Summary The profound changes in communication technology and dramatic increase in global migration have challenged the conventional dyadic conceptualization of ‘domestic’ and ‘foreign’ publics and increased the importance of diaspora publics. Using the four-quadrant model of public diplomacy and cascading activation model of framing, this article analyses the complex role of diasporas in the public diplomacy equation. To illustrate a public-centred and public-based public diplomacy initiative from a non-Western perspective, the article focuses on a Turkish diaspora organization’s attempts to control communication in the aftermath of the 2016 failed coup attempt in Turkey. The analysis reveals how partner publics became adversarial diaspora and transformed into a non-state actor challenging the Turkish state’s legitimacy in the international arena. This case study sheds light on the dynamic transformations of non-Western publics from domestic partners into adversarial diasporas and it questions the dominant Western conceptions of static state-centred, state-initiated public diplomacy.

This study aims to describe the effect of sanctions (individual sanctions, collective sanctions, and absence of sanctions) on cooperative behavior of individuals with medium trust in the context of corruption. Both collective sanctions and individual sanctions, are systemic, which means sanctioning behavior is exercised not by each individual but by the system. Cooperative behavior in this context means choosing to obey rules, to reject acts of corruption and to prioritize public interests rather than the personal interests. Conversely, corruption is an uncooperative behavior to the rules, and ignores the public interest and prioritizes personal interests. Research subjects were 62 students. The Chi-Square Analysis was used to see the association between the variables and the logistic regression model was applied to describe the structure of this association. Individual sanction is recommended as punishment to medium trust individuals to promote cooperative behavior in the context of corruption. The results showed that individuals with medium trust had more cooperative behavior.

The severe shocks that rocked the world economy in the 1970s and the ensuing efforts to adjust and to renew economic growth have had a profound effect on the economic literature. Especially the external and public debt problems which reached critical dimensions in many countries attracted much attention. Thus, in the field of macroeconomics financial issues have gained more prominence over the last two decades. Studies relating to the fiscal deficit have been particularly numerous. The critical size of national public debts, the contribution of the public debt to external debt, the reduced confidence in the state as the guide in socioeconomic development and the role of fiscal policy in adjustment processes are among the main reasons for this increased interest.

Star Trek began as a 1960s television series led by a swashbuckling starship Captain, an intellectual off-world first officer, and a multicultural, heart-of-gold crew. In the third of a century since its appearance on our home screens, the series Gene Roddenberry created has become a world-wide phenomenon.Star Trek is also a rich treasure trove of administrative literature: The setting — usually a starship, sometimes a planetary government organization. The characters are clearly delineated, colorful, share common goals, distinguish between their personal and professional roles and concerns, and serve well as archetypes for distinct organizational personalities. And the missions are clear, benevolent, in the public interest, and frequently controversial. As you watch an episode of one of the four Star Trek series, how many of these facets can you observe? That’s public administration, all right, but in a very different wrapper
