Globalisation has helped to intensify the international flow of people, information and policies. Following this process there has been increasing global concern regarding problems in areas such as immigration, health, poverty, among others. Various agents are transnationally engaged in common responses to these issues. The classic definition of public policies is related to actions undertaken by governments to solve the problems within their jurisdictions. However, often problems do not respect national boundaries. Sometimes, policies need to involve other nations. This article discusses the main issues, concepts and challenges in the study of global public policies.First, the article presents a review of the existing literature. Second, it introduces the key agents and agendas of global public policy. The discussion section focuses on the latest challenges and opportunities for research in Global Public Policy studies. Finally, new avenues of research are introduced, such as the dimension of power, the impact of the far-right and the outbreak of the COVID-19 pandemic.

Fame and eminence, as traditionally measured, limit the definition of impact to the publication world. We add two types of impact to the traditional measures of fame and eminence. Many of the traditional measures of fame or eminence are based on social-network connections, whereby individuals appoint other people to positions of eminence. Editorial boards are one specific example. Eminence is also limited to number of publications, for example, with little regard for the impact of those publications at the societal level. In addition to the dominant measures of eminence, societal impact broadens the definition of impact to reflect real-world changes. Two examples include mentoring, which is rarely mentioned as a criterion for eminence, and policy value, such as when research influences important public policy. These additions are discussed in reference to the general underrepresentation of researchers of color in academia.

AbstractThe term ‘digital’ concerns not only technology but also people. This chapter emphasises the necessity of adopting a digital entrepreneurial mindset when operating in a digitised world. The chapter proposes a definition of a digital entrepreneurial mindset that is rooted in cognitive psychology, organisation theory and entrepreneurship literature. We also focus on the five trends that are shaping the digital future: mobile computing, cloud computing, social media, the Internet of Things and Big Data. The chapter discusses the challenges and opportunities that pervasive digitalisation offers for designing new digital business models and changing interactions with customers. Discussing the success stories of Domino’s Tesco and Tate Art Galleries helps to examine data-driven, cloud-enabled, platform-centric business activities, for which developing a digital entrepreneurial mindset is the first step towards success in the digital age. Collectively, the aforementioned cases suggest that businesses that rely on a digital entrepreneurial mindset enjoy better financial performance. Both managers and employees in these companies have shown the inclination and ability to discover, evaluate and exploit opportunities emerging from digital technologies. This chapter also provides a practical guide for entrepreneurs on the steps they can take to encourage a digital entrepreneurial mindset throughout their entire organisations. Finally, we elaborate on the practical implications of adopting a digital entrepreneurial mindset and its impact on society.

The present paper tackles the development of the notion of public policy in the definition of the concept of marriage. It starts from brief remarks on the case law of the Court of Justice of the European Union in the field of the right to free movement of people and of the European Court of Human Rights on the right to private and family life. Then, it analyses the uncertainties stemming from the national divergences. Further, the impact of the Coman case on the applicability of EU measures on civil judicial cooperation and on the notion of public policy is examined. Conclusively, the paper submits some considerations on the modern function of the public policy.

This policy brief explores the challenges and opportunities congruent with the advent of internetization on the democratic landscape. Internetization is a new word that I have coined to describe our contemporary empowerment through global outreach and electronic connectivity.  There is no denying that the 21st century has precipitated profound structural change and empowered democracy through digital capacity and electronic connectivity. This paper analyzes the impact of internetization on e-democracy, social media, civics education, non-governmental organizations and global outreach. It also addresses the consequences of internetization on cybersecurity threats, election tampering and the contemporary challenges associated with electronic voting. This policy brief concludes with a set of recommendations embracing a new governance architecture, adapting the machinery of governance to electronic capacity and a strategic list of public policy initiatives directed to enhance the role of internetization on the democratic landscape.

Introducción: Las políticas públicas son asuntos clave de la gestión gubernamental y su estudio es importante cuando se analiza el impacto que tienen frente a problemas relevantes que se reflejan en el perfil epidemiológico. Objetivo: Analizar la importancia que las enfermedades cardio-cerebro-vasculares tuvieron en la formulación de las políticas públicas en salud en Medellín entre 2000-2013. Materiales y métodos: Enfoque cualitativo con estrategia metodológica de análisis documental de corte hermenéutico. Se tomaron como base los acuerdos aprobados por el Concejo de Medellín y se seleccionaron aquellos, que tienen relación directa o indirecta con estas enfermedades, asimismo se revisaron planes de desarrollo contextualizados en lineamientos de políticas nacionales e internacionales. Resultados: Se encuentra un acuerdo que se refiere explícitamente a estas enfermedades. La mayoría son políticas orientadas, a grupos específicos o problemáticas relacionadas con promoción de la salud y prevención de las enfermedades cardio-cerebro-vasculares. El seguimiento y evaluación son fases menos tenidas en cuenta en el ciclo de las políticas públicas. Conclusiones: Los resultados sugieren la necesidad de una concepción amplia de la salud que oriente la formulación de las políticas locales e impacte un problema tan complejo e importante para el municipio, como lo son estas enfermedades.Abstract Introduction: Public policy is a key element to government administration and its study is important when analyzing the impact it has on relevant issues evidenced in the epidemiological profile. Objective: To analyze the importance of cardio-cerebrovascular diseases in the development of public policy in health in Medellin between 2000 and 2013. Materials and methods: A qualitative approach with hermeneutic documentary analysis was done. The agreements approved by the Medellin council were taken as a base, from which those directly or indirectly related with these diseases were selected. Plans of action based on national and international policy guidelines were also reviewed. Results: An agreement that explicitly referred to these diseases was found. Most policy is oriented toward specific groups or issues related to health promotion and the prevention of cardio-cerebrovascular diseases. Follow-up and  evaluation are the most overlooked stages of the public policy cycle. Conclusions: These results suggest the need for a broader definition of health that foments local policy development and impacts such a complex and important issue  for the city by taking into account these diseases.

