of the activity. Under certain conditions, times can coincide even though the models are different.

In the times of unification of cultural patterns the art in public areas takes on a very responsible role – creating cognitive map and emphasizing identity of the place. Valuable architectural and sculpture monuments take deserved top position in creating unique townscape. But not only spectacular buildings create the image of the city, sometimes inconspicuous sculptures become city symbols. The subject of research conveyed by the author in Poznan was the quality of public areas and possibilities of making them more attractive by introducing monuments and water elements. Autor define the typology of public art objects (considering their function, form and scale) and methodology of lacalization from the city-scale (according to the viewing popularity aspects and rank of the place) to the csale of indyvidual urban interior. The spatial and social role of sculpture in urban area was analized on examples of public places in Poznan. Kartais niekuo neišsiskiriančios, vos pastebimos skulptūros tampa miesto simboliais. Tyrimo, atlikto Poznanės mokslininkės, tema yra viešųjų erdvių kokybė ir galimybė padidinti jų patrauklumą meno kūriniais ir vandens elementais. Autorė apibrėžė viešojo meno objektų tipologiją, įvertindama jų paskirtį, formą ir mastelį, ir lokalizacijos metodiką nuo viso miesto masto iki mažiausiojo mastelio nominalių erdvių, įvertindama apžvalgos populiarumą ir vietos kategoriją. Poznanės pavyzdžiu išanalizuotas tiek erdvinis, tiek visuomeninis miesto skulptūrų vaidmuo.

<p align="center"><strong>Abstract</strong></p><p><em>The system of government in Indonesia has been quite dynamic and able to keep up with the times. This is evidenced by the electronics government (e-government) programme, with the use of Information and Communication Technology (ICT) in governance to improve performance and the relationship between government and other parties. Information is a very valuable commodity in the era of the industrial revolution 4.0 to be mastered to improve the competitiveness of an organisation. This is evident from the various initiatives the application of ICT, which is present in some local governments. Implementation of e-government in the governing of the city of Yogyakarta has the potential to improve the quality of public services, increasing transparency and accessibility of information. The purpose of this study is to want to assess how well the application Jogja Smart Service (JSS) as public service facilities in implementing smart city concept in the city of Yogyakarta. In this study using the e-government assessment to assess the application of JSS. The analytical method used in the assessment of applications JSS using the method of observation and direct observation on the application of JSS. The next stage of designing an assessment rubric used in the framework of e-government assessment, further testing using the application assessment frameworks assessment e-government. Hal ini dibuktikan dengan program E-Government, dengan penggunaan Teknologi Informasi dan Komunikasi (TIK) dalam tata kelola pemerintahan untuk meningkatkan kinerja dan hubungan antar pemerintah dengan pihak lain. Informasi merupakan komoditi yang sangat berharga di era revolusi industry 4.0 untuk dikuasai dalam rangka meningkatkan daya saing suatu organisasi. Hal ini terlihat dari berbagai inisiatif penerapan Teknologi Informasi dan Komunikasi (TIK), yang hadir dibeberapa Pemda. Penerapan E-Government pada penyelenggaraan pemerintahan di Kota Yogyakarta berpotensi meningkatkan kualitas pelayanan publik, meningkatkan transparansi dan aksesbilitas informasi. Tujuan dari penelitian ini ialah ingin menilai seberapa baik aplikasi Jogja Smart Service (JSS) sebagai fasilitas layanan publik dalam mengimplementasi konsep smart city di Kota Yogyakarta. Dalam penelitian ini menggunakan E-Government Assessment untuk menilai aplikasi Jogja Smart Service (JSS). Metode analisis yang digunakan dalam penilaian aplikasi Jogja Smart Service (JSS) menggunakan metode observasi dan pengamatan langsung pada aplikasi Jogja Smart Service (JSS). Tahap selanjutnya meranang rubrik penilaian yang digunakan pada kerangka kerja E-Government Assessment, selanjutnya melakukan pengujian penilaian aplikasi menggunakan kerangka kerja E-Government Assessment. Yogyakarta is a city and the capital of Yogyakarta Special Region in Java, Indonesia. It is renowned as a center of tourism, education and culture. Yogyakarta is one of the foremost cultural centers of Java. This region is located at the foot of the active merapi vulcano. Yogyakarta is often called the main gateway to the Central Java as where it is geographically located. It stretches from Mount Merapi to the Indian Ocean. This province is one of the most densely populated areas of Indonesia. Yogyakarta is popular tourist destination in indonesia after Bali. These have attracted large number of visitors from across Indonesia and abroad to the city. This status makes Yogyakarta is one of the most heterogeneus cities in Indonesia. In edition, Yogyakarta has attracted large number of people to reside in this city for business. One of these comers is small entrepreneurs with their market munchies enterprise (specially a traditional snack trader). This business is one of famous business in Yogyakarta, we will find rows of pavement vendors selling market munchies. The students and tourists are their main target customers. Market munchies enterprise is part of small and medium enterprises SMEs as livelihood activities. SMEs has an important role in economic growth of Indonesia. Therefore, it is very important to develop and strengthen the micro enterprise empowerment. Micro enterprise empowerment is one of strategy to reduce the poverty rate in Indonesia. Major challenger in implement this program are that micro entrepreneurs are conventional and have satisfied with their revenue. It is very important to develop a comprehensive and sustainable micro enterprise empowerment which consist of strengthen the quality of human resources, maximize the government’s roles, empower the enterprise capital and strengthen the partnership and autonomous. Micro enterprise autonomy will contribute to the economic and investment climate. AbstractThe National Education System has grown so rapidly over time. A variety of efforts have been made to build every prosperous, dignified Indonesian human being, so that the quality of Indonesian thinking is progressing. The ASEAN Economic Community which has been launched since 2015 has resulted in free competition, both in trade, employment, and there is free competition for educators in ASEAN countries. Besides that, Indonesian education is faced with challenges and developments in the times, where the culture between ASEAN countries has no limits, this is the challenge faced when implementing the Asean Economic Comunity (ASEAN Economic Community) MEA. Indonesia as a country in the ASEAN region must prepare domestic educators to have professionalism and character so that they can compete with the AEC. Educators must be aware of the essence of the existence of their profession, continue to struggle to make changes in order to realize professionalism with noble character. Efforts made in preparing professional educators to face the challenges of the AEC must touch the most fundamental aspects of changing their competencies, namely the mindset. A student must be more advanced and innovative in developing his learning so that he can change the mindset of students to do agent of change. Talk about retail business can not be separated from the importance of service to consumers and good quality goods . But at the present time due to intense competition in the business world , the service and quality of goods is not enough to be able to increase revenue and attract customers loyal . This makes companies think hard to survive and stable in the business . One of them is by using a media campaign in this regard more toward print or visual media is indirectly felt the value of their effectiveness in communicating product marketing programs . PT . Times Prima Indonesia is a company engaged in the retail book with the name of the Times bookstores . Based on the analysis of the company’s problems requires additional media types supporting more varied and creatif promotion of existing ones, which will be used as a complement and a media campaign as well as to enrich the data renewal campaign design to capture the interest of consumers in which one form of the media campaign is shaped merchandise . Therefore , do Enriching ( enrich ) media campaign merchandise before it is less varied and has not formed a company image . The methodology used is the analysis, observation and design . Besides the new design has been tested with the implemented test duration for 6 months, and greatly increases the perceived contribution , this is evidenced by the chart sales increasing each month.

