PPP withdrawal policy is helpful to reduce over-investment in PPPs leading to sustainable development. However, little is known about the role of local governments on over-investment in PPPs. Using the PPP Project Platform Data, a unique dataset, this article is able to quantify over-investment in PPPs by coding PPP withdrawal for the first time. This research tests the influencing factors of PPP withdrawal at the municipal level, according to the centralized withdrawal policy in late 2017 as an exogenous treatment. Based on the theory of over-investment to rapid economic growth, this study develops a two-pillar framework under the combination of political man and economic man assumptions to explain the PPP withdrawal of local governments. The results show that both official tenure and fiscal capacity are significant factors. In addition, debt partially mediates the mayor tenure on PPP withdrawal, and the land revenue growth can hinder the negative relationship between mayor tenure and PPP withdrawal. It implies that over-investment in PPPs is strongly influenced by official leaders’ personal promotion incentive and official group members’ collective benefit. Thus, our findings indicate that the centralized withdrawal policy is an effective instrument to prevent over-investment in PPPs. Moreover, a match should be formed between local development planning and investment plans to promote sustainable of PPP investment.

<p>Addressing the Grand Challenges of the world requires a mode of research that can mirror their scale and complexity. Traditional investigator- and industry-led research frameworks, although useful in their own right, fail to capture the collaborative, transdisciplinary approach that can both generate the necessary knowledge and apply research outcomes on the scale needed to resolve the ‘big picture’ problems. Mission-led research provides a framework that attempts to strike that balance of knowledge generation and application; and New Zealand’s National Science Challenges (NSCs) provide a representation of missionled research that may exemplify the relationships and processes needed to enact it. This thesis aims to understand how the relationships and processes designed to facilitate mission-led research in the NSCs impacts their ability to achieve their missions.  Research was undertaken through semi-structured interviews with participants from two NSCs, representing four of the key stakeholder perspectives: Management, Researchers, Industry, and Māori. These interviews sought to understand how different stakeholder groups conceptualised mission-led research itself, the processes within it, and their relationships with other stakeholder groups. The results demonstrated that stakeholders perceived mission-led research in four interdependent ways, driven by a core concept of ‘Big Picture’ problems. These problems were seen to necessitate ‘Transdisciplinarity’ in their resolution, that research would be ‘Long-term/Strategic’, and that research outcomes would have a ‘Collective Benefit’. Alignment between conceptualisations of mission-led research and how closely processes and stakeholder groups adhered to those conceptualisations was central to positive engagement and collaboration.  Alignment between stakeholders was seen to occur through three modes: Conceptual, Structural, and Relational. Conceptual alignment promoted a common understanding of the mission; Structural alignment ensured research practices reflected mission-led values; and Relational alignment improved stakeholder understanding of diverse expectations and motivations amongst other worldviews. Successful NSCs used the three modes of alignment to improve transdisciplinary collaboration while maintaining diversity of worldviews and skillsets, enabling them to more effectively address their missions.</p>

Sharing one’s pronouns when introducing oneself is an emerging practice intended to prevent assumptions of what pronouns to use when referring to others. This practice may make people comfortable sharing their pronouns so that they are not misgendered and may signal inclusiveness to transgender and nonbinary (TGNB) people. What shapes people’s perceptions of the motivation behind pronoun sharing? Three preregistered experiments conducted in the United States (N=8,219) reveal that people perceive three underlying motivations for pronoun sharing when they learn that someone shared their pronouns in a workplace introduction: reputation signaling (trying to enhance their reputation), norm signaling (authentically attempting to influence others to adopt a new norm), and rule following (conforming to an existing norm). We also show that features of social context such as the sharer’s TGNB identity and the normativeness of the action influence which motivations observers infer. In general, we find that perceptions of more authentic and collective benefit-oriented norm signaling are higher when the sharer is a member of a minority (e.g., a transgender person, or someone sharing their pronouns at a workplace in which it is non-normative). However, belonging to a group whose values are strongly aligned with trans-inclusivity (i.e., working at an LGBTQ nonprofit that commonly uses pronouns) also leads to perceptions of authentic norm signaling, even though someone who shares their pronouns is not a minority in that context. This research provides novel evidence of social perceptions of trans-inclusive behavior.

Purpose Project selection management is a matter of challenge for project-oriented organizations, particularly, if the decision-makers are confronted with limited resources. One of the main concerns is selecting an optimal subset that can successfully satisfy the requirements of the organization providing enough resources to the best subset of the project. The projects for which there are not enough resources or those requiring whole resources of the organization will collapse soon after failed to success. Therefore, the issue is in the risk of choosing a set of projects so that can make a balance in investment versus on collective benefit. Design/methodology/approach A model is presented for project selection and has been tested on the 37 available projects. This model could increase the efficiency of the whole subset of the project significantly in comparison to the other model and it was because of choosing a diverse subset of projects. Findings Provides a general framework for project selection and a diverse and balanced subset of projects to increase the efficiency of the selected subset. Also, reduces the impact of uncertainty risk on the project selection process. Research limitations/implications For the purposes of project selection, any project whose results are uncertain is a risky project because, if the project fails, it will reduce combined project value. For example, a pharmaceutical company’s R&D project is affected by the uncertain results of a specific compound. If the company invests in different compounds, a failure with one will be offset by a good result on another. Therefore, with selecting a diverse set of projects, this paper will have a different set of risks. Originality/value This paper discusses the risk of selecting or being responsible for selecting a project under uncertainty. Most of the projects in the field of project selection generally consider the risks facing the projects or existing models that do not take into account the risk.