AbstractThis paper is a response to Sanders, Snijders and Hallsworth (2018). The challenges and opportunities of behavioural public policy Sanders, Snijders and Hallsworth discuss highlight a conundrum for the field: the impact of behavioural interventions is difficult to measure accurately in complex situations, and yet complexity is inherent in the very areas in most need of impact. Behavioural interventions will be only one tool of many to work towards broader organisational, systems and social change. As a field, we should be looking to other disciplines, inviting them into the fold of discussions on how to achieve these changes. Finally, while the mantra of nudge for good is a useful beacon, intentions are only part of the equation, and a number of questions should be asked when considering a behavioural policy intervention.

This study examines the ways in which the city image of Istanbul is re-created through the mega-events within the context of the European Capital of Culture (ECoC) 2010. Istanbul “took the stage” as one of the three ECoC cities (Essen for the Ruhr in Germany and Pécs in Hungary), where the urban spaces were projected as the theatre décor while residents and visitors became the spectators of the events. Organisers and agents of the ECoC 2010 seemed to rebrand Istanbul as a “world city” rather than a “European capital”. With a series of transnational connotations, this can be considered as part of an attempt to turn Istanbul to a global city. In this study we examine posters used during the ECoC 2010 to see whether this was evident in the promoted images of Istanbul. The research employs a hermeneutic approach in which representations, signs and language are the means of symbolic meaning, which is analysed through qualitative methods for the visual data (Visual Analysis Methods), namely Semiotics and Discourse Analysis. The analysed research material comes from a sample of posters released during the ECoC 2010 to promote 549 events throughout the year. Using stratified random sampling we have drawn 28 posters (5% of the total) reflecting the thematic groups of events in the ECoC 2010. Particular attention is also paid to the reflexivity of the researchers and researchers’ embeddedness to the object of research. The symbolic production and visual representation are therefore investigated firstly through the authoritative and historically constituted discourses in the making of Istanbul image and secondly through the orders of cultural consumption and mediatisation of culture through spectacular events. Hence enforcing a transnationalisation of the image of the city where the image appears to be almost stateless transcending the national boundaries. Findings and methodology used in this study can be useful in understanding similar cases and further research into the processes of city and place branding and image relationships.

Sources of revenue and expenditure of APBD (regional budget) can be allocated to finance the compulsory affairs and optional affairs in the form of programs and activities related to the improvement of public services, job creation, poverty alleviation, improvement of environmental quality, and regional economic growth. The implications of these policies is the need for funds to finance the implementation of the functions, that have become regional authority, is also increasing. In practice, regional financial management still poses a complicated issue because the regional head are reluctant to release pro-people regional budget policy, even implication of regional autonomy is likely to give birth to little kings in region causing losses to state finance and most end up in legal proceedings. This paper discusses the loss of state finance and forms of liability for losses to the state finance. The result of the study can be concluded firstly,  there are still many differences in giving meaning and definition of the loss of state finace and no standard definition of state losses, can cause difficulties. The difficulty there is in an effort to determine the amount of the state finance losses. The calculation of state/regions losses that occur today is simply assessing the suitability of the size of the budget and expenditure without considering profits earned by the community and the impact of the use of budget to the community. Secondly, the liability for losses to the state finance is the fulfillment of the consequences for a person to give or to do something in the regional financial management by giving birth to three forms of liability, namely the Criminal liability, Civil liability, and Administrative liability.Keywords: state finance losses, liability, regional finance.

Women’s empowerment has been at the centre of research focus for many decades. Extant literature examined the process, outcome and various challenges. Some claimed substantial success, while others contradicted with evidence of failure. But the success remains a matter of debate due to lack of empirical evidence of actual empowerment of women around the world. The current study aimed to address this gap by taking a case study method. The study critically evaluates 20 cases carefully sampled to include representatives from the entire country of Bangladesh. The study demonstrates popular beliefs about microfinance often misguide even the borrowers and they start living in a fabricated feeling of empowerment, facing real challenges to achieve true empowerment in their lives. The impact of this finding is twofold; firstly there is a theoretical contribution, where the definition of women’s empowerment is proposed to be revisited considering findings from these cases. And lastly, the policy makers at governmental and non-governmental organisations, and multinational donor agencies need to revise their assessment tools for funding.
