In November 2020, Indian celebrity Milind Soman posted a picture of himself on social media, which showed him running naked on a beach. He was charged with obscenity. This article considers the time and place of Soman’s act over the alleged impropriety. The photograph was taken on a beach in Goa, the tropical setting serving as a pleasure periphery to India which annexed the region in 1961. Accordingly, a longer history of states of undress in Indian advertising, filmmaking, and tourism are considered here to apprehend how Goa has been posited in the Indian imagination as a destination for wanton self-gratification while local realities are undermined. The article thus interrogates what it means for Goa, whose economy is overly dependent on tourism, to serve as a vacation spot during the COVID-19 pandemic, especially when, in 2020, it had among the highest number of virus-related deaths in the country (Dias, 2020, par. 4). Using the metaphor of the celebrity who has no qualms about running naked and unmasked in Goa, this article enquires into what such events leave unrevealed in the economic requirement that some locales function as holiday destinations, even in the midst of a pandemic.

Ecotourism in the Mangrove area of West Oesapa Village can be an advantage of alternative to the development of ecotourism within the framework of tourism management and its development by the area manager and the local community. The development of ecotourism is undivided by the participation or social involvement in planning and implementing program to support the preservation of mangrove forests, the preservation of the coastal environment, and the fulfillment of the socio-economic requirement. Therefore, social participation is primary element to analyzed data. This research used descriptive qualitative methods through the distribution of questionnaires to related parties and then compiled them quantitatively to showed certainty value. As a result, the level of social participation in the management of mangrove ecotourism in order to develop ecotourism areas in West Oesapa Village is poor. Supporting of the preservation is required by all related parties to provide knowledge and concern so that, programs of the ecotourism development program in the West Oesapa Village can run as expected. Pengembangan ekowisata ini tidak dapat dipisahkan dari partisipasi atau keterlibatan masyarakat dalam perencanaan maupun implementasinya guna mendukung pelestarian kawasan hutan mangrove, pelestarian lingkungan pesisir, dan pemenuhan kebutuhan sosial ekonomi masyarakat. Oleh karena itu, partisipasi masyarakat menjadi unsur penting dalam pengelolaan data. Penelitian ini menggunakan metode deskriptif kualitatif melalui penyebaran kuisioner kepada pihak terkait dan kemudian dikaji secara kuantitatif untuk menunjukkan nilai nyata. Hasil penelitian menunjukkan tingkat partisipasi masyarakat dalam pengelolaan ekowisata mangrove guna mengembangkan kawasan ekowisata di Kelurahan Oesapa Barat sangat rendah. Dukungan dari pengelola dibutuhkan oleh semua pihak terkait untuk memberikan pengetahuan dan kepedulian agar program pengembangan ekowisata Kelurahan Oesapa Barat dapat berjalan sesuai harapan.Kata kunci: Ekowisata, ekowisata mangrove, partisipasi masyarakat.

Based on regression equation result, local tax has negative influence to fiscal capacity so that if local tax increase IDR1 that impact decrease in fiscal cmcity equal to -27,449. It is stated that the rise and fall of the value of local tax realization has an effect on the income and allocation of expenditure of a region that support public expenditure infrastructure in fulfilling the economic requirement of society. The regional ratio has a negative influence on fiscal capacity so that if the regional retribution increases IDR1 resulted in a decrease in fiscal capacity of-28.216. This suggests that the rise and fall of the value of realization of regional levies affects the income of a region and the allocations of expenditure that support public expenditure infrastructure in meeting the economic needs of the community. PDRB has a positive influence on fiscal capacity so that if the PDRB increases IDR1 resulted in a decrease in fiscal capacity of 211,076,629.

Regeneration is deemed as the enabler for societies and nations to transform them from industrial age to knowledge. In this regard, knowledge intensive regeneration is one of the latest models, called as New Century Cities (NCC) to make progress and ultimately achieve the transformation towards knowledge societies, which have the features and characteristics of sustainable communities. However, meeting the key features or characteristics of sustainable communities can be challenging due to its complex and interrelated features such as socio-economic requirement, environmental and physical requirements, which are all correlated to each other. This paper aims to discuss the knowledge intensive regeneration model in relation to the sustainable communities in order to highlight the level of match and conformance between them in order to justify the suitability of knowledge intensive regeneration for the sustainable communities' vision. Research methodology adopted in the paper is the case study approach, which is the Mediacity project, and used literature review, observation and interviews for data collection, while concept mapping was utilised for data analysis. Research findings reflect that the level of conformance is relatively high, social aspects is still weakly addressed in comparison to other dimensions. Therefore, paper proposes the stronger attention and strategic planning at the visioning and masterplanning stages of such projects in order to address this most challenging dimension of regeneration projects.

Asphalt modifier is traditionally obtained from petroleum byproduct, which has a high price and can not regenerate. This makes the traditional asphalt modifier not able to satisfy the economic requirement of increasing highway construction. Therefore, it is necessary to find a new modifier, which is economically efficient and also has good engineering performance. This paper introduces a recent development on the vulcanizing process of eucommia ulmoides gum(EUG) and the physical mechanics function of vulcanized gum, and explains its desirable engineering characteristic as well as its engineering application foreground. In this study, based on the characteristic of rubber-plastic unified material chart, vulcanized EUG is blended with asphalt binder as a modifier. The analysis of infrared spectrum and scan electricity mirror and asphalt basic index experiment are made. The result indicates that vulcanized EUG can improve both low temperature performance and high temperature performance of asphalt, which means that it is a feasible and desired choice for asphalt modifying.

The economic requirement for reductions in horizontal separation standards on high density oceanic routes such as the North Atlantic has motivated the search for a navigation and guidance system combining compatibility with foreseeable separation criteria while at the same time remaining cost effective. In this paper, by the Executive Vice-Chairman of the International Air Navigators' Council, an attempt is made from that point of view, to suggest various systems which are envisaged as meeting the most stringent requirements foreseen. Consideration is given to accuracy requirements, avionic hardware, and optimization of crew responsibilities based on airline experience derived over the past decade.