Prior research suggests interorganizational collaboration faces temporal challenges but also opportunities yet is scarce on the role of time enabling – more often deterring - collaboration for collective benefit. Our contribution is highlighting how a large industry-academic research network developed temporally complex collaboration through varying temporal rules and relationships. The three network-developed collaborative repertoires, with their particular temporal rules and relationships, complemented the externally imposed calendar repertoire: (1) sprint repertoire, following a familiar agile method for joint research, (2) narrative time repertoire, enabling sharing research results across various events at the program level, and (3) “right” time repertoire that turned research results into action in emerging business ecosystems. With these collaborative repertoires, both the temporal diversities of home organizations and the asynchronies of the network activities were resolved for collective benefit. We contribute to the intersection of the literatures on interorganizational networks and temporality as befitting collaboration.

Background. Vaccine hesitancy poses one of the biggest threats to global health. Informing people about the collective benefit of vaccination due to community immunity has great potential in increasing vaccination intentions. Novel communication formats are needed to increase people’s interest in and engagement with such information, boosting the intervention’s effectiveness. This research investigates the potential for virtual reality (VR) to strengthen participants’ understanding of community immunity, and therefore, their intention to get vaccinated.Methods and Findings. In this pre-registered lab-in-the-field intervention study, participants (n= 222) were recruited in a public park. They either experienced the collective benefit of community immunity in a gamified immersive virtual reality environment (2/3 of sample), or received the same information via text and images (1/3 of sample). Before and after the intervention, participants indicated their intention to take up a hypothetical vaccine for a new COVID-19 strain (0–100 scale) and belief in vaccination as a collective responsibility (1–7 scale). After the VR treatment, for participants with imperfect vaccination intention, intention increases by 9.3 points (95% CI:7.0 to 11.5, p &lt;0.001). The text-and-image treatment increases vaccination intention by 3.3 points (difference in effects: 5.8, 95% CI: 2.0 to 9.5, p= 0.003). The VR treatment also increases collective responsibility by 0.82 points (95% CI: 0.37 to 1.27, p &lt;0.001). A key limitation of the study is that it measures vaccination attitudes, but not behavior.Conclusions. VR is an effective tool for increasing vaccination intention, more so than text and images, by eliciting collective responsibility. The results suggest that VR interventions can be applied “in the wild” and may thus provide a complementary method for vaccine advocacy

AbstractWhile oligotrophic deep groundwaters host active microbes attuned to the low-end of the bioenergetics spectrum, the ecological constraints on microbial niches in these ecosystems and their consequences for microbiome convergence are unknown. Here, we provide a genome-resolved, integrated omics analysis comparing archaeal and bacterial communities in disconnected fracture fluids of the Fennoscandian Shield in Europe. Leveraging a dataset that combines metagenomes, single cell genomes, and metatranscriptomes, we show that groundwaters flowing in similar lithologies offer fixed niches that are occupied by a common core microbiome. Functional expression analysis highlights that these deep groundwater ecosystems foster diverse, yet cooperative communities adapted to this setting. We suggest that these communities stimulate cooperation by expression of functions related to ecological traits, such as aggregate or biofilm formation, while alleviating the burden on microorganisms producing compounds or functions that provide a collective benefit by facilitating reciprocal promiscuous metabolic partnerships with other members of the community. We hypothesize that an episodic lifestyle enabled by reversible bacteriostatic functions ensures the subsistence of the oligotrophic deep groundwater microbiome.

AbstractHumans frequently cooperate for collective benefit, even in one-shot social dilemmas. This provides a challenge for theories of cooperation. Two views focus on intuitions but offer conflicting explanations. The Social Heuristics Hypothesis argues that people with selfish preferences rely on cooperative intuitions and predicts that deliberation reduces cooperation. The Self-Control Account emphasizes control over selfish intuitions and is consistent with strong reciprocity—a preference for conditional cooperation in one-shot dilemmas. Here, we reconcile these explanations with each other as well as with strong reciprocity. We study one-shot cooperation across two main dilemma contexts, provision and maintenance, and show that cooperation is higher in provision than maintenance. Using time-limit manipulations, we experimentally study the cognitive processes underlying this robust result. Supporting the Self-Control Account, people are intuitively selfish in maintenance, with deliberation increasing cooperation. In contrast, consistent with the Social Heuristics Hypothesis, deliberation tends to increase the likelihood of free-riding in provision. Contextual differences between maintenance and provision are observed across additional measures: reaction time patterns of cooperation; social dilemma understanding; perceptions of social appropriateness; beliefs about others’ cooperation; and cooperation preferences. Despite these dilemma-specific asymmetries, we show that preferences, coupled with beliefs, successfully predict the high levels of cooperation in both maintenance and provision dilemmas. While the effects of intuitions are context-dependent and small, the widespread preference for strong reciprocity is the primary driver of one-shot cooperation. We advance the Contextualised Strong Reciprocity account as a unifying framework and consider its implications for research and policy.
