Introduction. The problem of the shortage of energy-efficient restoration technologies makes it a priority to develop new technological equipment for the restoration of the rolling surfaces of railway wheels using highly concentrated energy sources. Currently, in the practice of repair DPO, discarded non-bonded wheels are increasingly replaced with new ones, but their resource potential is high during the operation. This approach is not technically and economically feasible.Materials and methods. This article presents the results of the strength calculation of the main moments of forces and dynamic loads per wheel pair. The problem of repair equipment related to the lack of the independent mobile complexes that ensure prompt arrival at the work site and high quality restoration of the design geometry of the wheel surface is formulated.Results. To solve this problem, a mobile complex was designed and developed, which allows to restore the design geometry and modify the high physical and mechanical properties of the riding surface with optimal stresses in the phase structure of the wheel base.Discussion and conclusion. It is recommended to use the results of the research carried out for the design, creation and production of high-tech repair equipment.

The special mobile diagnostic group (MDG) is formed in the Federal State Budgetary Establishment «33 Central Scientific Research Test Institute» of the Ministry of Defenсe of the Russian Federation (hereinafter referred to as the institute) to perform tasks related to the radiation and chemical (RCh) control of different objects, to ensure RCh safety and security of mass events, as well as to perform special tasks of RCh examination of samples of all kinds. The purpose of the work is to consider the design, capabilities and organization of the mobile complex of chemical control (MCCC), which is the basis of the technical equipment of the MDG. The complex is created on the basis of Ford-Transit off-road vehicle with the equipment for the MDG and a container installed on a two-axle platform, where the equipment for the MDG is located. The complex is equipped with modern analytical equipment, means of communications, navigation, information processing and automatic meteorological observation, with the life support kit, autonomous power and water supply systems, exhaust ventilation, heating and air conditioning systems. The technical characteristics of the MCCC are as follows: crew – 8 people; preparation time – no more than 60 minutes; time for the preliminary identification of substances detected by the mobile group (from the moment of arrival) – no more than 60 minutes; the lower limit of detection of toxic chemicals in environmental objects – at the maximum concentration limit; time of confirming identification of detected toxic chemicals (from the moment of delivery of samples) – no more than 180 minutes; cruising range – up to 700 km. The methodological apparatus is also developed, that ensures the functioning of the MCCC crew during the performance of wide range of tasks of the MDG. Subsequently, this methodological apparatus has been repeatedly expanded and refined based on the results of the complex's participation in ensuring the RCh security of various mass events. The algorithm of carrying out special chemical control by technical means of the MCCC complex is presented in the article. The complex is capable of detecting both low-hazard and emergency concentrations of practically all known toxic chemicals in various samples, and identifying these substances in environmental objects.

Media criticism is an area of modern journalism that provides critical cognition and assessment of socially significant, relevant aspects of information production in the media. Media criticism studies and evaluates the mobile complex of the diverse relationships of the print and electronic press with the media audience and society as a whole, contributes to the introduction of social and professional adjustments to the activities of the print and electronic press. Modern media criticism covers not only aspects of the functioning of the print and electronic press related to journalism, the activities of journalistic groups and editorial policies, but also invades a wide range of problems, the formulation of which involves the study and evaluation of media content, the relationship of the media and their audience, the media and society as a whole. Today in the space of the Internet the most effective mass criticism of the media. Authors of media criticism blogs set as their main task the recording and analysis of materials that do not meet accepted journalistic standards and have poor quality and ethically dubious content. Media criticism blogs in new media are becoming a platform for discussion, where the problems of the influence of the media on society and the role of the media in this society are discussed.

To create conditions for the recognition of Kazakhstani certificates of conformity and the results of product tests, an assessment of measurement uncertainty is required. In this regard, there has been an increase in the practical application in Kazakhstan of the concept of measurement uncertainty. The authors developed a physical stand for a mobile complex designed to verify electromagnetic flowmeters at the place of operation. To obtain verification results, programs were developed to calculate the uncertainty of an electromagnetic flowmeters using the NI LabView software. In addition, a model for estimating the uncertainty of the relative error of flowmeters was proposed, and the measurement uncertainty was estimated using three methods: standard, Monte Carlo and Kragten. Finally, a comparative analysis was conducted on the results of the estimation of the uncertainty of the relative error of the industrial electromagnetic flowmeter. All methods give standard uncertainty values that do not exceed the acceptable range of relative error (± 1%). However, Monte Carlo method gives better results for sufficiently large number of simulations. No significant differences between the results obtained using standard and Kragten methods were discovered. The Kragten method is preferable in the absence of the need to calculate the sensitivity coefficients when calculating the total standard uncertainty, which is important for complex measurement equations.