This article deals with the results of study of species content and basic peculiarities of beaked mites-Phytoseiidae in plant associations of one of the regional centers of Ukraine. The species composition and distribution of mites-Phytoseiidae (Parasitiformes, Phytoseiidae) in plantations of Brovary town of Kyiv region were determined. Fourteen species of 8 genera of phytoseiid mites were found. Index of their existing and relative biotope connection of each registered species to vegetation types and plant species were computed. The study was conducted according to the results of material treatment on the territory of the mentioned city from 25 species of plants (16 species of hardy-shrub and 9 of herbaceous vegetations). The studies of distribution of plant-living mites-Phytoseiidae were conducted separately for hardy-shrub and herbaceous plants). The collection of faunistic material was executed during the vegetation of periods of 2011 and 2013. Within the city the collection of the material was conducted with hardy-shrub plants and herbaceous type of vegetation along the streets, in parks and squares of Brovary city of Kyiv region, district center, one of the satellite-cities of Kiev, the capital of Ukraine. The study of species complexes characteristics of mites was conducted with usage of data calculated on the basis of frequency index (Is), degree of relative habitat confinedness (F) (Pesenko, 1982) and domination index Paliy-Kovnatski (Di) (Shitikov, 2003). Only on one species of plant (F=1) 6 species of mites-Phytoseiidae were found – T.сotoneastri on blue spruce, T. laurae – on common spruce, T. aceri – on ash-leaved maple, P. incognitus – on dog-rose, P. soleiger – on mulberry-tree, A. caudiglans – on sea-buckthorn. These species can be related to stenoecic. The mentioned species are stenotopic only in relation to the sample of plants from the plant associations of Brovary, as in other regions these species of mites can populate the other species of plants. The rest 8 species, being registered on two or more types of plants, are related to euryoecic. Among them there is a group of 6 species with “positive tendencies to population of plants”, owning the indicators of habitat confinedness 0<F<1: A. andersoni (0,92–0,96), A. rademacheri (0,85–0,96), N. herbarius (0,92–0,96), T. tiliarum (0,66–0,77), A. pirianykae (0,73–0,99), A. clavata (0,82–0,98). The rest species, E. finlandicus и K. aberrans, have the expanded range of indicators in relation to habitat confinedness (-0,71<F<0,55 и -0,16<F<0,88), that specifies on their ability to populate the big quality of species. E. finlandicus has the negative indicator of relative habitat confinedness in relation to the plants of herbaceous morphotype that serves confirmation of the ecological peculiarity of the species detected earlier. The data of relative habitat confinedness of mites to certain species of plants shows availability of stenoecic (T.сotoneastri, T. laurae, T. aceri, P. incognitus, P. soleiger, A. caudiglans) and euryoecic species (A. andersoni, A. rademacheri, N. herbarius, E. finlandicus, K. aberrans, T. tiliarum, A. pirianykae, A. clavata).

In line with the rapid development of the times and the increasingly complex problems faced by the state, there has also been a development in government administration which has been marked by a shift in the paradigm of governance from Rule Governance. This situation makes the bureaucracy rigid, in an environment that is only limited to flowing the instructions or following instructions. The district government in an Asologaima District has the main task of carrying out part of the authority delegated by the district head in the fields of government, economy, and development, society, peace, and order as well as coordination.The method is sed is descriptive method. Bureaucrats as providers of public services must be able to provide quality services, the quality of service of bureaucrats to society is closely related to customer satisfaction or consumer satisfaction as the recipient of the service itself.
