This study analyzed the evolution of resources in organizations towards digital capital using the example of Russia, by analyzing data on the development of technological infrastructure. It concluded that, over the past decade, there were moderately favourable conditions in terms of technological orientation in the Russian Federation. However, only a third of Russian organizations have mastered digital transformation in the context of digital interaction in the online environment using relatively simple information technologies. At the same time, a downward trend was noted for the pace of digitization of business processes and management decisions through dedicated software, reducing the global competitiveness of such organizations. The quantitative assessment of the evolution of digital resources demonstrated that Russian organizations have only a basic level of mastery of digital technologies, with some additional capabilities. This level is characterized by the use of relatively simple digital technologies and standard software. Thus, Russian economic entities in almost all areas use information and communication technology as a component of digital capital for the production of added value, but within limited professional competencies. The study results can be used by organizations’ management for meso-level research and by policymakers for evaluating the digital economy.

The COVID-19 pandemic has become one of the triggers for the further growth of the global influence of digital capital and high-tech companies. The market value of the world's largest technology giants, which set long-term trends in the development of the world economy within the framework of the Fourth Industrial Revolution, has sharply increased. During the pandemic, digital capital declared its claims to political dominance, as shown by the US presidential election in 2020. During the elections, there was a coordination of the actions of digital corporations and the "new elite" within the Democratic Party, whose ideological and economic views were formed by the values of the new technological era.

Gabber is a hardcore electronic dance music genre, typified by extreme speed and overdrive, which developed in the Netherlands, with Rotterdam as its epicentre, during the early 1990s, when house music-inspired dance events dominated. The use of distorted noise and references to popular body horror, such as Hellraiser, dominated its scene, and soon gabber was commented on as ‘the metal of house music’, a statement that this article aims to investigate. Applying a genealogical discographic approach, the research found that the electronic noise music aesthetic of industrial music was crucial for the formation of the sound of gabber. The hardcore electronic dance music that developed from this is at once ironically nihilistic, a contrary critique, and a populist safety valve. The digital machine noise of hardcore seems to offer an immersive means to process the experience of (emasculating) fluidity within post-human accelerated technoculture, itself propelled by rapid digital capital and information technologies.

Modernization brings digital effects into a variant of socio-cultural and political activities of society. However, the lack of access to the use of technology, is associated with alienation and marginalization. The concept tends to be viewed as a gap between those who have access to technology (the haves) and groups who have no access to technology (the have-nots). In today’s post-industrial society, everything has been digitalized. Not only on policy and business aspects, even philanthropic policies of social platforms have developed massif in digital era. For example, a reduction in health, economic, humanitarian and environmental problems, so far, have been obtained donors from digital societies through KitaBisa.com platforms. This is done in an effort to improve dignities of human life and the sustainability of the environment. However, as a result of digital gaps in societies which make them cannot access the filatropic of an online agenda, groups that do not have digital capital are excommunicated from virtual policy.

The proliferation of big data analytics in criminal justice suggests that there are positive frames and imaginaries legitimising them and depicting them as the panacea for efficient crime control. Criminological and criminal justice scholarship has paid insufficient attention to these frames and their accompanying narratives. To address the gap created by the lack of theoretical and empirical insight in this area, this article draws on a study that systematically reviewed and compared multidisciplinary academic abstracts on the data-driven tools now shaping decision-making across several justice systems. Using insights distilled from the study, the article proposes three frames (optimistic, neutral, oppositional) for understanding how the technologies are portrayed. Inherent in the frames are a set of narratives emphasising their ostensible status as vital crime control mechanisms. These narratives obfuscate the harms of data-driven technologies and evince idealistic imaginaries of their capabilities. The narratives are bolstered by unequal structural arrangements, specifically the unevenly distributed digital capital with which some are empowered to participate in technology development for criminal justice application and other forms of penal governance. In unravelling these issues, the article advances current understanding of the dynamics that sustain the depiction of data-driven technologies as prime crime prevention and law enforcement tools.
